  • In accordance with HUD handbook 7610.1 REV 5, Chapter 5-7, Paragraph O Neighborhood Housing Services of New Orleans, Inc., is committed to assuring the privacy of individuals and/or families who have contacted us for assistance. We realize that the concerns you bring to us are highly personal in nature. We assure you that all personal information shared orally and/or in writing will be managed within ethical and legal considerations. Additionally, we want you to understand how we use the personal information we collect about you. Please carefully review this notice as it describes our policy regarding the collection and disclosure of your nonpublic, personal information.

    What is nonpublic, personal information?

    • Information that identifies an individual personally and is not otherwise publicly available information, such as your Social Security Number or demographi c d ata such as your race and ethnicity.
    • Includes personal financial information such as credit history, income, employment history, financial assets, bank account information and financial debts

    What categories of information do we disclose and to whom?

    • We may disclose the following personal information to financial service providers (such as companies providing home mortgages), Federal, State and nonprofit partners for program review, monitoring, auditing, research and/or oversight purposes and/or any other pre - authorized individual and/or organization. The types of info rmation we disclose are as follows:
    • Information you provide on applications/forms or other forms of communication. This information may include your name, addre ss, Social Security Number, employer, occupation, account numbers, assets, expenses and income.
    • Information about your transactions with us, our affiliates or others; such as your account balance, monthly payment, payment history and method of payment.
    • Information we receive from a consumer credit reporting agency; such as your credit bureau reports , your credit and payment history, your credit scores and/or your creditworthiness.
    • We do not sell or rent your personal information to any outside entity.
    • We may share anonymous, aggregated case file information; but this information may not be disclosed in a manner that would personally identify you in anyway. This is done in order to evaluate our program, gather valuable research information and/or design future programs.

    How is your personal information secured?

    We restrict access to your nonpublic personal information to Neighborhood Housing employees who need to know that information in order to perform their housing counseling duties. We maintain physical, electronic and procedural safeguards that comply with federal regulations to guard your nonpublic personal information and we train our staff to safeguard client information and prevent unauthorized access, disclosure or use.

  • Opting Out of Certain Disclosures

  • You may direct Neighborhood Housing Services (NHS) to not disclose your nonpublic personal information to third parties (other than disclosures made to project partners and those permitted by law However, if you choose to opt out, we will not be able to answer any questions from your creditors, which may limit NHS’s ability to provide services such as foreclosure prevention counseling. If you choose to opt-out, please sign below under the “Opt-Out” clause. If you chose to release your information as stipulated in this Privacy Policy, sign under the “Release” clause. You may change your decision any time by contacting our agency.

  • CONFLICT OF INTEREST

  • In accordance with HUD handbook 7610.1 REV 5, Chapter 2-2, Paragraph O, Neighborhood Housing Services of New Orleans, Inc. and all of affiliates and partners are required to disclosure any conflict of interest that may arise. Neighborhood Housing Services of New Orleans (NHS) notifies clients through a full written disclosure of any potential or actual Conflict of Interest between its clients and staff.

    NHS will not refer clients to specific mortgage lenders, brokers, builders or real estate sales agents or brokers in which NHS or of NHS affiliates have any financial interest. NHS will not acquire the client’s property from the trustee in a bankruptcy proceeding or accept a fee or any other consideration for referring a client to mortgage lenders, brokers, builders or real estate sales agents or brokers.

    Neighborhood Housing Services (NHS) or any of our immediate family members may take any action that may result in or create the appearance of administering the housing counseling operation for personal or private gain. NHS or any of their immediate family member will not provide preferential treatment to any organization or person. NHS will not undertake any action that might compromise the NHS’s ability to ensure compliance with above stipulations and to serve the best interests of our clients.

    In case a case where a Conflict of Interest does occur Neighborhood Housing Services (NHS) will notify HUD within 15 calendar days after the conflict occurred and report to HUD on the corrective action taken to cure the immediate conflict and avoid any future conflicts.

    This is designed to ensure that clients have the information they need to make informed decisions. Additionally, a Housing Counselor cannot originate mortgage products or receive bonus compensation for mortgage products the client chooses.

  • DISCLOSURE STATEMENT

  • In accordance with HUD handbook 7610.1 REV 5, Chapter 6 Section B.8, Neighborhood Housing Services of New Orleans, Inc., provides a comprehensive counseling program. Neighborhood Housing types of service includes: Pre-purchase Homeowner Coaching, Credit Counseling, Financial Fitness in which the client taught the importance establishing and maintaining good credit, budgeting and saving to obtain solid financial wealth,. Neighborhood Housing Services also provides the Homebuyers’ Training Course which is an intense course that guides prospective homebuyers from the start of home purchasing up through post purchase services. This course is valid for two years after the course completion date. NHS also offers assistance to resolve or prevent mortgage delinquency or default. NHS also provides post-purchase coaching and home repair services.

