    Eligibility for grant funding is based on criteria that allows us to help those in or most at risk of fuel poverty, this means you may be declined for funding based on Council Tax band, SIMD ranking, or a range of other indicators. If declined for grant funding you may still have the option to sign up on a self-funding basis to the project.

  • Please note: if you have received EES:ABS grant funding previously you may not be eligible for further funding.

  • If you are unsure of the Council Tax band of the property, you can find out on the Scottish Assessors website.

  • Please note: for properties which are Council Tax band D, you are unlikely to be eligible for grant funding without providing the information requested on the next page.

  • Please note: for properties which are Council Tax band E-H, you are unlikely to be eligible for grant funding.

  • Landlord information

    If you are a private landlord of a property in an EES: ABS project area, the following conditions for grant funding eligibility apply. If you are ineligible for grant funding the contractor can still provide a quote for installing the energy efficiency measure:

    • You can only receive grant funding if you own three or fewer properties in Scotland, including your main residence.
    • Properties which are not occupied must be included in the above numbers.
    • Properties must be owned by a natural person i.e., not as part of a limited company.
    • Individuals with four or more properties are not eligible for EES: ABS funding.
    • When criteria is met, one full ABS grant and further partial grants may be available to private landlords with no more than two properties to rent that are in Council Tax bands A – C.

     

  • Household information

    In order to progress with your registration, we need to request information regarding your household circumstances. These questions will allow us to assess whether householders are eligible for the Scottish Government’s EES: ABS grant and for any additional funding. These questions are not mandatory, however, not providing this information may impact your level of financial contribution for the work, where required.

    All information gathered is treated as strictly confidential. This information will be held by Changeworks and will be shared with the Local Authority and the appointed contractor who apply for this funding on your behalf. Anonymised information may also be shared with Energy Saving Trust (Home Energy Scotland) and the Scottish Government for reporting purposes.

    Householders should contact their own home insurers to advise of the planned installation of PV panels, insulation measures or works to roofs, to ensure that they do not invalidate their household policy cover.

  • Privacy Notice

    Any personal data you provide will be treated carefully and securely. Your personal data will be held by the Energy Saving Trust (Home Energy Scotland) and Changeworks and shared with the following parties who are also involved in the delivery of Energy Efficiency Scotland: Area Based Schemes: the contractor, the Scottish Government and your local authority.

    Your personal data will be used as follows:

    1. Household Information
      • Changeworks, the selected contractor and the Local Authority to identify eligibility and claim funding.

    2. Personal data (name, contact information, address, email address):
      • Energy Saving Trust (Home Energy Scotland) for the purpose of providing information on the funding available and providing follow-up advice after the measure has been installed.
      • Changeworks for project managing the installation scheme, applying for funding, coordinating quality assurance, complaint handling, monitoring and evaluation of your energy usage and reporting purposes.
      • The appointed contractor (and any subcontractors) will use your data for carrying out property surveys, installing energy efficiency measures and any additional assessment of funding.
      • Your local authority for reporting back to the Department for Energy Security and Net Zero and Ofgem to support claims for utility funding via the Energy Company Obligation - Local Authority Flexible Eligibility scheme (where applicable).
      • The Scottish Government for reporting and monitoring purposes.
