    Please read each section carefully and provide complete and accurate information.

    Contestants under 18 will require participation and signatures from a parent or legal guardian where indicated.

    Before beginning, please be prepared to:

    • Complete required liability, emergency information, and media authorization forms
    • Upload required supporting documents
    • Complete registration payment

    Age divisions are determined as of October 1 of this year.

    Please review the following basic eligibility and participation requirements before continuing.
  • To participate in the Miss Phelan Pageant:

    • Contestants must reside within the boundaries of the Snowline Joint Unified School District.
    • Age divisions are determined as of October 1.
    • Contestants who have started kindergarten, or who are age 6 or older, must meet the applicable school requirements described in the Contestant Agreement & Program Guide unless they have graduated from high school or earned a GED or other recognized high school equivalency.
    • School-enrolled contestants must meet the program’s academic requirements.
    • Contestants must meet the conduct, appearance, participation, supervision, and other requirements of the Miss Phelan Pageant.
    • Registration fees are nonrefundable and nontransferable.
    • Contestants and titleholders may be required to participate in pageant activities, rehearsals, meetings, community events, Chamber events, and official appearances.
    • Contestants under 18 require parent or legal guardian participation, signatures, and appropriate supervision.
    • Registration requires review and completion of the Contestant Agreement & Program Guide and other required forms, supporting documents, and payment.
    • Contestants selected as titleholders are expected to actively participate throughout their titleholder year.

    Submitting a registration does not guarantee acceptance into the Miss Phelan Pageant. Registrations are reviewed by the Pageant Coordinator for eligibility and approval.

    Please read the following Agreement & Program Guide carefully. It explains the eligibility requirements, participation standards, titleholder responsibilities, conduct expectations, program administration, and other requirements of the Miss Phelan Pageant.
  • Contestants, and when applicable their parent or legal guardian, are responsible for understanding and following these requirements.

    Please review each part before signing the acknowledgment at the end.

     

  • Contestant Agreement & Guide: Program Entry & Elegibility

  • 1. WELCOME & PURPOSE

    The Phelan Chamber of Commerce is proud to host the Miss Phelan Pageant. The program celebrates individuals who represent the values, spirit, and pride of the Phelan community.

    Titleholders serve as community ambassadors by participating in approved events and appearances, supporting local initiatives, and promoting the Miss Phelan Pageant, the Phelan Chamber of Commerce, and the community.

    This document serves as both a formal agreement and a program guide. All contestants, and the parent or legal guardian of any contestant under 18, must read, understand, and sign this agreement as a condition of participation in the pageant.

    The provisions applicable to contestants govern participation in the competition and related pageant activities. If a contestant is selected as a titleholder, the provisions applicable to titleholders automatically remain in effect throughout the titleholder’s reign, unless the titleholder resigns, becomes ineligible, is removed from the title, or the reign otherwise concludes under this agreement.

    2. ELIGIBILITY

    Contestants must:

    • Reside within the boundaries of the Snowline Joint Unified School District
    • Meet the age requirements of their division based on their age as of October 1
    • Meet the applicable school requirements below

    School Requirements

    Contestants who have started kindergarten, or who are 6 years of age or older, must meet one of the following requirements unless they have already graduated from high school or earned a GED or other recognized high school equivalency:

    • Attend a school operated by the Snowline Joint Unified School District
    • Attend a charter, private, or other school with a campus located within the district boundaries
    • Be homeschooled while residing within the district boundaries

    Contestants who are enrolled in school must also meet the academic requirements stated in Section 9.

    Contestants who have not yet started kindergarten and are under 6 years of age are not required to be enrolled in school.

    Contestants who have graduated from high school or earned a GED or other recognized high school equivalency are not required to have attended or graduated from a school within the district.

    Continuing Eligibility

    Contestants must continue to reside within the Snowline Joint Unified School District boundaries throughout the competition.

    If selected as a titleholder, the contestant must continue to reside within the district boundaries throughout the reign. A contestant or titleholder who moves outside the district boundaries becomes ineligible to continue in the competition or retain the title.

    Contestants and titleholders must promptly notify the Pageant Coordinator of any change that may affect eligibility.

    Application & Participation Requirements


    Applicants must provide:

    • Proof of residency within the Snowline Joint Unified School District boundaries
    • Proof of school enrollment, when applicable
    • One (1) letter of recommendation from a teacher, employer, clergy member, community leader, or other appropriate reference
    • A completed and signed Contestant Agreement & Program Guide
    • A completed and signed Participation, Assumption of Risk & Liability Release
    • A completed Emergency Information & Medical Authorization form
    • A completed and signed Media, Photography, Video & Likeness Authorization

    For contestants under 18, required forms must be completed and signed by a parent or legal guardian where applicable.

    3. DIVISIONS

    • Tiny Miss Phelan: Ages 1–3
    • Petite Miss Phelan: Ages 4–6
    • Little Miss Phelan: Ages 7–9
    • Junior Miss Phelan: Ages 10–12
    • Young Miss Phelan: Ages 13–14
    • Teen Miss Phelan: Ages 15–17
    • Miss Phelan: Ages 18–21
    • Ms. & Mrs. Phelan: Ages 22+

    Note: Division placement is based on the contestant’s age as of October 1.

    A contestant may be approved to compete in the next higher age division when appropriate based on factors such as an upcoming birthday, maturity, or prior pageant experience. Contestants may move up only one division and may not move down to a younger division.

