    Government Funding and Additional Services Fees 

    We offer the 15 and 30 hours a week Government Funded Sessions, these are offered within our session times above. Please see our Funding FAQ sheets at  the end of this form for more information on how we administer funding.

    Funding is paid during school term times (38 weeks per year) There are 3 terms per academic year (Sep to Aug): Autumn Term: 1st September – 31st December, Spring Term: 1st January – 31st March, Summer Term: 1st April – 31st August. The maximum allowance of hours for the academic year is 570 (15 hours x 38 weeks per year) for the 15 hour offer and 1140 (30 hours x 38 weeks per year) for the 30 hour offer. We invoice based on the actual number of sessions your child attends in each month. We stretch the funded hours across the 12 months that we are open so the number of funded hours you receive will vary based on how many sessions your child attends in each month.

    Most Children start school in the September after their 4th Birthday so depending on when they turn 3, they will receive 3,4 or 5 terms of funding before starting school. If your child starts with us mid-term, we will calculate your remaining funding individually.

    Government Funding is intended to cover the cost of 15 or 30 hours a week (term time only) of high quality childcare, it is not intended to cover the costs of meals, consumables, additional hours or services, therefore we apply an additional services fee for each funded session as below. Additional services fees cover a 2 course high tea, snacks, trips and extra activities, emergency medication, sun cream and wipes, they are only applied to funded sessions so these fees are not in addition to the above fees and will be pro-rata if the session is partly funded. Parents who are unable or unwilling to pay additional services fees, please ask us about your options. All hours taken above funded hours include everything we provide within our standard fees.

    We apply a voluntary additional services fee per session for the provision of these items. Additional Services fees are only applicable to funded sessions and will be capped according to how many funded hours are taken each month. Our standard policy is to include this charge.

    We are open 8-6, Monday to Friday 51 weeks per year. We close on Bank Holidays and for 1 week at Christmas, we do not charge fees when we are closed. You monthly fee will be based on the actual number of sessions your child attends each month. The number of Government Funded hours delivered each month at £0 will be shown on your invoice with agreed additional services fees and extra hours charged at our standard rate.

     

     

  • Additional services policy

  • This policy outlines our approach to supplying additional services within our childcare setting. It ensures transparency, choice, and shared responsibility between the setting and families.  

    At Rainbow we want to ensure that all children are given access to the highest possible care and education, over and above the expectation of the EYFS basic provision. In order to provide this level of care we add an additional services charge to funded sessions to cover the extra costs involved.

  • Breakdown of our Additional Services

    At Rainbow, this may include but is not limited to: a daily charge of £1.00 for snacks, 20p for our care package, a £1.00 IT package and 80p Activities package (includes cooking, gardening, events, celebration gifts) total of £3 per session.

    Tea will be charged at £2.00 per day for those children who are booked in after 4pm.

    IG Sports sessions will be charged at 50p per week (only applicable to Preschool children attending on Friday mornings)

    Parents who choose to opt-out must contact the office for opt out options these include waiving the charge, reducing the charge to a more affordable amount. Please contact rainbowfrome@aol.com for more details.

    Transfers abroad – this data is held within the EU and is accessible by the approved software provider.

    Data Retention – the personal data supplied on this form will be retained for as long as is necessary to meet our statutory requirements and legitimate interests and it will be disposed of in a manner appropriate to its sensitivity. 

    Your Rights – You have the right to ask Rainbow Nursery for a copy of your data, the right to rectify or erase your personal data, and the right to object to processing. However, these rights are only applicable if the provider has no other legal obligation concerning that data.  You also have the right to complain to the regulator, https://ico.org.uk/

    Consequences: – If you do not supply this information to us, we will not be able to do process your application for the extended entitlement.

     

     

  • Terms and conditions and financial statement.

    If you would like to register your child we ask you to read and agree to the following statements when you complete our registration form:


    I understand that fees are due in full on the first of the month and that if I fail to pay by the 7th of the month the debt procedure will be followed.

