The by laws of the Belfast Co-op do not offer many options for the member owners. One of the only things that they have power to do is to remove board members by ballot. A ballot vote can be called when 10% of members petition (that is about 500 members).
It is a grievous approach, but reasonable expansion options were offered to the incumbent board members over and over again, and instead of taking any of the reasonable options, they have voted for this expensive renovation project, even as the price went up and over what they agreed as limits (it is now over $6.4 million).
So, pursuant to Belfast Cooperative Bylaws 4.6 "Removal of a Director:"A Director may... be removed by decision of member-owners in accordance with the petition and voting provisions of these bylaws (see Article 3.2)."