    Any request to move up a division must be approved by the Pageant Coordinator before the competition.


    4. REGISTRATION & CONTESTANT SPONSORSHIPS

    Early Bird Entry Fee: $175

    Standard Entry Fee: $200

    All entry fees are nonrefundable and nontransferable. This includes withdrawal from the pageant, loss of eligibility, or disqualification.

    Contestants may obtain up to four sponsorships from family members, local businesses, or other supporters to help offset the cost of their registration fee.

    Contestant sponsorships are limited to a combined total of $100 per contestant. Sponsorship funds received will be applied toward that contestant’s registration fee.

    All sponsorship checks must be made payable to the Phelan Chamber of Commerce and submitted to the Pageant Coordinator. Contestants may collect sponsorship checks for delivery to the Coordinator but may not deposit or cash them personally.

    Sponsors contributing $25 or more may be listed as sponsors of the contestant and may receive recognition during the pageant, subject to program guidelines and approval.

    Contestants may not promise or offer sponsor recognition, advertising, benefits, or other consideration on behalf of the Miss Phelan Pageant or the Phelan Chamber of Commerce without prior approval.

    5. WHAT IT MEANS TO BE MISS PHELAN

    The Miss Phelan Pageant is built on community pride, kindness, respect, and good sportsmanship. Contestants are expected to contribute to a positive and supportive pageant experience.

    Contestants are expected to:

    • Be friendly, respectful, and approachable
    • Show good sportsmanship
    • Support and encourage fellow contestants
    • Follow program guidelines and treat others with respect

    If selected as a titleholder, contestants take on the additional responsibility of representing the Miss Phelan Pageant, the Phelan Chamber of Commerce, and the Phelan community in a positive and professional manner.

    Titleholders should also understand that, because they are publicly associated with the Miss Phelan program, their public conduct may sometimes be viewed by others as reflecting on the program even when they are not attending an official appearance or wearing a crown and sash.

    Titleholder responsibilities may include:

    • Greeting and interacting with community members at approved events
    • Participating in parades, community functions, and other approved appearances
    • Thanking sponsors and community supporters
    • Supporting fellow court members
    • Helping promote the Miss Phelan Pageant and future pageants

  • 6. PAGEANT APPEARANCE & DRESS GUIDELINES

    Contestants and titleholders must present themselves in a clean, polished, and age-appropriate manner during the competition and while representing the Miss Phelan program.

    Competition Attire by Division

    Tiny, Petite & Little Miss (Ages 1–9)

    • Pageant dress above the knee
    • Cupcake-style dress recommended for Tiny and Petite divisions
    • Frilly or lacy socks in any color
    • No makeup

    Junior & Young Miss (Ages 10–14)

    • Floor-length gown with a fuller skirt
    • Dress shoes
    • Nylons recommended
    • Age-appropriate makeup permitted

    Teen & Miss (Ages 15–21)

    • Floor-length gown
    • Dress shoes; heels permitted
    • Age-appropriate makeup permitted

    Ms. & Mrs. Divisions (Ages 22+)

    • Floor-length formal dress
    • Heels required unless an exception is approved by the Pageant Coordinator
    • No plunging necklines, excessively low backs, or high slits

    Competition Categories

    The pageant may include the following competition categories:

    • Professional Interview Attire — Little Miss through Mrs.
    • Sportswear
    • Themed Costume
    • Formal Wear

    General Appearance Standards

    • All competition attire must be approved before the pageant
    • Proper undergarments must be worn, with no visible straps or lines
    • Clothing must provide appropriate coverage and avoid excessive cleavage
    • No eating or gum chewing while wearing a sash and crown
    • Contestants and titleholders must arrive fully dressed, groomed, and prepared for the event or appearance unless otherwise directed

    Appearance During the Titleholder Reign

    While representing the Miss Phelan program, titleholders may not wear:

    • Torn, ripped, or frayed clothing
    • Pajamas, joggers, leggings, or other overly casual clothing
    • Midriff-baring clothing
    • Hair curlers or similar preparation items

    Jewelry, Hair & Grooming

    While competing or representing the Miss Phelan program:

    • Facial piercings are not permitted
    • Ear piercings should be limited and appropriate to the setting
    • Other visible body piercings are not permitted
    • Visible tattoos must be covered
    • Hair must be a natural-looking color; bright or unconventional colors such as red, blue, green, or purple are not permitted


    7. CONDUCT & BEHAVIOR

    Contestants and titleholders are expected to conduct themselves in a respectful, cooperative, and appropriate manner during pageant activities, official appearances, and other program-related events.

    When participating in the Miss Phelan program, contestants and titleholders should remember that they are representing not only themselves, but also their families, fellow contestants and court members, the Miss Phelan Pageant, the Phelan Chamber of Commerce, and the community.

    Contestants and titleholders must:

    • Use respectful and appropriate language and avoid foul, vulgar, or derogatory language
    • Treat contestants, titleholders, families, volunteers, sponsors, venue staff, community members, and others with respect
    • Follow directions from the Pageant Coordinator and authorized program representatives regarding pageant activities, official appearances, safety, scheduling, conduct, and program requirements
    • Be courteous and attentive when interacting with the public
    • Avoid disruptive, threatening, harassing, or otherwise inappropriate behavior
    • Respect event venues, property, equipment, and the activities of others
    • Conduct themselves in a manner appropriate to the setting and occasion

    Examples of unacceptable behavior include:

    • Fighting, threats, or physical altercations
    • Bullying, harassment, or derogatory remarks
    • Deliberate disruption of pageant activities or official appearances
    • Disrespectful conduct toward individuals, organizations, or venues
    • Public conduct that seriously undermines the reputation or integrity of the Miss Phelan program

    Cell Phones During Official Appearances

    Cell phones may not be carried or used during official appearances unless specifically approved by the Pageant Coordinator or needed for an emergency.