    I give Rainbow Nursery permission to share my NI number and other details with the Early Years Entitlements Team at Somerset County Council
    If this permission is not granted Rainbow Nursery will be unable to apply for the EYE funding.

    I give permission for Rainbow Nursery to use my NI number to check my eligibility for Early Years Pupil Premium (EYPP)


    Fees are invoiced monthly in advance, for all children.
    Where possible invoices will be emailed to parents 7 days before the 1st of the month.
    Where email is not possible paper copies will be issued 7 days before the 1st of the month.

    One months written notice is required to cancel your child's booking. Alternatively one months fees will be charged in lieu of notice.

    One months written notice is required to reduce the hours of your child's booking.

    Two weeks fees are required as a registration fee and will be deducted off your 1st invoice. This fee together with this signed form confirms your child's booking.

    The registration fee is non-refundable if your child does not start.

    Refunds are not possible for sickness.

    Children will be refunded up to 2 weeks holiday per year pro rata.

    The nursery will be closed for 1 week at Christmas and for all the Bank Holidays.
    These days will not be charged.

    Children that arrive before their session starts or are collected after their session ends will be charged for the full hour.

    Children must be collected on time, if parents are late collecting their child they will be charged £5 per 30 minutes between the hours of 12-5pm. If your child is booked in until 6pm and parents are late collecting them they will be charged £10 per 15 minutes.


    We do ask that if parents are going to be late they give us as much notice as possible as we may need to ask extra staff to stay to maintain our legal staff ratio requirements.

  • Debt Collection Procedure. 
     
    Fees are due monthly in advance payable on the 1st of each month, Any fees still Outstanding on the 7th of the month will be subject to a £25 late payment surcharge
    Parents who still have fees still outstanding at the end of the month will be contacted and a payment plan arranged, either the total will then be paid off or installments will arranged to suit both parties. Parents will be given one month to pay off the full debt Or to start paying the arranged installments. 
     
    If Payments are not made on the arranged dates by the end of the 2nd month  the child's Place will be suspended with immediate effect until payments have been received Please be assured you will be refused entry until fees are paid.
     
    If payments are still not made by the end of the 3rd month the child's place will be Withdrawn and the debt passed to debt collection services.

  • 2 Year old Funding at Rainbow Day Nursery

     

    Some 2-year-old children are eligible for the Universal 15 hours per week of Government funded Early Education for 38 weeks year (School Terms) from the term (September, January, or April) after their 2nd Birthday, subject to the following criteria:

    Children are automatically eligible for 2-year-old funding if:

    •             They are looked after by a Local Authority

    •             They have left care in England or Wales through an adoption order, special guardianship order or               child arrangements order

    •             They have a current statement of Special Education Needs or an Education Health and Care Plan

    •             They get Disability Living Allowance

     

    Children may be eligible for 2-year-old funding if their parent/ carers receive: 

    •             Working Tax Credit provided annual income (as assessed by HMRC) does not exceed £16,190

    •             Income Support

    •             Income Based Job Seekers Allowance

    •             Income-related Employment and Support Allowance

    •             Support under part VI of the Immigration & Asylum Act 1999

    •             Child Tax Credit provided annual income (as assessed by HMRC) does not exceed £16,190

    •             Guarantee element of State Pension Credit

    •             Universal Credit - provided family has an annual net earned income of no more than £15,400, as assessed by earnings from up to three of your most recent assessment periods)

     

    In addition, Children may be eligible (depending on household income) if parents / carers receive:

    •             Income Support

    •             Income-based Jobseeker’s Allowance

    •             Income-related Employment and Support Allowance

    •             Working Tax Credit run-on - paid for 4 weeks after you stop qualifying for Working Tax Credit

    Non-Benefit related additional eligibility criteria

    Children of families who don’t receive these benefits may also qualify for funding for 2 year olds if the family’s annual household income is no higher than the following: £26,500 for families with one child; £30,600 for families with two or more children. In addition to these thresholds, families must hold no more than £16,000 in capital and savings.

