COVID-19 & Liability Waiver for PMOCC

I agree to the following:

I confirm that I have read and understood the rules and regulations outlined here, and I willingly accept these rules as a participating member of PMOCL. I understand that failure to comply with these policies may result in penalties or disqualification from the league.

I affirm that I, as well as all household members, do not currently have, nor have experienced the symptoms of COVID-19, including, but not limited to, cough, shortness of breath or difficulty breathing, fever, chills, repeated shaking with chills, muscle pain, headache, sore throat, or new loss of taste or smell WITHIN THE LAST 14 DAYS.

I affirm that I, as well as all household members, do not have any pending COVID-19 test results.

I affirm that I, as well as all household members, have not been diagnosed with COVID-19 WITHIN THE PAST 30 DAYS.

I affirm that I, as well as all household members, have not knowingly been exposed to anyone diagnosed with COVID-19 WITHIN THE PAST 30 DAYS.

I affirm that I, as well as all household members, have not traveled outside of the country, or to any city considered to be a "hot spot" for COVID-19 infections WITHIN THE PAST 14 DAYS.

 

PMOCC Special Playing Rules During COVID-19

The following “Special Playing Rules During COVID-19” are applicable to all PMOCC owned PMOCL (league) participants at all times and shall remain in effect until the COVID-19 Pandemic is declared over by the State of Oregon. These rules are applicable at all PMOCC venues (all playing and practice fields), regardless of Counties or risk status (as declared by the State of Oregon):

All parties (players, umpires) involved must cooperate and help enforce these rules for the well being of all involved.

The PMOCC Management reserves the right to suspend or cancel the playing season at any time, if and when it is determined by them that such measures are required by State or Federal Law, or when conditions become too unsafe to continue the season.

A “PMOCC COVID-19 Waiver and Release Agreement” must be signed by each player before they are allowed to participate in any PMOCC related activities (includes team practices and match play).

This document will be sent out to all captains, and it is their responsibility to ensure that each player has read and understood this document BEFORE he/she signs their individual “PMOCC COVID-19 Waiver and Release Agreement” and before the deadline set by the PMOCC.

Violations of these rules may result in an individual player’s or an entire team’s suspension or expulsion from the PMOCC, without refund of their league dues.  A team captain will be always held responsible for any such violations committed by team mates, he/she may also be penalized by the PMOCC for violations committed by their players, if such penalties are deemed warranted by the PMOCC management. 

Violations of any of these rules may be reported to the PMOCC management in writing by any PMOCC player, though it is the preferred method that violations are reported through the team’s Captain or PMOCC Board Member whenever possible.

General Rules

• State mask guidance must be followed at all times. Click here for the current State Mask Guidelines.
• Any guidance applied by the State of Oregon Health Department for the County where the match is being played will be applied even if they are not mentioned in this document. A summary of the sector risk level guidance can be found here

