The GBP is fully optimized, reviews are strong and steadily growing, citations and NAP are clean, the website is solid, and there are no spam competitors or obvious issues. Competitors above them look weaker on paper, and you have already ruled out reviews, on-page SEO, categories, and citations as the problem. You are only allowed to investigate one thing first before touching anything else.