    And the parent or carer meets any of the following criteria:

    •     Zambrano or Chen carer

    •     Families who have no recourse to public funds with a right to remain in the UK on grounds of private and family life  under Article 8 of the European Convention on Human Rights
    •     Families receiving support under Section 17 of the Children Act 1989 who are also subject to a no recourse to public funds restriction
    •     A subset of failed asylum seekers supported under Section 4 of the Immigration and Asylum Act 1999
    •     Holder of a National (Overseas) – BN(O) – passport
    •     Holder of a spousal visa, work visa or student visa

    How do I know if I am eligible? You can apply online via Somerset County Council (SCC) or you may get a letter from SCC. Please speak to us if you would like any more information.  

     

    What else do I need to do? Once we have had confirmation from SCC, at you are eligible, we will give you a Parental Declaration from the Local Authority and a contract from us. We must have these documents returned to us and we must send your declaration to SCC before your child’s first funded session.

     

    What happens if my circumstances change? Once confirmed, your child will remain eligible until they become eligible for 3-year-old funding so nothing will change, even if your circumstances do.

Our deposit of two weeks’ worth of your fees is required to guarantee your child’s place with us unless they are already with us when they become eligible for funding. This deposit is refunded from your first month’s invoice. In line with SCC’s Provider Agreement, if you are accessing Government funded sessions only, this is deposit is not charged.

     

    Can I have my funded hours whenever I want them? All places are subject to our set sessions and our occupancies as we have statutory ratio and space requirements. We have a minimum attendance of 2 sessions per week.

     

    What does my child get in their funded hours? Government funding pays for your child’s early education, it is not intended to pay for the things that as a full day care setting we provide such as: snacks, a 2 course high tea, spare toiletries, consumables, an online learning journey, yoga and / or sports sessions (where applicable), emergency medication, suncream and trips in to the community with higher staff ratios, so we apply a voluntary additional services fee per session to cover the costs of all of these things, we ask that you provide your child’s lunch and if your child is in nappies we ask that you supply these and wipes, we include everything else in our additional services fee, please see our Sessions and Fees document for more information. Parents who are unable or unwilling to pay this, please speak to us to discuss your options.

     

    Can my child attend on a Term Time only basis? Not at Rainbow, we are open 51 weeks per year and stretch funding so that children can attend every week. We make parents aware that this is our policy and other settings operate differently.

     

    Can I split my hours between different providers? The law says you can split your funding between 3 providers a week on 2 sites per day. We have a minimum of 2 sessions per week so we will share funding with another setting. You must tell us if your child will be attending another setting so we can work out how to split funding and add the details onto your Parental Declaration. Failure to do so may result in you being charged our standard fees in the case of an over claim of funded hours.

     

    The law says I do not have to agree to extra hours or additional services to get my funded hours? That’s right, delivery of these hours is legislated for in the Statutory Guidance and we are not allowed to make it conditional that you buy extra hours in order to access your funded hours, it also clarifies that we do not have to offer funded hours. Our decision to offer stretched funding and to include our additional services package as standard is explained above but we make all parents aware that this is our policy and other settings may deliver these hours differently to us.

     

    What if you do not have my preferred hours available? You are welcome to join our waiting list or we will offer the places we have, and you can change to your preferred sessions as soon as they become available.

     

    What if my child is ill or we go on holiday? Occasional, short term absence such as illness or a family holiday is fine. Where extended absences occur for medical reasons, SCC allows us to continue to claim funding and hold open your funded place. We will notify SCC of any absence of more than 3 weeks; we ask that you always notify us if your child will be absent. Your usual fees will still be charged to keep your child’s place open. We offer a payment holiday of 2 weeks per year for your family holiday, we ask for 4 weeks’ notice of your holiday dates for this please.

     

    What about in exceptional circumstances? We always strive to be as flexible and family friendly as we can be, we will always consider exceptional circumstances and temporarily adjust our policies to help where we can, please speak to us for more information.

