  • **All Event Safety Plans must be submitted at least 5 business days prior to the event**

     

    NOTE: If you have previously submitted an Event Safety Plan and would like to increase capacity based on Pitkin County’s current level on the State of Colorado’s COVID-19 Dial Dashboard, you must resubmit an Event Safety Plan to address the additional capacity safety measures to reduce the risk of exposure or transmission to employees and event attendees.

     

    During the COVID-19 response, Pitkin County Public Health is working with businesses and private individuals to develop event safety plans. The goal of the Event Safety Plan is to limit the spread of COVID-19 and keep staff and attendees safer at gatherings, events and venues. 

    This electronic form will help you write your own Event Safety Plan. Please complete this form, providing detailed descriptions where appropriate. When you submit the form, you will also receive a copy of your completed Event Safety Plan. Pitkin County Public Health staff will review your plan and get back to you with any questions or suggested changes. 

    Before starting to complete this form, you may want to visit the Pitkin County Events and Gatherings page to review the guidelines for your event. The guidance will help you consider what steps you will need to take to host safer and successful gatherings and events. 

    Submit your plans early to ensure that Pitkin County Health staff has time to review your plan and help you with any changes needed so that you can safely host your event or gathering and comply with current State and Pitkin County Public Health Orders.

  • General Guidance for Events

  • Events and facility event spaces are required to submit a COVID-19 Event Safety Plan per the Pitkin County Event Pathfinder and shall implement all measures listed below to address capacity, physical distancing, face coverings/masks, cleaning practices and other specific measures to reduce the risk of exposure and transmission to employees and event attendees. Events are a higher risk activity during this time and the cooperation of event planners and facilities in providing a safe environment and using safe practices is essential to allowing gatherings. Events and gatherings are allowed as long as the purpose and production minimizes contact between distinct parties and thus risk. Mass gatherings are one of the greatest risks of spreading COVID-19, but are also the foundation of our economy and strongly support our social and mental well-being. We have developed the following Risk Assessment for all event planners, organizations, and individuals to consider when planning an event, whether it is a public gathering event, a wedding or even a birthday or dinner party.

    Indoor Events

    • Unseated: may be conducted at 50% capacity or up to 500 people. 
    • Seated:  may be conducted at 50% capacity or up to 500 people. 

    Outdoor Events

    • Unseated: may occur at 50% capacity or up to 500 people. 
    • Seated:  may occur at 50% capacity or up to 500 people. 
  • Level Blue: Caution Indoor/Outdoor Event Restrictions 

    Indoor Events

    • Unseated:  may be conducted at 50% of the posted occupancy limit not to exceed 175 people, whichever is less, per room, excluding staff. 
    • Seated:  may be conducted at 50% of the posted occupancy limit not to exceed 175 people, whichever is less, per room, excluding staff. 


    Outdoor Events

    • Unseated:  may operate at 50% of the posted occupancy limit not to exceed 250 people per designated activity or area.
    • Seated: may operate at 50% of the posted occupancy limit not to exceed 250 people per designated activity or area.

    NOTE: Designated activities or areas must be separated by a minimum of 50 feet from each other, maintain separate entrances and exits, and must minimize the use of shared facilities like restrooms.

  • Level Yellow: Concern Indoor/Outdoor Event Restrictions 

    Indoor Events

    • Unseated: may operate at 50% of the posted occupancy limit not to
      exceed 50 people, whichever is less, per room excluding staff within their
      usable space. 
      • Extra large establishments (greater than 7,200 sq. ft.) may expand to no more than 100 patrons indoors per room, excluding staff, within their usable space calculated using the Distancing Space Calculator. 
    • Seated: may operate at 50% of the posted occupancy limit not to
      exceed 100 people, whichever is less, per room, excluding staff within their usable space calculated using 6ft distancing between parties.

     

    Outdoor Events

    • Unseated:  may operate at 50% of the posted occupancy limit not to exceed 175 people, whichever is less, within their usable space calculated using the Distancing Space Calculator, excluding staff, per designated activity or area.
    • Seated: may operate at 50% of the posted occupancy limit not to
      exceed 175 people, whichever is less, within their usable space calculated using 6 ft. distancing between parties, excluding staff, per designated activity or area.