    When required for safety, transportation, or communication with a parent or legal guardian, phones should be kept in a designated location or with a parent, legal guardian, or other approved adult during the appearance.

     

    8. SCHOOL EXPECTATIONS

    Contestants and titleholders who are enrolled in school must maintain a grade of C or better in each class.

    This academic requirement applies during the competition period and throughout the titleholder’s reign.

    If a contestant or titleholder’s current overall grade in any class falls below a C:

    • The contestant or titleholder will have two (2) weeks to raise the class grade to a C or better
    • Participation in pageant activities or official appearances may be temporarily suspended during that period
    • If the class grade is not raised to a C or better within the two-week period, additional action may be taken under the program’s discipline or eligibility provisions

    The Pageant Coordinator may request reasonable verification of grades when needed to confirm compliance with this requirement.

     

    9. SUPERVISION

    Contestants and titleholders under 18 must have appropriate adult supervision during pageant activities, official appearances, and other program-related events.

    A parent or legal guardian may provide supervision directly or may designate another responsible adult, subject to approval by the Pageant Coordinator.

    Parents and legal guardians remain responsible for ensuring appropriate supervision, transportation, and timely pickup of minor contestants and titleholders.

    During pageant activities and official appearances, the Pageant Coordinator oversees the program and directs matters related to staging, scheduling, movement, lineup, conduct, safety, appearance procedures, and other program operations.

    Parents, legal guardians, and approved supervising adults must not interfere with or override program-related instructions given by the Pageant Coordinator or authorized program representatives. Concerns should be raised with the Coordinator without disrupting the activity or appearance.

    Minor contestants and titleholders must remain with the group or within the designated event area unless given permission by the Pageant Coordinator or released to their parent, legal guardian, or approved supervising adult.

     

    10. HEALTH & SAFETY

    The health and safety of contestants and titleholders are a shared responsibility among participants, parents or legal guardians, supervising adults, and the Miss Phelan program.

    Contestants and titleholders, and the parent or legal guardian of a minor, must notify the Pageant Coordinator of any health, safety, accessibility, or accommodation need that may affect safe participation in pageant activities or official appearances.

    Contestants and titleholders are responsible for having access to any personal medications, medical devices, or other health-related items needed during an event or appearance. For minors, the parent, legal guardian, or approved supervising adult is responsible for ensuring those needs are appropriately addressed.

    Participants must follow safety instructions provided by the Pageant Coordinator, authorized program representatives, event organizers, or venue personnel.

    Detailed emergency contact information and medical authorization requirements are addressed through the separate Emergency Information & Medical Authorization form.

  • 11. EVENTS & PARTICIPATION

    During their reign, titleholders participate in required events and may also take part in optional community appearances and activities.

    Required Events

    The following recurring events are part of the titleholder commitment and are required unless otherwise announced:

    • Phelan Phamily Phun Days
    • Phelan Chamber of Commerce Easter Egg Hunt
    • Phelan Chamber of Commerce Halloween Trunk or Treat
    • Phelan Chamber of Commerce Installation
    • Tri-Community 5k Fiesta Run
    • The following year’s Miss Phelan Pageant

    Other events may also be designated as required during the year. Any additional required events will be identified in the official Miss Phelan events schedule or communicated by the Pageant Coordinator.

    Absences from required events must be approved by the Pageant Coordinator.

    Optional Events & Appearances

    Titleholders may also be invited to participate in optional events and appearances, including:

    • Parades
    • School visits
    • Community and charity events
    • Grand openings and ribbon cuttings
    • Media appearances
    • Other community or Chamber activities

    Participation in optional events is encouraged when the titleholder is available.

    Some events may be scheduled or confirmed with short notice. Titleholders and their parent or legal guardian, when applicable, must communicate promptly regarding availability and scheduling conflicts.

    All official appearances must be approved and coordinated through the Pageant Coordinator. Titleholders may not independently accept an appearance or represent themselves as appearing on behalf of the Miss Phelan Pageant without prior approval.

     

    12. TITLEHOLDER COMMITMENT & ATTENDANCE

    Serving as a Miss Phelan titleholder is a year-long commitment. Reliable participation is an important part of representing the court and supporting the program.

    Titleholders must:

    • Attend required events identified under Section 6 unless an absence is approved by the
    • Pageant Coordinator
    • Attend monthly Miss Phelan Pageant meetings
    • Make a good-faith effort to participate in optional events and appearances when available
    • Communicate scheduling conflicts as early as possible
    • Request approval for absences from required events
    • Arrive on time and prepared for scheduled activities and appearances

    Once a titleholder has committed to a required event or approved appearance, the titleholder is expected to honor that commitment unless circumstances prevent attendance and the Pageant Coordinator is notified as soon as possible.

    Repeated unapproved absences, repeated lateness, or a pattern of failing to meet titleholder commitments may result in disciplinary action under Section 14.

     

    13. TEAMWORK & COURT RESPONSIBILITIES

    The Miss Phelan Court represents the program as a team. Titleholders are expected to work together in a supportive, respectful, and cooperative manner throughout their reign.