     

    How long do you retain my information? SCC place up on us the responsibility of checking original copies of documentation to confirm that your child has reached the eligible age for early years funding, we do this by asking to see your child’s Birth Certificate or Passport, we may retain a digital copy of this, which will be stored securely, in accordance with data protection and privacy requirements. In accordance with our Provider agreement with SCC we will store this information with a copy of your Parental Declaration for the year the funding claim relates to and for 6 years afterwards then securely disposed of it. Rainbow Nursery is registered with the Information Commissioners Office.

     

    What if I want to change my childcare provider? You can change provider subject to giving us 4 weeks’ notice, if notice is not given, we will claim 4 weeks funding during or in lieu of notice, if your child starts at a new setting during these 4 weeks you will be responsible for paying for any hours taken at either setting over and above your maximum funding entitlement. If your child joins Rainbows whilst in their 4 week notice period from another setting you will be responsible for their full fee before we can claim funding.

    3 and 4 Year Old Funding at Rainbow Nursery

    All 3-year-old children are eligible for the Universal 15 hours per week of Early Education for 38 weeks per year (School Terms) from the term (September, January or April) after their 3rd Birthday.

     

    Working families funding for babies and children from the term after they are 9 months olds

    Parents must be working and earning between the equivalent of 16 hours per week at National Minimum Wage and £100.000 per year each. If one parent earns over £100,000 you will not be eligible. In two parent families both parents must work, in single parent families, the parent must work.

     

    Families do not have to meet the minimum earnings criteria if both or single parents are employed but one or both parents are temporarily away from the work on parental, maternity or paternity, adoption leave, or SSP or if the parent is employed but their partner either has substantial caring responsibilities or is disabled or incapacitated. This is dependent on one parent being entitled to specific disability or caring benefits. For the 30 hour a week offer, families must have recourse to public funds

    How do I know if I am eligible? You are automatically eligible for the Universal 15 hours the term after your child's 3rd birthday; we apply for these on your behalf and will give you a Parental Declaration from Somerset County Council (SCC) and a contract from us. If you think you will be eligible for the 30 hours offer, you can apply at www.childcarechoices.gov.uk You will need to have, or set up a Government Gateway account before you can apply.

     

    When do I apply for the 30 hour code? You can apply 3-6 months before your child is 9 months old. If you become eligible after your child turns 9 months old, you can apply at any time, we will validate your code and funding will start from the following term.

     

    What else do I need to do? When you apply for the 30 hour offer, you will set up an online account via HMRC, if you are eligible, you will receive an 11-digit code. You will need to give us your code, National Insurance Number and consent to share your information with SCC to validate your code. When we have confirmed your eligibility, we will give you a Parental Declaration from SCC and a contract from us. We must have these returned to us and we must send the declaration to SCC before your child’s first funded session. You must reconfirm your code every 3 months via your HMRC childcare account.

     

    What happens if my circumstances change and I am no longer eligible for the 30 hour offer? If you fall out of eligibility for the 30 hours you will go into a grace period:

    When your grace period ends you will still receive the Universal 15 hours but not the extended 15 hours unless you become eligible and reapply. You will be responsible for paying for any sessions taken over the Universal hours, 4 weeks’ notice is required to change sessions. If you change settings whilst in your grace period you will only be able to use universal hours.

     

    What if I’m a Foster Carer? Foster carers apply for the extended entitlement hours via SCC not online. Confirmation of a foster carer’s eligibility is only via an 11-digit eligibility code starting with ‘400’. Somerset County Council will be responsible for checking ongoing eligibility for foster carers.

     

    What happens if I can’t work? If you can’t work, you will receive 15 hours Universal funding the term after your child turns 3 years old and may still be eligible for 30 hours if your partner is working (if applicable) and you get Incapacity Benefit, Severe Disablement Allowance, Carer’s Allowance or Employment and Support Allowance.

     

    What if I am self- employed? The earnings criteria don’t apply if you’re self-employed and started your business less than 12 months ago. If you have been self employed for more than 12 months and don’t expect to meet the earning criteria in the next 3 months, you can use an average of what you expect to earn in the current tax year.

     

    What if I work irregular hours? If you work through the year but don’t get paid regularly, you can use an average of what you expect to earn in the current tax year as your earnings criteria.