    NOTE: Designated activities or areas must be separated by a minimum of 50 feet from each other, maintain separate entrances and exits, and must minimize the use of shared facilities like restrooms.

  • Level Orange: High Risk Indoor/Outdoor Event Restrictions

    Indoor Events

    • Unseated:  may operate at 25% of the posted occupancy limit not to exceed 50 people, excluding staff, whichever is less, within their usable space calculated using the Distancing Space Calculator, per room. 
    • Seated: may operate at 25% of the posted occupancy limit not to exceed 50 people, excluding staff, whichever is less, within their usable space calculated using 6 ft. distancing between parties.


    Outdoor Events

    • Unseated:  may operate at 25% of the posted occupancy limit not to exceed 75 people excluding staff, whichever is less, within their usable space  calculated using the Distancing Space Calculator, per designated activity or area.
    • Seated: may operate at 25% of the posted occupancy limit not to exceed 75 people excluding staff, whichever is less, within their usable space calculated using 6ft. distancing between parties, per designated activity or area.

    NOTE: Designated activities or areas must be separated by a minimum of 50 feet from each other, maintain separate entrances and exits, and must minimize the use of shared facilities like restrooms.

  • Level Red: Severe Risk Indoor/Outdoor Event Restrictions 

     

    Indoor Events are not permitted at this time. 

    Outdoor Events

    • Unseated:  may operate at 25% of the posted occupancy limit not to exceed 75 people excluding staff, whichever is less, attended only with members of your own household and within their usable space calculated using the Distancing Space Calculator, per designated activity or area. 
    • Seated:  may operate at 25% of the posted occupancy limit not to exceed 75 people excluding staff, whichever is less, within thier usable space calculated using 6ft. distancing between parties, per designated activity or area.

    NOTE: Designated activities or areas must be separated by a minimum of 50 feet from each other, maintain separate entrances and exits, and must minimize the use of shared facilities like restrooms.

  • Level Purple: Extreme Risk Indoor/Outdoor Event Restrictions 

     

    Indoor/Outdoor Events are not permitted at this time.

  • CDPHE Guidance for Temporary Outdoor Structures for Restaurants and Events

  • For seated Indoor and Outdoor Events, where the attendees have minimal
    movement, such as purchasing concessions or using the restroom facilities,
    the calculation of the available space must be based on 6 feet distancing between non-household contacts.

    Limit seated party size to 10 people or less.

  • If an Indoor or Outdoor Event has several different facets, some of which
    are seated with minimal movement, others of which include, but are not limited to, movement such as walking around fairgrounds or through exhibits in a museum, only the space for the seated events with minimal movement may be calculated using 6 feet distancing without the use of the CDPHE Social Distancing Space Calculator.

    Limit seated party size to 10 people or less.

  • In Safer at Home Level Yellow, unseated indoor events may operate at 50% of the posted occupancy limit not to exceed 50 people, whichever is less, per room excluding staff within their usable space. 

  • For unseated Indoor or Outdoor Events, you must use the CDPHE Social Distancing Space Calculator (included below) to determine maximum capacity of the event space.

  • Attendees and hosts all play important roles in allowing live events and gatherings to occur safely. Because COVID-19 is a highly contagious disease, everyone – attendees, hosts, and workers – must do their part to prevent the spread of coronavirus. How will you help your attendees understand their role in being safer and avoiding the spread of coronavirus?

    Your attendees' experience at your gathering, event or venue should be consistent with the health and safety information you provide as part of communication with them. Beginning with their first invitation, ticketing, or social media engagement, hosts can help attendees be ready to keep themselves and other attendees safe.







  • Measures to Keep People at Least 6 Feet Apart

    Operational decisions will require a thoughtful balance of competing interests. On one hand, you want a capacity crowd. On the other, you must allow for 6-feet of physical distance between workers and attendees and healthy conditions in all areas of your venue.

    Agreements/contracts should be mutually supportive rather than imposing a disproportionate burden on one side or the other – the tour wants to know the venue is clean and the venue wants to know the tour will not bring unreasonable risk onto their premises. Both parties have a vested and mutual interest in agreeing to the kinds of measures that will prevent the spread of coronavirus.