    Titleholders must:

    • Support and encourage fellow court members
    • Communicate respectfully and work cooperatively during events and appearances
    • Avoid behavior that creates unnecessary conflict, division, or disruption within the court
    • Follow established group procedures and remain with the court or designated group unless directed or released otherwise
    • Make a good-faith effort to help the court function as a positive and unified team

    Concerns & Disagreements

    Disagreements should be handled respectfully and, whenever possible, away from the public, event guests, sponsors, and other participants.

    Concerns involving court members, program activities, or internal disagreements should be brought privately to the Pageant Coordinator rather than argued publicly or through social media.

    Titleholders should remember that each member’s public conduct may reflect on the entire court and the Miss Phelan program.

     

    14. RECORD KEEPING & THANK-YOU RESPONSIBILITIES

    Titleholders are expected to stay organized throughout their reign and maintain appropriate records of their participation and supporters, with assistance from a parent or legal guardian when needed.

    Record Keeping

    Titleholders should:

    • Maintain a current calendar of required and optional events
    • Keep a list of personal contestant sponsors and other supporters who should be acknowledged
    • Track participation in pageant activities and official appearances
    • Keep contact information or other records requested by the Pageant Coordinator

    For minor titleholders, a parent or legal guardian may assist with these responsibilities.

    Written Thank-You Notes

    Titleholders are expected to send written thank-you notes to sponsors, hosts, and other individuals or organizations that provide meaningful support to the titleholder or the Miss Phelan program.

    Written thank-you notes should be sent within one (1) week of receiving sponsorship support or participating in an event when a thank-you is appropriate.

    For younger titleholders, a parent or legal guardian may assist with preparing and sending thank-you notes.

     

    15. PAGEANT PROMOTION & CONTESTANT RECRUITMENT

    As ambassadors of the Miss Phelan program, titleholders are expected to help promote future pageants and encourage community participation.

    • Titleholders may be asked to:
    • Share approved pageant information and promotional materials
    • Encourage eligible individuals to learn more about the pageant
    • Participate in approved recruitment or promotional activities
    • Speak positively and accurately about their experience with the Miss Phelan program

     

    16. AWARDS & PROPERTY

    Crowns, sashes, and pageant awards issued to titleholders remain the property of the Miss Phelan Pageant and the Phelan Chamber of Commerce during the titleholder’s reign.

    For purposes of this section, pageant awards include trophies, plaques, and awards presented through pageant competition or optional categories. Scholarships and other separately governed benefits are not covered by this section.

    Use of Crown & Sash

    • The crown and sash represent the Miss Phelan program and must be treated with care and respect
    • During the reign, the crown and sash may be worn only at approved events and appearances unless otherwise authorized by the Pageant Coordinator
    • They may not be worn in casual, inappropriate, or unapproved settings
    • After successful completion of the reign, the sash may be worn at future Miss Phelan pageants or other appearances approved by the Pageant Coordinator
    • After successful completion of the reign, the crown may be kept as a keepsake but may not be worn at future public appearances or events


    Care & Responsibility

    Titleholders are responsible for the care and proper handling of their crown, sash, and other issued items

    • Lost or damaged items will be reviewed on a case-by-case basis
    • Depending on the circumstances, a titleholder may be responsible for repair or replacement costs


    Completion of Reign

    Upon successful completion of the titleholder’s reign:

    • The crown and sash become keepsakes of the titleholder
    • Pageant awards received during the competition or reign remain with the titleholder unless otherwise stated at the time the award is presented


    Resignation, Loss of Eligibility & Title Revocation


    If a titleholder resigns, becomes ineligible, or has the title revoked before completing the reign:

    • The crown and sash must be returned promptly
    • Pageant awards subject to this agreement may be required to be returned
    • Privileges associated with the title end immediately
  • Contestant Agreement & Guide: Public Image & Personal Conduct

  • 17. RELATIONSHIPS & PUBLIC IMAGE

    Contestants and titleholders are expected to maintain conduct consistent with the values and public image of the Miss Phelan program.

    Marriage, Children & Engagement

    Except for contestants and titleholders in the Ms. and Mrs. divisions:

    • Contestants must not be currently or previously married
    • Contestants must not have or have had children
    • Engagement, marriage, pregnancy, or becoming a parent during the competition or titleholder reign results in loss of eligibility, removal from the competition when applicable, relinquishment of title, and forfeiture of applicable awards

    Any change in circumstances that affects eligibility must be promptly reported to the Pageant Coordinator.

    Public Conduct & Relationships

    During pageant activities, official appearances, and other program-related events, contestants and titleholders are expected to maintain appropriate and professional conduct.

    Public displays of affection that are inappropriate to the setting or occasion, including kissing or sitting on another person’s lap, are not permitted while participating in official Miss Phelan activities or appearances.

    Because titleholders are publicly associated with the Miss Phelan program, they should also be mindful that their public conduct outside official appearances may be viewed by others as reflecting on the program.

    The Pageant Coordinator will consult with the Phelan Chamber of Commerce before making a final eligibility decision under this section.

     

    18. SOCIAL MEDIA

    Contestants and titleholders should understand that public social media activity may affect how they and the Miss Phelan program are viewed by the community.

