Dale Elsen dedicated his life to serving others in law enforcement for nearly 43 years. Throughout his life he was a hardworking doer, believing you should treat others as you would like to be treated. He gave the gift of his time to many. He had the ability to remember names of the people he met, taking time to visit when coming in contact with people he knew, as well as new acquaintances. He loved joking, crediting a sense of humor as the biggest stress reliever. Dale was always able to relate to others and loved helping people turn their lives around and was always able to make people feel safe in any situation.

This $500 scholarship is open to senior students from Marshall, Brown, Day and Roberts Counties, perusing a 2-4 yr degree in Criminal Justice or Social Services at a South Dakota College/University. It will be granted without regard to race, religion, gender or sexual orientation. Funds will be dispersed to the students place of education at the end of the first semester, after providing a students GPA is 2.0 or Higher. 2024 applications are due April 30th.

In order of preference, list the major(s) you are considering (Very important for scholarship eligibility).

List name of club, etc. and years of participation. If you volunteered, list the name of organization and the number of hours, weeks and years that you volunteered. If you worked, list the company, hours per week and length of time. Attach an additional sheet or resume if necessary.