  Travel: Based on the CDC after travel information, anyone coming back from international travel needs to get a test 3-5 days after travel and self quarantine for a minimum 14 days regardless of the test results.
• Every game will appoint a covid monitor from the home team - this role can be played by the neutral umpire.  Monitor's contact number must be shared with thprd 1 day before the game.
• If you feel sick or have symptoms of COVID-19, stay home. 
• If any player tests positive for COVID-19 at any time, they must inform their team Captain immediately and may not participate in any further PMOCC activities. Captains must then immediately inform the PMOCC management.
  All players are responsible for taking their own temperatures at home the day before any PMOCC activity and on the morning of the activity.  If your temperature is above 100.4F, you may not participate in any PMOCC activities or enter the grounds.  You must also report any symptoms of COVID-19 or if your temperature is over 100.4F, to your Captain immediately.
• Before any PMOCC match begins, each team Captain must take the temperature of each of their players to make sure no player is over 100.4F.  Each team must possess a contactless thermometer for this purpose.
• Before any match begins, captains are responsible for recording the names of every player present at the match and must provide the list to the Main Umpire.  All players must have signed their “PMOCC COVID-19 Waiver and Release Agreement” as described above.  This is required by State Law for possible Contact Tracing. 
• Spectators, visitors, friends, or family members are allowed in the ground with COVID Guidelines (Mask Mandatory).
• Face masks should be worn at all times whenever possible, with specific exceptions mentioned further below, and/or as allowed by State or Federal Law.
• All players must maintain at least 6ft distance from other individuals whenever possible.
• No physical contact with other players or umpires is allowed.  (This includes High-Fives, Fist Bumps, Hugging, Shaking Hands, etc.)
• All teams must carry Hand Sanitizer, Digital Thermometer and sanitizing wipes for use by players.
• Sharing of any cricketing gear including helmets and gloves are discouraged. If this is not possible, every player should ensure that their hands are properly sanitized using a sanitizing spray before and after use. Furthermore, use of personal inner gloves is encouraged.
• Other equipment such as pads, bats etc. may be shared, but after proper sanitization of parts of the equipment that make contact with the body of the player. 
• Carpooling is discouraged unless everyone is from the same household.

Playing Rules

• Each team is limited to 12 players at any time in the team areas (“dugouts”). Any additional players over 12 may not sit in the team area.  
• All players must have their own mask, and all players are encouraged to wear them whenever possible and when required as further outlined below.
• Both Umpires are recommended to wear gloves, a face shield and mask (their choice) at all times.
• Umpires if not wearing gloves should not handle the game ball.
• No personal items to be handed off to any of the umpires at any time.
• Batsmen and bowlers may choose not to wear masks while playing their role (but may wear one if they so choose).
• Non-striker batsman must attempt to stay at least 6 feet away from the stumps and non-striker's end Umpire (whichever is closest) at all times.
• Wicketkeepers must wear masks if they intend to keep wicket closer than 6 feet to the batsman and stumps.
• No fielders may be within 6 feet of each other when play starts, and must attempt to maintain this 6-foot rule at all times after the ball is in play. 
• All players must have their own individual water bottles (sharing water bottles is prohibited) and they are allowed to take them onto the field with them and place them anywhere on the field the Main Umpire allows.
• Food or drinks should not be shared between players.
• Team areas (“dugouts”) for the Home and Away teams must be separated by at least a quadrant of the periphery of the boundary (Straight boundary-Square leg boundary, Long On-Long Off etc.).
• Players must stay at least 6 feet apart from each other when their side is batting and are required to wear their mask while not at-bat themselves.
• Any violations of these rules should be reported to the Main Umpire as soon as possible.
• The Main Umpire has the authority to declare a match “Abandoned” at any time, if in their judgment these rules are not being adhered to and cannot be continued safely.  Umpires shall attempt to issue verbal warnings before Abandoning any match.  If the Main Umpire declares a match Abandoned, they must provide a full written report to the PMOCC management stating reasons the match was Abandoned.  The Captains from each side will then be given the opportunity to read the Umpire’s Report and then respond to it in writing, by the deadline imposed by the management.  After these 3 reports are received, the PMOCC management will decide if the match will be replayed, canceled, or deemed Forfeited if the management determines that it was clear that the actions of one team caused the match to be abandoned.  The PMOCC management may also impose monetary fines if deemed necessary.

If an active PMOCC player/umpire tests positive for COVID-19

• The tournament is suspended immediately.
• All players that may have physically come across the infected player during an official match, practice session or otherwise should maintain self-quarantine for at least 14 days.
• Team captains are responsible to provide contact-tracing information for their respective players on the field for each game if needed.
• 14 days after the incident, PMOCC management will convene to determine if the tournament can be resumed.

By signing below, I agree to each statement above and release Portland Metro Open Cricket League (PMOCL/PMOCC), its officers, volunteers and participants from being held liable for any exposure to the COVID-19 virus caused by misinformation on this form or the health history provided by each player.