    Contestants and titleholders must:

    • Connect with, follow, friend, or otherwise provide the official Miss Phelan Pageant account or accounts with access to social media content they make available to the public
    • Use good judgment when posting, sharing, commenting, or otherwise participating on social media
    • Refrain from posting or sharing content involving bullying, harassment, threats, illegal activity, or other conduct that violates program standards
    • Avoid public social media activity that seriously undermines the reputation or integrity of the Miss Phelan program

    Contestants and titleholders are not required to provide passwords, access to private messages, or access to content maintained as private and not otherwise shared publicly.

    Publicly shared posts, comments, images, videos, and other social media activity may be reviewed when concerns arise.

    If social media content is determined to violate this agreement or program standards, the contestant or titleholder may be directed to remove the content. Failure to comply may result in disciplinary action, including disqualification from the competition or loss of title when applicable.

    Guiding Principle:

    If content would be inappropriate while publicly representing the Miss Phelan program, it should not be posted or shared online.

     

    19. SUBSTANCE USE POLICY

    Contestants and titleholders must not smoke, vape, consume alcohol, use illegal drugs, misuse prescription or over-the-counter medications, or use any other impairing substance during pageant activities, official appearances, or other program-related events.

    Contestants and titleholders must not attend or participate in any pageant activity, official appearance, or program-related event while under the influence of alcohol, drugs, or any other substance that impairs judgment, behavior, coordination, or the ability to participate safely and appropriately.

    The lawful and appropriate use of prescribed or over-the-counter medication is permitted. Contestants and titleholders remain responsible for using medications as directed and for meeting the health and safety requirements in Section 15.

    Violations involving a minor contestant or titleholder will be reported to the parent or legal guardian.

    Substance use violations may result in disciplinary action under Section 14, including immediate action when the seriousness of the violation warrants it.

     

     

  • Contestant Agreement & Guide: Program Administration & Enforcement

  • 20. COORDINATOR AUTHORITY & COMMUNICATION

    The Pageant Coordinator oversees the operation of the Miss Phelan program and serves as the primary point of contact for pageant activities, titleholder appearances, scheduling, and program-related decisions.

    Contestants, titleholders, parents, legal guardians, and approved supervising adults must follow the communication and coordination procedures established by the Pageant Coordinator.

    • All official appearances must be approved and coordinated through the Pageant Coordinator
    • Invitations, appearance requests, and other official program-related communications must be referred to the Pageant Coordinator
    • Fundraisers conducted in connection with the Miss Phelan program must be approved before being announced, promoted, or conducted
    • Contestants, titleholders, parents, legal guardians, and approved supervising adults may not override or interfere with program-related decisions or instructions issued by the Pageant Coordinator

    Questions or concerns should first be brought directly to the Pageant Coordinator whenever appropriate.

    If a serious concern involves the Pageant Coordinator, cannot be resolved through the normal process, or involves safety, misconduct, or another matter requiring escalation, the concern may be brought to the designated Phelan Chamber of Commerce Board Liaison.

     

    21. PARENT & LEGAL GUARDIAN RESPONSIBILITIES

    Parents and legal guardians play an important role in supporting contestants and titleholders and helping maintain a safe, respectful, and positive program environment.

    Responsibilities

    Parents and legal guardians are expected to:

    • Ensure contestants and titleholders arrive on time, prepared, and appropriately dressed for scheduled activities
    • Provide required supervision or designate an approved supervising adult in accordance with Section 10
    • Assist with transportation, scheduling, and timely communication
    • Review official program information and respond promptly when action or confirmation is needed
    • Support the contestant or titleholder in meeting the requirements of this agreement

    Conduct Expectations

    • Parents, legal guardians, and approved supervising adults must:
    • Communicate respectfully with contestants, titleholders, families, volunteers, sponsors, venue personnel, the Pageant Coordinator, Chamber representatives, and others
    • Follow program procedures and respect the authority of the Pageant Coordinator during pageant activities and official appearances
    • Avoid interfering with staging, scheduling, judging, event operations, or other program decisions
    • Avoid bullying, harassment, threats, disruptive behavior, or public conflicts that negatively affect the program or participants
    • Raise concerns through the communication and escalation process established in Section 16

    Effect of Parent or Guardian Conduct

    Serious or repeated misconduct by a parent, legal guardian, or approved supervising adult may result in restrictions on that adult’s participation in program activities.

    When such conduct materially disrupts the program, creates a safety concern, or prevents a contestant or titleholder from meeting program requirements, additional action may be taken under Section 14.

    Cooperation With the Program

    A positive experience depends on cooperation among contestants, titleholders, parents, legal guardians, supervising adults, the Pageant Coordinator, volunteers, and the Phelan Chamber of Commerce.

     

    22. DISCIPLINE, DISQUALIFICATION & TITLE REVOCATION

    Participation in the Miss Phelan Pageant carries responsibilities to fellow contestants, titleholders, the Miss Phelan program, the Phelan Chamber of Commerce, and the community.

    Failure to follow this agreement, program requirements, or official directions may result in disciplinary action. The type of action taken will depend on the nature, seriousness, and circumstances of the violation.

    Possible Disciplinary Actions

    Depending on the circumstances, disciplinary action may include:

    • Verbal counseling or corrective instruction
    • Written warning
    • Probation
    • Temporary suspension from pageant activities or appearances
    • Disqualification from the competition
    • Removal from the court
    • Revocation of title

    Not every disciplinary matter will require each step, and serious violations may result in immediate action.

