    Use Agreement Contract (Effective October 8, 2022)

    By and between Camp Taloali and   *   User Group  

  • 1) Renters may enter the Facility at  * on *  and must vacate by *on  *.

  • 2) A Minimum deposit of 30% of the total rental (non-refundable), must accompany this signed contract when reurning it to the camp. If using the kitchen, a refundable cleaning deposit of $75 is also required upon submission of the signed contract.

  • Total Number of individuals using the camp for this event: Day * Overnight *.

  • Customized rental arrangements are negotiable with the camp administration.

  • Facilities and rates: (all buildings are heated except for the picnic shelter and the off-grid cabins. Several buildings are also air-conditioned or have swamp coolers). 

    Day use only: Rates include use of the grounds for activities and Restrooms. Does not include use of the Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Over Night Camping. 12 hour period or increment thereof: $5.00 per person.

    Whole Camp (Exclusive Use of all facilities and buildings and amenities). Excludes the use of the disc golf course.  $2,500 per day.

    Bunkhouses (off grid - no electricity) (Coos, Coquille, Siletz) There is 1 bunkhouse that sleeps no more than 5 people. There are 2 bunkhouses that sleep no more than 4 people each bunkhouse. Beds are metal bunks with mattresses. Solar power for lights and battery operated fans. No heat. Bedding provided for an additional cost. Each bunkhouse has a picnic table. Includes use of the grounds for activities and Restrooms. Does not include use of the Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping.  4 person bunkhouse per night-$60; 5 person bunkhouse per night-$90

    Cabins (Apache, Blackfoot, Cherokee, Chinook, Santiam, Mohawk, Navajo, Shawnee, Sioux and Kalapuya): There are 10 cabins that sleep no more than 8 persons each cabin. These 8-person cabins have electricity, heat, fans and refrigerators. Beds are metal bunks with mattresses. Bedding provided for an additional cost. Each cabin has a picnic table. Includes use of the grounds for activities and Restrooms. Does not include use of the Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping. 8 person cabin per night-$120 

    Canteen: This is an air conditioned building designed for use as a camp store. It has a refrigerator, cabinets for storing food and merchandise, and electrical outlets. Camp Taloali personnel stock and staff the canteen during events as requested. Not available for rental.

    Learning Center: A general use heated and air-conditioned building that can be used for meetings, activities, and as an alternate office/command center.  Has tables and chairs, cabinets, refrigerators, hot water and electrical outlets. WIFI is available for guests. It also has a large screen TV. Includes use of the grounds for activities and Restrooms. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping (Maximum Capacity 50). $40 per hour per day with a four hour minimum, maximum of $480 for all day use

    Office Complex: Has one office for rental use, a restroom, a kitchenette, and two open areas for meetings. Building is heated and air conditioned. WIFI is available for guests. A large screen TV is available. Includes use of the Grounds for activities and Restrooms. No entrance to the camp administrative offices and storage rooms is allowed. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping. Daily rate- $150

    Overnight Camping (Dry Camping). Sites are primitive group camping style; not marked nor separated. Tent sites are to be at least 20’ X 30’. RV sites are to be at least 30’ X 50’. No electricity or water are provided to sites (dry camping). No campfires, wood burning, or charcoal grills permitted. Off ground gas grills/stoves permitted pending fire permits. Indicate what area you would like to camp at as there are a variety of environments. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool or Trandum Center. Rates includes use of the grounds for activities and Restrooms. Tent/dry camping sites Pper unit per night, $30 per site/unit with a limit of 4 persons per site.   A unit is: tent, trailer, camper, 5th wheel, or motor home. Maximum of 4 persons per site.

    Overnight Camping (Partial hookups - electrical only).  Sites are primitive group camping style adjacent to power sources; not marked nor separated.  No campfires, wood burning, or charcoal grills permitted. Off ground gas grills/stoves permitted pending fire permits. Indicate what area you would like to camp at as there are a variety of environments. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool or Trandum Center. Rates includes use of the grounds for activities and Restrooms. Tent/dry camping sites per electrical hookup per night, $50 per site/unit with a limit of 4 persons per site. 

    Overnight Camping (Full hookups for RVs - limit of 4 RV sites). Sites are primitive group camping style; not marked nor separated.  Off grid RV sites are at least 30’ X 50’.  No campfires, wood burning, or charcoal grills permitted. Off ground gas grills/stoves permitted pending fire permits.  Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool or Trandum Center. Rates includes use of the grounds for activities and Restrooms. There are 4 RV sites with full hook-ups (electricity, water, and sewer). These sites are 25’ x 26’. $75 per night each unit with a limit of 4 persons per site. A unit is: tent, trailer, camper, 5th wheel, motor home. Maximum of 4 persons per site.

