The Idaho Council on Domestic Violence and Victim Assistance (ICDVVA), as the State Administrating Authority for VOCA funding to the State of Idaho, has the authority to waive match requirements for FY22 VOCA awards due to disruption by the Covid-19 pandemic and is required by Section 3 of the VOCA Fix to Sustain the Crime Victims Fund Act of 2021 to issue waivers for matching requirements (in their entirety) for all eligible victim assistance programs for one year after the date of the end of a national emergency with respect to a pandemic declared under the National Emergencies Act (50 U.S.C. 1601 et. seq.). (If the grant period ends prior to the declaration of emergency, the waiver shall apply to the entire grant period).
Waivers are not automatic and must be requested and processed according to adopted policy, and submitted to OVC by ICDVVA. To request a waiver of your full VOCA match requirement for the FY22 grant year, please fill out and submit the following form as soon as possible.
Please note that if you receive FVPSA and/or State DV funding, the match requirements for these grants are still in force. FVPSA matching is required by statute and cannot be waived. However, FVPSA grantees have flexibility and creativity is permissible with regards to determining what constitutes an “in-kind” donation in order to meet the match requirements. For example, in addition to volunteer hours, donated supplies, clothing, and furniture can certainly be given a monetary value and counted towards the match requirements. The HHS Office of General Counsel has confirmed that this flexibility is allowable during this public health emergency.