    Grounds for Disciplinary Action

    Disciplinary action may be taken for:

    • Failure to follow directions from the Pageant Coordinator or authorized program representatives regarding pageant activities, appearances, safety, scheduling, conduct, or program requirements
    • Missing required events without approval
    • Repeated lateness, lack of participation, or failure to meet titleholder commitments
    • nappropriate, disruptive, disrespectful, threatening, or harassing behavior
    • Violations of conduct, appearance, dress, supervision, substance use, or social media requirements
    • Disrespect toward contestants, titleholders, families, volunteers, sponsors, venues, community members, or program representatives
    • Failure to support the court or cooperate with program activities
    • Other violations of this agreement or official program requirements

    Serious Violations

    A contestant may be disqualified, or a titleholder may be removed from the court or have the title revoked, without prior warning when the seriousness of the conduct warrants immediate action.

    Serious violations may include:

    • Criminal conduct, excluding minor traffic violations
    • Fighting, threats, or physical altercations
    • Bullying, harassment, or serious misconduct
    • Substance use violations during pageant activities or official appearances
    • Deliberate refusal to follow program directions involving safety, conduct, staging, scheduling, or official appearances
    • Refusal to remove social media content determined to violate this agreement
    • Intentional damage to program or venue property
    • Public conduct that seriously undermines the reputation or integrity of the Miss Phelan program
    • Any other serious violation that creates a significant safety concern or causes substantial harm to the program, participants, or community

    Consequences of Disqualification or Title Revocation

    If a contestant is disqualified, or a titleholder is removed from the court or has the title revoked:

    • Participation and privileges associated with the competition or title end immediately
    • Crowns, sashes, and other property must be returned as required under Section 13
    • Pageant awards may be subject to return under Section 13
    • Other consequences may apply under this agreement, including scholarship terms when applicable

    Decision Authority

    Disciplinary matters will be reviewed by the Pageant Coordinator.

    For serious disciplinary action, including disqualification from the competition, removal from the court, or revocation of title, the Pageant Coordinator will consult with the Phelan Chamber of Commerce before making a final decision.

    When practical and appropriate, the contestant or titleholder, and the parent or legal guardian of a minor, will be given an opportunity to respond before serious disciplinary action is finalized. Immediate action may be taken when necessary to protect safety, maintain order, or prevent further harm to the program or others.

    Contestants and titleholders should ask:
    “Does this reflect the image I would want to represent my community?”

  • 23. PHOTOGRAPHY, VIDEO  & MEDIA

    Contestants and titleholders may be photographed, recorded, livestreamed, interviewed, or otherwise included in media coverage and promotional activities related to the Miss Phelan Pageant, titleholder appearances, Phelan Chamber of Commerce activities, and other approved program events.

    Use of a contestant’s or titleholder’s name, image, voice, likeness, photographs, video, or other recorded content is governed by the separate Media, Photography, Video & Likeness Authorization.

    All contestants, and the parent or legal guardian of any contestant under 18, must complete and sign the required Media, Photography, Video & Likeness Authorization as a condition of participation in the Miss Phelan Pageant.

     

    24. PARTICIPATION, ASSUMPTION OF RISK & LIABILITY RELEASE

    Participation in the Miss Phelan Pageant and related activities is voluntary.

    All contestants, and the parent or legal guardian of any contestant under 18, must complete and sign the separate Participation, Assumption of Risk & Liability Release as a condition of participation in the Miss Phelan program.

    The separate release governs the assumption of risks, release of claims, and other liability-related terms associated with participation in pageant activities, official appearances, and other approved program events.

     

    25. ACKNOWLEDGMENT & SIGNATURES

    By signing below, I acknowledge that I have read and understand this Contestant Agreement & Program Guide and agree to follow the requirements that apply to me.

    I understand that participation in the Miss Phelan Pageant is conditioned on compliance with this agreement and completion of all required forms and documents.

    If selected as a titleholder, I understand and agree that the provisions applicable to titleholders will remain in effect throughout the titleholder’s reign.

    2. VOLUNTARY PARTICIPATION

    Participation in the Miss Phelan Pageant and related Miss Phelan program activities is voluntary.

    The participant, and the parent or legal guardian of any participant under 18, understands that participation may involve physical activity, outdoor conditions, crowds, stage and event environments, interaction with members of the public, and other circumstances associated with the covered activities described in this Release.

    The participant voluntarily chooses to take part in the Miss Phelan program and its covered activities.

     

    3. ACKNOWLEDGMENT OF RISKS

    The participant, and the parent or legal guardian of any participant under 18, understands that participation in the covered activities may involve ordinary and foreseeable risks of injury, illness, property damage, or other harm.

    These risks may include, but are not limited to:

    • Slips, trips, and falls
    • Uneven ground, stairs, stages, curbs, parking areas, and other event surfaces
    • Outdoor conditions, including heat, cold, wind, sun exposure, rain, dust, and changing weather
    • Crowds, public interaction, and movement through event areas
    • Lifting, carrying, arranging, or moving folding chairs, tables, decorations, or similar event materials
    • Pinches, strains, minor cuts, dropped objects, or other injuries associated with setup and teardown activities
    • Riding on or in parade floats, trailers, vehicles, convertibles, golf carts, or similar conveyances
    • Entering, exiting, standing, sitting, or moving on stages, platforms, vehicles, or other event structures
    • Contact with equipment, decorations, props, furniture, or other event materials
    • Illness or exposure to communicable diseases in public or group settings
    • Other risks associated with the nature and location of the covered activity

    The participant understands that conditions may vary from one activity or event to another and that not every possible risk can be identified in advance.