    Pavilion and Kitchen: Large open dining room (with overhead doors that open on both sides, giving you an outdoor al fresco option). The dining hall has seating for 100. Seating can be extended outside with picnic tables. Additional seating may be brought in. Includes a heater, large gas fireplace, and the use of swamp coolers for cooling. The large kitchen is a fully updated commercial kitchen with stainless steel cabinets, a commercial grade range with 6 burners, large griddle and double ovens, a double convection oven, food warmers, undercounter cooler, walk-in cooler, walk-in freezer, cooking supplies, dishes and utensils for 200, commercial mixer, double dishwasher, and ice making machine. WIFI is available for guests and there is also a large screen TV and large projection screen. An indoor stage is available upon request. Includes use of the grounds for activities and Restrooms. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Picnic Shelter, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping. Pavilion (dining hall) only: $50 per hour (4 hour minimum) - full day maximum - $600. Kitchen- $80 per hour (4 hour minimum) full day maximum- $960.  

    Picnic Shelter: This building is an open shelter with refrigerators, a Traeger Barbeque (you supply your own pellets), propane and electric BBQs available upon request, 13 picnic tables, sink and electrical outlets. Includes the use of the grounds for activities and Restrooms. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Recreation Center, Swimming Pool, Trandum Center or Overnight Camping. $25 per hour, 4 hour minimum, maximum of $300 per day.

    Recreation Center: This building is equipped as the social activity center of camp. Equipped with a pool table, ping pong table, foosball machine, soda machine, refrigerator, soda machine, and a small diner style socialization area. Includes the use of the grounds for activities and Restrooms. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Swimming Pool, Trandum Center or Overnight Camping. $25 per hour, 4 hour minimum, maximum of $300 per day.

    Snack Shack: This is a food cart used for selling coffee, drinks, snow cones, popcorn, grilled burgers and hotdogs, and other snacks. It is stocked and staffed by Camp Taloali personnel upon request (not available for rental).

    Trandum Center (Klamath, Modoc, and Umpqua). This deluxe facility is a favorite for brides, VIP guests, and guests with mobility challenges.  It is heated and air conditioned. It can sleep 13; has two full bathrooms and hot showers and a multi-purpose room (Modoc) between the sleeping quarters (Klamath and Umpqua). Each unit has a refrigerator and a small kitchenette is located in Modoc. Each unit has a picnic table. During camp programs, this complex is often used by medical personnel as a first aid station. Includes use of the grounds for activities and Restrooms. Does not include use of the Bunkhouses, Cabins, Disc Golf Course, Learning Center, Office Complex, Pavilion, Picnic Shelter, Recreation Center, Swimming Pool or Overnight Camping. $180 per sleeping quarters per day.

    Recreational Facilities: Additional charges apply for use of buildings and/or entire camp.
    Archery Range: Rate is for use of the regulation size Archery Range and Camp Taloali archery equipment (bows, targets, arrows, gear). (You must have a certified archery specialist in the area when in use. If you do not have a certified archery specialist, ask the Camp Administrator to give you information on where to find one). Staffed by Camp Taloali personnel or contracted specialists only. Staff rate is separate from rental rate. $25 per hour with a two hour minimum. 


    Challenge Course: Rate is for use of the Challenge Course, low and high ropes courses and rock climbing wall. Staffed by Camp Taloali personnel or contracted specialists only. Staff rate is separate from rental rate. $125 per hour with a four hour minimum. 


    Disc Golf Course: Intermediate to advanced 18-hole technical wooded course with some open distance holes. with several alternate t-pads. 9 portable baskets are also available upon request with one week's notice. Rate is for use of the Disc Golf Course $5 per person per day. Exclusive use per day $500 (minimum 100 players).

    Fishing (from River Bank only) Rate is for access to the North Santiam River Bank for fishing only with advance permission. No river entry access permitted. Fishing permits  required. Flotation devices required of all individuals fishing. $5 per-person per day.


    Horse Corral and Shelter: Rate is for use of the Horse Corral (70’ X 144’) and Open Shelter (30’ X 30’) for horses and other riding or pack animals (alpacas, camels, donkeys, llamas, mules, etc.). No stalls. Water and electricity are supplied to the corral/shelter. Owners are responsible for providing for and feeding animals. Animal waste is to be disposed of in the manure bin by owners. Maximum capacity of the horse shelter and corral is 8 horses (or equivalent). $10 per animal per day.

