  • Andrew Russell Veteran Living

    RSL Care SA’s Andrew Russell Veteran Living (ARVL) is a housing program which aims to ensure that ex-service personnel in South Australia have the opportunity to access appropriate and affordable housing solutions.

  • Emergency accommodation

    ARVL’s emergency accommodation consists of 10 units, in the suburb of Sturt, designed to provide temporary accommodation for veterans who are homeless, at risk of homelessness or in need of transit accommodation. Our program operates with a ‘housing first solution’ and our primary goal is to focus on housing pathways to assist veterans in securing permanent accommodation solutions. Whilst residing in our emergency accommodation, veterans are also required to actively work towards addressing their own situation of homelessness by engaging with external support agencies and relevant service providers. The success of the program is heavily reliant on the veteran’s attitude, motivation and willingness to work in partnership with RSL Care SA and the support services offered. An individualised case plan will be established prior to entering the accommodation to assist the veteran to make contact with and seek assistance.

  • ARVL Accommodation

    RSL Care SA will provide a fully furnished 1-bedroom unit or bedsit (as pictured below) which is designed as transit accommodation only and is not a permanent or long-term housing solution. The length of stay at ARVL will be determined on a case-by-case basis and will be in alignment with personal circumstances. The accommodation consists of:

    • 2 x one-bedroom units
    • 8 x bedsit units.

  • Eligibility 

    To be eligible you must be a former member of the Australian Defence Force who:

    • Is homeless, at risk of being homeless or in need of transit accommodation
    • Able to live independently
    • Does not have any serious behavioural or drug and alcohol issues
    • Does not have children or pets that would be living with you
    • Be able to meet the tenancy obligations (i.e. pay rent, abide by house rules)
    • Is willing to continue medical and psychological treatment as advised by practitioners
    • Is seeking a fresh start
  • Rent & Bond requirements

    RSL Care SA offers subsidised rent of $165 per week + $15 utilities charge (total payable of $180 per week). Residents are required to pay one week of rent in advance prior to moving into an ARVL unit and maintain rent one week in advance at all times.

    Additionally, a bond equivalent to the sum of two weeks rent (total bond of $330) is required to be paid prior to moving into ARVL accommodation. The bond will be lodged and retained by Consumer & Business Services. We recommend that our resident’s access a bond guarantee and one week of rent advance from Housing SA. Google “help paying rent and bond” to check your eligibility and apply.

  • Applications 

    RSL Care SA assesses and prioritises each application on a case by case basis using a holistic approach that considers the applicant's circumstances and needs, the needs of other ARVL residents, availability and service history.

    Unfortunately, RSL Care SA will not be able to help all those who apply as some applicants will prove to be unsuitable for the program, or there may be insufficient availability.

  • The Andrew Russell Veterans Living (ARVL) program collects personal information to assess tenant applications, verify military service and for use in an emergency.

    The information we collect is stored, used and disposed of in accordance with RSL Care SA’s Confidentiality and Privacy policy. You may obtain a copy of this policy or access your personal information by written request.


    By signing this form you provide consent for RSL Care SA, as part of application processing, to contact all necessary people to verify the information provided and you understand that all Privacy Act requirements and all of RSL Care SA policies will be adhered to.


    By signing this form you also consent to your personal information being passed on during the tenancy (should it commence) and after the tenancy if required to other third parties which includes, but is not limited to, tradespeople/contractors, other housing providers, tenancy databases, law enforcement and other relevant parties in full compliance with the Privacy Act and any other relevant information.
