Review of the Electrical Safety Act survey

1
The definition of what constitutes electrical work (S.18 of the Act) needs to provide better clarity. For example, what does it mean for laying conduit in pits; for installing cable trays; and for performing testing. What are your views on this?

In regards to the definition of electrical work (S.18 of the Act), there needs to be better clarity on what is meant by the supervision of non-licensed workers (such as TA’s) and how much supervision is required. What are your views on this?

5
One of the measures being considered by the reviewer to reduce arc flashes is to introduce a provision in the Act or Regulations that it is mandatory to de-energise the installation when workers are working near exposed live parts. Western Australia has already introduced a similar provision to its legislation. Do you agree with this?

Some members have already raised with NECA that contractor licenses are too short at every year and worker licenses are too long every 5 years. In your opinion, how often should licenses be renewed?

An issue that is being considered by the reviewer is to mandate the recording and record-keeping of
all
test results for all electrical work for a period of 5 years? Sections 218 and 230 of the Regulations already require that an electrical installation must not be connected to a source of electricity unless a test has been performed (S.218) and the record of this must be kept for 5 years (S.230). What are your views on extending record-keeping for all testing?

The ES Regulation currently requires electricians to complete a specific electrical work risk assessment in addition to a safe work method statement (SWMS) before conducting any work such as testing, fault finding, isolating /test for dead, inspection, thermography. Do you consider this duplication or too onerous?