    River Pull-Out. Rate is for access to the river pull out from the North Santiam only with advance permission for boat/pontoons/kayaks/tubes.  No river entry access permitted. Flotation devices required of all individuals using watercraft of any kind. $5. per-person per day.

    Swimming Pool: Large, 30’X60”, covered, unheated swimming pool. Depths of 3-5 feet deep. Open summer season only. Rate is for use of the Swimming Pool and Restroom facilities only. (You must have a certified life guard on duty in the pool area when in use. If you do not have a certified life guard, ask the Camp Administrator
    to give you information on where to find one). $50 per hour for up to 30 swimmers. $70 per hour for a maximum of 60 swimmers. (User provides lifeguard/s with credentials). Two hour minimum.

    Tent: Large 40'x 30' event tent. Set up and take down included in these charges. Two weeks advance notice required. $250 per day.


    Other Recreational Facilities on the Grounds: (no additional charge) Basketball court, volleyball court, playground, gaga ball pit, horseshoe court, large field for field games, tournaments and festivals, a nature trail, and a fitness trail.

    ADDITIONAL TERMS AND CONDITIONS TO USE AGREEMENT CONTRACT

    Rules for acceptance and participation in programs at “Camp Taloali” are the same for everyone without regard to age, race, color, religion, sex, gender identification, disability, or national origin.


    1. Description of premises- Camp Taloali agrees to permit User Group to use the property identified in the agreement as “Facility” according to the following terms and conditions. The Agreement includes the use of all improvements to the Facility, except those, which Camp Taloali expressly excludes by so notifying the User Group representative upon her/his arrival at the Facility.


    2. Food Service- If User Group prepares its own food, it assumes all responsibility for any foods prepared and for all activities incident to their preparation, and shall hold harmless and indemnify Camp Taloali and the owner of the facility from any and all liability therein. At least one person who is working in the kitchen must have an Oregon ServSafe license and must always be present to supervise all other persons working in the kitchen OR all persons working in the kitchen must have current Oregon Food Handler’s licenses. All Oregon Health Department rules for food preparations must be followed.


    3. Use of premises:
    a) During the term of this agreement, User Group shall use the Facility for conducting a program of its own design and shall comply with all applicable laws, codes, and regulations and camp rules. User Group shall notify Camp Taloali of the nature of its program and shall promptly supply Camp Taloali with information concerning the
    program (some activities may require certified instructors) upon request by Camp Taloali.
    b) Camp Taloali prohibits hunting, fireworks, firearms, firearms ammunition, swords, knives (machete shape and/or length explosives at this Facility. The use of gasoline, flammables, poisonous substances, and hand or power tools are restricted. Prior authorization for the use of tools must be obtained from the Property Manager.
    c) Maximum capacity of the entire Facility is 180 people. If the User Group is staying overnight, and has plans for more than that number attending, they must provide one portable toilet and hand washing facility for each fifteen people in excess of 180. For day users only, they must provide one portable toilet and hand washing facility, or hand sanitizers, or sanitizing wipes for each additional 50 people or fraction thereof. Portable showers must be brought in for groups of more than 240, with a ratio of 1:20 people.
    d) Mass Gathering Events: Events with more than 750 people on each of 3 days (small mass gathering), or more than 3001 on any one day (large mass gathering) must obtain a Marion County Mass Gathering permit and comply with those rules. Copies of approved permits and other required documents must be submitted to the
    Camp Taloali Administration Office 45 days prior to the event.
    e) A $75.00 cleaning deposit (refundable) is required if using the Pavilion’s kitchen. If upon inspection at the User Group departure, the kitchen is not found in an acceptably clean condition, the deposit will not be refunded.
    f) User Group may at no time sub-let the Facility to another group.
    g) The adjacent Santiam River is considered dangerous, and is not part of the Facility. The water in the Santiam River is always cold as it is released from the bottom of Detroit Lake up the Santiam Canyon. There are dams just downriver too. The User Group shall monitor and supervise participants to prevent them from entering the Santiam River from Camp Taloali property. Camp Taloali will terminate this contract as it is in direct violation of Camp Taloali insurance policy.
    h) Swimming pool – No one shall enter the swimming pool area without a qualified life guard supervising the area. The User Group shall provide a qualified lifeguard at its expense to supervise group participants using the swimming pool area. Camp Taloali in its sole discretion determines qualifications of the lifeguard per aquatics rules. For every 40 individuals in the pool there must be one (1) life guard with two (2) spotters. The total number of individuals in the pool area (on the deck or in the water) cannot exceed fifty (50) in number.
    i) Specialized activities – If the User Group utilizes specialized activities requiring supervision by persons with the training and experience to make judgments concerning equipment, procedures and safety considerations; then Camp Taloali will either provide appropriately trained staff (for an added fee) or will determine qualifications for supervision by User Group.