     

    4. ASSUMPTION OF RISK

    The participant, and the parent or legal guardian of any participant under 18, understands and voluntarily accepts the ordinary and foreseeable risks associated with participation in the covered activities.

    By signing this Release, the participant and, when applicable, the parent or legal guardian acknowledge that participation may result in injury, illness, property damage, or other harm, even when safety precautions are taken.

    The participant voluntarily chooses to take part in the covered activities with knowledge of these risks and assumes the risks ordinarily associated with such participation.

     

    5. RELEASE OF CLAIMS

    To the fullest extent permitted by law, the participant, and the parent or legal guardian of any participant under 18, releases and agrees not to bring claims against the Phelan Chamber of Commerce, the Miss Phelan Pageant, and their officers, directors, employees, volunteers, authorized program representatives, and event sponsors for injury, illness, property damage, or other loss arising from or related to the participant’s attendance at or participation in the covered activities.

    This Release includes claims arising from the ordinary negligence of the persons or organizations identified above, including ordinary negligence related to the planning, organization, supervision, operation, condition, or conduct of covered activities, event locations, equipment, or program activities.

    This Release applies to claims arising from approved pageant activities, rehearsals, meetings, events, appearances, parade participation, setup and teardown activities, and use of event locations or equipment.

    This Release does not apply to gross negligence, reckless or willful misconduct, intentional wrongdoing, or any other claim or liability that cannot lawfully be released under California law.

     

    6. TRANSPORTATION RESPONSIBILITY

    The Phelan Chamber of Commerce and the Miss Phelan Pageant do not provide transportation to or from program activities, official appearances, or other events unless transportation is specifically arranged and communicated in writing.

    Participants, and the parent or legal guardian of any participant under 18, are responsible for arranging transportation to and from activities.

    This section does not apply to approved parade or event conveyances, including floats, trailers, vehicles, convertibles, golf carts, or similar conveyances used as part of a covered Miss Phelan activity or appearance.

     

    7. PERSONAL PROPERTY

    Participants are responsible for their own personal property during covered activities, including clothing, jewelry, cell phones, purses, bags, equipment, and other personal items.

    The Phelan Chamber of Commerce and the Miss Phelan Pageant are not responsible for personal property that is lost, stolen, misplaced, or damaged during covered activities, except to the extent responsibility cannot lawfully be limited.

    Participants should secure valuables and follow program or event instructions regarding the storage of personal belongings.

     

    8. PARENT OR LEGAL GUARDIAN ACKNOWLEDGMENT FOR MINOR PARTICIPANTS

    For any participant under 18, the signing parent or legal guardian acknowledges that they:

    • Have read and understand this Release
    • Understand the nature of the covered activities and the risks described in this Release
    • Give permission for the minor participant to take part in the covered activities
    • Voluntarily accept the risks associated with the minor participant’s involvement in the covered activities
    • Agree to the terms of this Release to the fullest extent permitted by law
    • Agree to ensure that the minor participant follows applicable program rules, safety instructions, and directions during covered activities

    The parent or legal guardian further acknowledges that they are responsible for making participation decisions on behalf of the minor and for promptly communicating any health, safety, or other concern that may affect the minor participant’s ability to participate safely.

     

    9. SEVERABILITY

    If any provision of this Release is found to be invalid or unenforceable, the remaining provisions will remain in effect to the fullest extent permitted by law.

     

    10. ACKNOWLEDGMENT & SIGNATURES

    For minor participants, the parent or legal guardian is responsible for ensuring that needed medications, medical devices, and related supplies are available and appropriately managed by the participant, parent or legal guardian, or approved supervising adult.

  • 7. Emergency Medical Authorization

  • In the event of an illness, injury, or other medical emergency, the participant, and the parent or legal guardian of any participant under 18, authorize the Pageant Coordinator and authorized program representatives to:

    • Contact 911, emergency medical services, law enforcement, or other appropriate emergency responders when reasonably believed necessary
    • Provide emergency responders or medical personnel with relevant information contained on this form
    • Contact the participant’s parent or legal guardian and listed emergency contacts
    • Take reasonable steps to assist the participant until emergency responders, medical personnel, or the parent or legal guardian assumes responsibility
    • Permit emergency transportation by ambulance or other authorized emergency service when emergency responders determine that transportation is appropriate

    For a minor participant, this authorization is intended to support emergency response when the parent or legal guardian is not immediately available to act.

    The Phelan Chamber of Commerce, Miss Phelan Pageant, Pageant Coordinator, volunteers, and other program representatives do not provide medical diagnosis, treatment, or professional medical care and do not replace the judgment of licensed emergency or medical personnel.

    Nothing in this authorization requires a program representative to provide care or assistance beyond their training, ability, or the circumstances of the emergency.

  • 8. Confidentiality & limited use of information

    Access to this information will be limited to the Pageant Coordinator and other authorized individuals who need the information to support the participant’s safety or respond to an emergency.

    Relevant information may be shared with emergency responders, medical personnel, event personnel, or an approved supervising adult when reasonably necessary to protect the participant’s health or safety.

    The Phelan Chamber of Commerce will take reasonable steps to protect this information from unnecessary access, disclosure, or distribution.

    This Authorization is required as a condition of participation in the Miss Phelan Pageant.

  • 3. Authorized media and uses

  • The participant, and the parent or legal guardian of any participant under 18, authorizes the Phelan Chamber of Commerce and the Miss Phelan Pageant to photograph, record, reproduce, publish, display, distribute, and otherwise use authorized media featuring the participant.

