• LCTCS Non-Credit Program Proposal

    Submit and route new, modified, or terminating non-credit programs. Complete the sections relevant to your program type and action.
  • Industry Based Certification (IBC) – An independent third-party credential that is industry-accepted and results from a process whereby an individual’s knowledge and/or skill in a particular area is validated against a set of predetermined standards that will improve employability or job opportunities in accordance with the Quality Postsecondary Credential of Value Policy.

    Certification of Competency (COC): An institution issued certification that validates a student has demonstrated a specified level of ability in a set of learning outcomes that will improve employability or job opportunities in accordance with the Quality Postsecondary Credential of Value Policy.

    To qualify for Workforce Pell, non-credit programs must meet the following:

    1) Lead to a recognized postsecondary credential that is stackable and portable or prepares students for employment for which there is only one recognized postsecondary credential;

    2) Prepares students to pursue at least one certificate or degree program at one or more institutions;

    3) Ensuring that, upon completion of an eligible workforce program, a student receives academic credit for the program that will be accepted towards meeting such certificate or degree program requirements at a program offered by the institution or another institution, and that credit is acceptable towards credential requirements
