Rules Handbook
Teams
The Home Team is (RED) and The Visiting Team is (BLUE). The (Red) sits on the Left Side of the scoring table and the (Blue) sits on the Right Side.
· The game starts with a jump ball in the center of the court with the two opponents facing the direction of their basket. Home Team faces (RED) @ the tipoff and Visiting Team faces (BLUE)
· Each team must have 4 eligible players in order to play the game. Once a team is down to only 3 players the game will result in a loss for that team. Teams will be awarded a 5-minute grace period in order to prevent a forfeit (ONLY). Meaning you can start the game with only 4 players.
· Each player’s jersey must have a number on it.
Time
· Regulation - The game will consist of 4 – 10-minute Quarters.
· Overtime - The 1st Overtime Period will be 5-minutes and the 2nd Overtime Period will be a 5 on 5 free-throw shootout until a winner is declared (Regular Season Only). Each team’s free-throw shooter must be an eligible player, a shooter can’t be fouled out. In the event of a team only having 4 eligible players, only those 4 players can shoot free throws a total of 1 time per overtime match. The penalty fouls carry over into the overtime period. The Free Throws alternate between teams per shot. Possession Arrow determines who shoots first.
· Halftime - will consist of 5-minutes.
· Timeouts - Each team will be given a total of 9 Timeouts for the game. In the event of overtime, each team will be awarded 2 Extra Timeouts. If a team calls for a timeout and has none left over, it will result in a Technical Foul.
· Each timeout called is 1-Minute.
· Time between each quarter except for Half time is 1-Minute.
· The clock does not stop unless a timeout is called. (See 24 Second Rule)
· The Referees have the power to add more time to the game clock or take time off to correct certain situations.
· A Referee can take a Timeout for injuries, Game Corrections etc.
Scoring
· Each free-throw is worth 1 point.
· Each field goal (midrange shot, layup, post move, etc.) is worth 2 points.
· Each shot made from behind the three-point line is worth 3 points.
(Note: If any part of the player’s foot is on the three-point line when shooting, the shot will be worth 2 points.)
Fouls
· Each player will be given a total of 5 Fouls before the player is considered fouled out.
· If a foul is committed outside of the act of shooting the offended team will be awarded possession of the ball on the sideline, nearest the spot where play was interrupted. If there is a foul called away from the ball and the teams are not in the bonus, the ball will be taken out where the ball was spotted when the foul was called.
· Flagrant Foul – is a hard foul of a violent or savage nature, which displays unacceptable conduct. It may or may not be intentional. This could include actions like hitting, kicking, or pushing another player.
· Any Foul above the neck area will be considered Flagrant.
· Flagrant Foul Penalty - 2 free-throws and Possession of the ball. Depending on the Flagrant Foul the player can be ejected and fined. 2 Flagrant Fouls will result in a player being ejected from the game. Depending on the severity of the foul, 1 Flagrant can result in a player being ejected.
· Technical Foul - is called when a coach or player disrespects the game of basketball, this could be actions like yelling at a referee, flopping, kicking a basketball, using inappropriate language, holding onto the rim after a dunk, yelling while a player is on the free throw line etc. When a player or coach has received 2 Technical Fouls, they will be ejected from the game and required to leave the playing area.
· 1 Technical Foul results in 1 free throw No Loss of Possession.
Substitutions
· A coach is allowed to make substitutions for his or her respected team only after dead ball situations. (Fouls, Violations, Timeouts, Free Throws, etc.).
· Do not substitute players without waiting for the referee to buzz and signal players in. Failing to do so will result in a Technical Foul on your team. No Loss of Possession.
· All players must check in at the scoring table before substituting in the game. Failing to do so will result in a Technical Foul on your team.
Other Referee Calls
· Out of Bounds
· Traveling – (A player taking more than one step while holding the basketball).
· Double Dribble – (A player dribbles the basketball, picks up their dribble, and then dribbles the basketball again. Also, when a player touches the basketball with both hands while dribbling).
· Carry Violation – (Players must keep their hands on top of the ball while dribbling. If a player’s hand goes under the ball while dribbling, it’s a carry violation).
· Goal Tending
· Back Court Violation
· No 24 Second Shot Clock = Violation for holding onto the ball for more than 8 Seconds without passing or dribbling.
· 5 Second Inbound Violation
· 3 Second in the Key
· 10 Second Back Court Violation
· Delay of game Violation – (When a player or team doesn’t return to the game at the proper time, (Example returning back from timeouts, holding the ball too long or kicking/ throwing the ball. This call is at the referee’s discretion.) Technical Foul
Possession Arrow
· The initial direction of the possession arrow is determined by the jump ball that commences the game. The team who does not secure first possession of the basketball will receive the Possession Arrow.
· The Possession Arrow then alternates between the two teams for the remainder of the game. Reset the Possession Arrow after each quarter.
· The Team with the Possession Arrow pointing in their direction at the end of a quarter will start the next quarter with the ball Unless that team lost the Possession Arrow due to an uncertain call. (Example if the Home Team wins the jump ball, the Visiting Team will gain the Possession Arrow for the next quarter. If there is an uncertain call during the same quarter, and the Visiting Team gains the Possession Arrow, the Possession Arrow goes to the Home Team at the start of the next quarter which means the Home Team will take the ball out in the next quarter).
Free Throws
· A player has 7 seconds to shoot a free throw once the ball has been given to him by the Referee. If that player fails to get the shot off before the given time, that player will forfeit the free throw.
· If a player gets fouled in the act of shooting, that player will be given 2 free throws to shoot, unless that player made the shot, then that player will be awarded only 1 free throw. If a player is shooting a 3-Point shot, that player will be awarded 3 free throws, unless that player made the shot, then that player will receive 1 free throw.
· The Bonus – occurs when a team commits 3 Fouls against the opposition in a quarter, The Bonus is 1 & 1, you must make the 1st free throw in order to receive the 2nd free throw. This can occur on any type of foul including Charging and Technical Fouls.
· The Double Bonus – occurs when a team commits 6 Fouls against the opposition in a quarter, at this point the team will be given 2 free throws to shoot automatically.
· All Fouls committed go towards your Team Fouls Defensive Fouls, Offensive Fouls & Technical Fouls as well. Each will result in Free Throws once The Bonus & Double Bonus has been reached.
Lane Violation – Shooter
The player shooting a free-throw is not allowed to jump or step over the free-throw line until the basketball has touched the rim.
Doing so will result in a violation and the basketball awarded to the opposition team on the sideline.
Lane Violation – Non-Shooters
The other 9 players on the court during free-throws must also follow specific rules.
· The 4 players behind the 3-point line are not allowed to cross over the 3-point line until the basketball has touched the rim.
· The five players lined up on the edges of the key can step into the key as soon as the basketball has left the shooters hands.
· If the defensive team breaks any of these rules, the player shooting free-throws receives one extra shot if their current shot is missed. If the free-throw shooter makes the shot on a defensive lane violation, the shot counts, and play continues.
· If one of the offensive players breaks one of these rules, the free throw does not count, and the opposition receives the basketball out of bounds.

REFEREE POSITIONING
Referee Reminders During Game
1. Try to keep good triangles on both sides of the court.
2. Make sure all calls get to the stat table
3. Make sure you determine if the foul was on the Ground or a Shooting Foul
4. Make sure you determine if the team is in The Bonus, Double Bonus
5. Make sure to check Ref Stat Sheets to see where you are on calls between quarters.
6. Make sure to discuss positioning and other game situations during timeouts and breaks.
