Ethical dilemmas concerning staff time and resources may arise with a membership, particularly one where the staff member is actively involved in some capacity. As a public employee, you are required to comply with Ohio Ethics Law and understand that any material you produce on Library time and equipment is subject to the Ohio Public Records Act.
- Avoid conflicts of interest (i.e., fundraising, soliciting, or accepting anything of value, etc.).
- Your email and any library computer files are public records and are subject to Ohio Sunshine Law (Ohio Public Records Act Ohio Revised Code 149.43).
- Avoid use of library space to store group information and objects.
- Avoid any legal/financial responsibilities attendant to membership.
- If you are in any type of leadership or influential role with this organization, please note that the Library cannot financially sponsor this organization in any capacity other than paying for your membership.
This is not a comprehensive list, but if you are unsure of what is considered unethical (there can be many gray areas), please consult the Ohio Ethics Commission’s website (https://www.ethics.ohio.gov/). There you can find advice and frequently asked questions. Also, feel free to ask your manager or call the Finance Office x5251.