    NHS clients are not obligated to receive any other services offered by the organization or its partners in accordance with CFR 214.303 (g. In the event that we are unable to assist the client with their issue Neighborhood Housing Services of New Orleans, Inc., will hereby refer our clients to one of the following: Federal Housing Administration, Desire Community Housing Corporation and/or Southeast Louisiana Legal Services. Neighborhood Housing Services normally refer clients to these agencies to assist with mortgage default prevention.

    Neighborhood Housing Services (NHS) counselors develops with each client a written Action Plan with appropriate next steps for finances and becoming mortgage ready. NHS partners with several other agencies to include: Providence Community Housing Services, United Way and Housing Authority of both Jefferson and New Orleans parishes. Each of these partners require their clients pay the fees for service except Providence Community Housing pays their clients’ fees. Clients are not obligated to use any of the services offered.

    Neighborhood Housing Services (NHS) counselor may answer questions and provide information but do not give legal advice. If legal advice is needed, clients will be referred to an appropriate service agency. NHS provides information and education on numerous hosing services and resources. Clients are not obligated to use any of the services offered.

  • A home inspection gives the buyer more detailed information about the overall condition of the home prior to purchase. In a home inspection, a qualified inspector takes an in-depth, unbiased look at your potential new home to:

    • evaluate the physical condition: structure, construction, and mechanical systems
    • identify items that need to be repaired or replaced
    • estimate the remaining useful life of the major systems, equipment, structure, and finishes

    The United States Environmental Protection Agency and the Surgeon General of the United States have recommended that all houses should be tested for radon. For more information on radon testing, call the National Radon Information Line at 1-800-SOS-Radon or 1-800-767-7236. As with a home inspection, if you decide to test for radon, you may do so before signing your contract, or you may do so after signing the contract as long as your contract states the sale of the home depends on your satisfaction with the results of the radon test.

  • Appraisals are Different from Home Inspections

  • An appraisal is different from a home inspection. Appraisals are for lenders; home inspections are for buyers. An appraisal is required for three reasons:

    • to estimate the market value of a house
    • to make sure that the house meets FHA minimum property

    It is your responsibility to be an informed buyer. Be sure that what you buy is satisfactory in every respect. You have the right to carefully examine your potential new home with a qualified home inspector. You may arrange to do so before signing your contract, or may do so after signing the contract as long as your contract states that the sale of the home depends on the inspection.

  • Ten Important Questions to Ask Your Home Inspector

    1.What does your inspection cover?

    The inspector should ensure that their inspection and inspection report will meet all applicable requirements in your state if applicable and will comply with a well-recognized standard of practice and code of ethics. You should be able to request and see a copy of these items ahead of time and ask any questions you may have. If there are any areas you want to make sure are inspected, be sure to identify them upfront.

    2.How long have you been practicing in the home inspection profession and how many inspections have you completed?

    The inspector should be able to provide his or her history in the profession and perhaps even a few names as referrals. Newer inspectors can be very qualified, and many work with a partner or have access to more experienced inspectors to assist them in the inspection.

    3.Are you specifically experienced in residential inspection?

    Related experience in construction or engineering is helpful, but is no substitute for training and experience in the unique discipline of home inspection. If the inspection is for a commercial property, then this should be asked about as well.

    4. Do you offer to do repairs or improvements based on the inspection?

    Some inspector associations and state regulations allow the inspector to perform repair work on problems uncovered in the inspection. Other associations and regulations strictly forbid this as a conflict of interest.

    5.How long will the inspection take?

    The average on-site inspection time for a single inspector is two to three hours for a typical single-family house; anything significantly less may not be enough time to perform a thorough inspection. Additional inspectors may be brought in for very large properties and buildings.

    Costs vary dramatically, depending on the region, size and age of the house, scope of services and other factors. A typical range might be $300-$500, but consider the value of the home inspection in terms of the investment being made. Cost does not necessarily reflect quality. HUD Does not regulate home inspection fees.

    7. What type of inspection report do you provide and how long will it take to receive the report?

    Ask to see samples and determine whether or not you can understand the inspector's reporting style and if the time parameters fulfill your needs. Most inspectors provide their full report within 24 hours of the inspection.

    8.Will I be able to attend the inspection?

    This is a valuable educational opportunity, and an inspector's refusal to allow this should raise a red flag. Never pass up this opportunity to see your prospective home through the eyes of an expert.

    9. Do you maintain membership in a professional home inspector association?

    There are many state and national associations for home inspectors. Request to see their membership ID, and perform whatever due diligence you deem appropriate.

    10. Do you participate in continuing education programs to keep your expertise up to date?

    One can never know it all, and the inspector's commitment to continuing education is a good measure of his or her professionalism and service to the consumer. This is especially important in cases where the home is much older or includes unique elements requiring additional or updated training.

    All payments can be made online via debit/credit card (see Pay Now on NHS website), in person via debit/credit card, personal or certified check or money order made payable to Neighborhood Housing Services or NHS CASH WILL NOT BE ACCEPTED. All fees are non-refundable and are subject to change. There will be a $25 fee for all returned checks.