    Authorized media may include:

    • Photographs
    • Video recordings
    • Audio recordings
    • Livestreams
    • Interviews
    • Recorded statements or comments
    • Images or recordings from pageant activities, official appearances, community events, Chamber activities, and other approved Miss Phelan program events

    Authorized uses may include:

    • Promoting the Miss Phelan Pageant
    • Promoting future pageants and contestant recruitment
    • Promoting titleholder activities and appearances
    • Promoting the Phelan Chamber of Commerce and related Chamber activities
    • Use in paid advertising and promotional campaigns, including boosted or sponsored social media posts, print advertising, digital advertising, and other paid promotional placements
    • Reporting on or documenting Miss Phelan events and program activities
    • Recognizing contestants, titleholders, sponsors, volunteers, and community participation
      Creating historical, archival, and commemorative records of the program
  • 4. Platforms & Distribution

  • Authorized media may be used, published, displayed, distributed, or shared through platforms and formats including:

    • Miss Phelan Pageant websites and social media accounts
    • Phelan Chamber of Commerce websites, social media accounts, newsletters, and publications
    • Print advertisements, flyers, posters, brochures, programs, banners, and other promotional materials
    • Digital advertising, email marketing, websites, online publications, and sponsored or boosted social media content
    • Livestreaming and video platforms
    • Press releases and media outreach
    • News coverage, community publications, and other third-party media outlets
    • Event displays, presentations, slideshows, and public exhibits
    • Historical archives, commemorative materials, and future program retrospectives

    Authorized media may be shared with vendors, contractors, media organizations, event partners, or other service providers when reasonably necessary to produce, publish, distribute, promote, document, or archive Miss Phelan Pageant or Phelan Chamber of Commerce activities.

  • 5. Editing & Production

  • Authorized media may be edited, cropped, resized, formatted, captioned, combined with other images, video, audio, graphics, music, text, or other content, and otherwise prepared for publication, promotion, documentation, or archival use.

    The participant’s name, title, division, pageant year, statements, or other relevant identifying information may be included when appropriate.

    The Phelan Chamber of Commerce and Miss Phelan Pageant may make reasonable production and editorial changes necessary for format, length, clarity, appearance, accessibility, or distribution.

    Authorized media will not knowingly be altered or used in a false, misleading, defamatory, or materially deceptive manner.

  • 6. No compensation

  • The participant understands that authorized media may be used without payment, royalties, residuals, or other compensation.

    Participation in the Miss Phelan Pageant, receipt of a title, award, scholarship, recognition, or other program benefit does not create a right to payment for the use of authorized media.

    The participant waives any claim to compensation arising solely from the authorized use of media under this Authorization.

  • 7. Third-party media & public events

  • The participant understands that Miss Phelan Pageant activities and official appearances may take place in public settings where photographs, video, audio recordings, livestreams, or other media may be created by members of the public, news organizations, event organizers, sponsors, or other third parties.

    The Phelan Chamber of Commerce and Miss Phelan Pageant cannot control or guarantee how independently created third-party media is captured, published, shared, or reused.

    When authorized media is intentionally provided by the Phelan Chamber of Commerce or Miss Phelan Pageant to a news organization, event partner, sponsor, vendor, or other third party for a program-related purpose, that sharing remains subject to the purposes described in this Authorization.

  • 8. Duration & final archival use

  • This Authorization applies to authorized media created during the participant’s involvement with the Miss Phelan Pageant, including contestant activities, competition events, titleholder activities, official appearances, and other covered program activities.

    Authorized media may continue to be used after the participant’s pageant year or titleholder term has ended for purposes permitted under this Authorization, including:

    • Historical and archival records
    • Future pageant promotion and contestant recruitment
    • Anniversary or retrospective materials
    • Recognition of past contestants and titleholders
    • Documentation of Phelan Chamber of Commerce and Miss Phelan Pageant activities

    The participant understands that media already printed, published, distributed, broadcast, livestreamed, archived, or incorporated into completed materials may remain in circulation or continue to be publicly available.

    Any request concerning future use of authorized media should be submitted in writing to the Pageant Coordinator or Phelan Chamber of Commerce. A request does not require the removal, recall, destruction, or withdrawal of media already published, distributed, archived, or incorporated into completed materials.

  • 9. Parent or legal guardian authorization for Minor participants

  • For a participant under 18, the parent or legal guardian signing this Authorization:

    • Gives permission for the minor participant to be photographed, video recorded, audio recorded, livestreamed, interviewed, and otherwise included in authorized media as described in this Authorization
    • Authorizes use of the minor participant’s name, image, voice, likeness, title, division, pageant year, statements, and other authorized media for the purposes described in this Authorization
    • Understands that authorized media may be used in print, digital, social media, advertising, promotional, news, archival, and other formats described in this Authorization
    • Understands that public events may also be photographed or recorded by independent third parties beyond the control of the Phelan Chamber of Commerce or Miss Phelan Pageant

    I authorize the use of the participant’s name, image, voice, likeness, photographs, video recordings, audio recordings, interviews, statements, and other authorized media as described in this Authorization.

    I understand that authorized media may be edited, published, distributed, displayed, promoted, advertised, archived, and otherwise used through the platforms, formats, and purposes described in this Authorization.

    I understand that authorized media may be used without payment, royalties, residuals, or other compensation.

    I understand that media already published, distributed, broadcast, livestreamed, archived, or incorporated into completed materials may remain in circulation or continue to be publicly available.