    4. Utilities- Camp Taloali shall provide water, electricity, and garbage disposal without charge to the User Group. User Group agrees to take all garbage to the garbage area. It must be bagged and fit in the waste container provided. Recycling is limited to cardboard only. Contamination of the cardboard recycling bin/s will result in
    fines passed on from the garbage and recycling service provider. User Group agrees to pick up all debris, litter and residue and dispose of it properly.


    5. Maintenance- Camp Taloali shall maintain the Facility in good condition and repair and shall provide janitorial materials to the premises and buildings. Camp Taloali shall provide beds, mattresses, kitchen utensils, dishes, tables and chairs and other equipment necessary for the operation of the Facility. User Group agrees to assist in keeping the Facility clean and shall leave the Facility free of defacement.


    6. Off Limit Areas: The following areas are off limits: Maintenance shop and service area (includes paint shed, fuel pad, property manager's office, shop, pole barn and surroundings used for maintenance storage and work); storage rooms, containers and sheds, swimming pool pump room, well pump house, and Camp Taloali administrative offices.


    7. Communication Systems – Camp Taloali provides guest access to WIFI communication and videophones. User Group agrees to not tamper with any modems, routers, WIFI transmitters, bridges, passwords, video cameras, TVs, video compressors or other communication devices onsite that belong to Camp Taloali. User Groups also agree not to access pornography, attempt to pirate websites, or use the Camp Taloali internet to threaten or bully others.


    8. Locks and other hardware: User Group agrees not to change or alter any locks, doorknobs, hardware. All keys must be returned to the camp upon departure or key replacement fees will be assessed.


    9. Camp equipment, appliances, furniture. User group agrees not to move camp equipment, appliances, furniture, picnic tables, BBQs, portable air conditioners or swamp coolers, or other camp property without prior permission of the Camp Taloali administration.


    10. Surveillance System: Camp Taloali has surveillance cameras set up at various locations on camp property for safety reasons. User Group agrees not to alter or tamper with surveillance systems at Camp Taloali.


    11. Health and Safety:
    a) Camp Taloali does not provide medical supervision, treatment, maintenance, or dispensing of medication. These are the responsibilities of the User Group and the User Group shall be responsible for the expenses for such services.
    b) User Group agrees to furnish a qualified adult to provide basic health supervision; a qualified adult is at least 21 years of age and possesses at least a certificate of training in the principles of first aid, CPR and AED. User Group must bring its own first aid supplies and equipment. The User Group’s contact person should bring a current list of participants that includes names, address, emergency contact information and known allergies/health conditions. This is a safety net for User Groups in case of illness. User Groups keep their own list. For any person under 18 not accompanied by parent or guardian, a signed form with a health history that grants
    permission to seek emergency treatment should accompany the User Group.
    c) Emergency transportation is available through local response groups by dialing 911. Payment for the emergency transportation is the responsibility of the User Group. User Group agrees to furnish non-emergency transportation.
    d) Any accident or illness that needs overnight hospitalization and/or surgery during your stay at camp needs to be reported to Camp Taloali at 503-400-6547 on our accident/incident form within 24 hours of the occurrence. These are reported to the Health Division.
    e) User Group will prohibit smoking except in designated places and shall warn all persons of the hazards of indiscriminate smoking. All buildings are designated non-smoking areas.
    f) Open Fires – They may only be built in the campfire area. It is understood that both Camp Taloali and the User Group must comply with all lawful orders of appropriate fire control officials. Burn permits are required when the local fire departments require them. Camp Taloali is the only authorized entity to obtain burn permits. Burn bans will be posted and strictly enforced.

