The Shipbuilding and Ship Repair (SBSR) Capability and Capacity Assessment aims to determine the performance of the SBSR sector of the Philippines by evaluating the competence of shipyards located in the country. Shipyard assets such as facility, machinery, equipment, and workforce are used to assess their overall capacity. Similarly, their capability is ascertained by the number and sizes of ships that they are able to produce on average. Shipyards’ research and development initiatives and services other than shipbuilding also play a role in establishing their capability SBSR entities
Republic Act No. 9295 otherwise known as the 'Domestic Shipping Development Act of 2004' mandates the MARINA to conduct an annual capacity and capability assessment of all registered SBSR entities to build new vessels below 500 GT. Under RA 9295, an evaluation is required to determine if MARINA-registered shipyards are capable of producing a ship below 500 GT in quantities sufficient to meet the domestic demand. The assessment also falls under the objective of reassessing the capability status of shipyards and to appraise quality in order to identify room for improvement in their system so as to coincide with the MARINA’s advancement goals.