    g) Alcohol/drugs – Camp Taloali policy prohibits the possession, use, or distribution of illicit drugs, controlled substances, marijuana, marijuana products, electronic cigarettes, or alcohol at any Camp Taloali event involving youth. Usage will terminate this contract. Consumption of alcohol is not allowed at any children aimed events.
    Adult events may have alcohol, but it is the responsibility of the User Group to keep behavior under control and post liquor licenses as required by regulations. Consumption of alcohol should not be allowed for any participant or user under the age of 21. All evidence of alcohol needs to be removed from site by User Group which includes empty alcohol containers (do not put them in the garbage or recycling bins).
    h) Use of vehicles at the Facility is restricted to roads and parking areas as designated by the Camp. TEN MILES PER HOUR IS THE MAXIMUM SPEED ALLOWED AT CAMP TALOALI. NO ATVS ARE ALLOWED AT THE CAMP.
    i) All Emergencies – In the case of any emergency either fire, nuclear, tornados, windstorms, flood, go to the Pavilion for instructions.
    j) Group Orientation – Once at Camp Taloali, the User Group leader is to communicate to their group the information in the Orientation Brochure regarding safety regulations and emergency procedures
    k) Insurance - User Groups whose focus is for a children’s event must have insurance coverage for the event. Camp Taloali shall be named as a co-insured on your insurance policy. User Groups need to understand that Camp Taloali does not provide insurance coverage for your event.
    l) NO DOGS are allowed in camp when a children’s program is in session. All other groups using the camp and that have dogs must keep them on a leash at all times and cleanup after their dogs. Exception to this policy is Certified Service Dogs (correct documentation required) that are leashed and under the direct control of their partner. Any dog that is out of control or poses a direct threat to the health and safety of others, regardless of certification, will be excluded from camp. The Camp Administrator, Property Manager and Board members are the authorized persons to enforce this policy.
    m) Quiet hours are from 10 pm to 6 am daily.


    12. Use Fees and Costs
    a) Guaranteed Minimum Fee-The Guaranteed Minimum Fee is based on the number of persons guaranteed by the User Group. It will be charged to the User Group even if fewer persons use the facility than the User Group guaranteed, or if the User Group terminates this agreement without using the Facility, according to the terms also stated in part 10b of this agreement; the current Guaranteed Minimum Fee is 30% of the use fees and cost.
    b) Additional Use Fees- If more persons use the Facility than the User Group guaranteed, User Group shall pay to Camp Taloali an additional fee. This fee will represent the use of the Facility by the additional persons, and will be calculated by totaling the individual charges for each person during the User Group’s use.
    c) Breakage and Damage – User Group agrees to pay Camp Taloali the amount reasonably necessary to repair or replace property or equipment damaged, missing or destroyed during User Group’s use.
    d) Payment Terms – User Group agrees to deliver payment in full to a representative of Camp Taloali prior to the User Group’s departure from the Facility. Exceptions must be approved by Camp Taloali prior to arrival. User Group agrees to pay interest on any unpaid approved credit balance at the rate of 1% per month (annual percentage rate of 12%). Unpaid balances may be forwarded to a collection agency and User Group agrees to pay all collection fees in addition to unpaid balances owed to Camp Taloali. Groups with unpaid balances will not be permitted to use the Facilities until balances are paid in full, and future rentals must be paid in full before the next event.


    13. Liability for injury to Person or Property
    a) User Group agrees to supervise and to assume full control and responsibility for any persons, entities or things other than Camp Taloali personnel or property who/which are, for any reason, on the Facility by reason of the User Group’s program or use of the Facility.
    b) User Group agrees to defend, indemnify and hold harmless Camp Taloali and its past, present and future directors, officers, employees, agents and independent contractors and its and their successors, assigns and heirs from and against and/or claims made by any third party arising out of any way connected with User
    Group’s actions and/or failure(s) to act in respect of its use of the Facility.
    c) For the purpose of this section, “Any Person” includes, but is not limited to, User Group’s agents and employees, participants in User Group’s program, and User Group’s visitors.


    14. Miscellaneous
    a) User Group warrants that the person signing the agreement has the authority to execute the Agreement on its behalf.
    b) This Agreement may be altered or amended only by written agreement of both parties.
    c) Camp Taloali reserves the right to require that the User Group remove from the Facility any persons in, or in any way connected with, User Group’s group who, in the sole opinion of Camp Taloali are creating a disturbance or who otherwise disrupt activities on said Facility. User Group agrees to permit only authorized persons to enter the Facility and shall take all necessary steps to remove unauthorized person from said Facility.
    d) User Group agrees that the total number of participants on the premise will not exceed the Facility or Building Maximum capacity at any one time.


    15. Termination:
    a) Camp Taloali may terminate this agreement without any liability upon ten (10) days prior written notice to User Group either, 1) without cause, or 2) upon determination by Camp Taloali in its sole and exclusive judgment that the requirements of the State Fire Marshall, the Oregon Health Authority Public Health Division or any statute, rule or regulation of any federal, state, or local body, imposes undue requirements or hardship on Camp Taloali.
    b) In the event of cancellation by User Group, User Group will be released from payment of the Guaranteed Minimum Fee provided Camp Taloali receives written notice of the termination no later than 90 days prior to the event, or Camp Taloali re-licenses the same facility for the same period of time at the same fee. Camp Taloali
    agrees to use its best effort to re-license the Facility in this event.
