  • To request a construction meter, please review and complete this application and memorandum of understanding.   All fields are required.  Once completed you can submit this form electronically by using the submit button at the bottom of the form, or you can print the form, fill it out and email a copy of your completed form to SID@myUtilityDirect.com.   For questions related to Construction Meters please feel free to contact our customer service center at 1.877.794.7721 Monday-Friday from 9:00 am to 4 pm. 

    Please read below for important instructions on requesting a construction meter from SID. 

    • After submitting your application an account will be created for you. 
    • You will receive a email response sent to the address indicated in your application.   
    • This reply will provide you with your customer account number, the payment amount due.
    • You must pay for your install and deposit amounts BEFORE the meter is released. 
    • Payment can be made online at SID.myUtilityDirect.com or by contacting our call center at 1-877-794-7721 Mon-Fri, 9:00 AM - 4:00 PM ET


    The information in the chart below shows the meter types and associated start-up and monthly fees based on our current rate schedule.   Your monthly flat fee and usage fees will always bill based on the most current publshed rate schedule.

  • Your signature, as an authorized signer for the named Contractor confirms that you agree to the following:

    • You are requesting the use of a construction water meter.
    • Water use within the confines of the City of Westlake must be approved by Seminole Improvement District (SID).
    • Pressurized water must pass through a meter attached directly to an approved backflow prevention device.
    • Water passing through construction meters is not for human consumption.
    • Construction meter water may only be used for non-potable applications such as temporary irrigation, plumbing testing, toliet and wash water and other non-consumption uses.

    The contractor or user shall post signs at all water outlets served with construction meter water that read, “Non-Potable Water – DO NOT DRINK”.

    Customers are responsible for the maintenance and security of construction meters. Customers will forfeit entire deposits for missing meters. A prorated amount for a damaged meter will be assessed by SID. The meter may be chained, locked and sealed for identification. The chain and seal must remain intact. Removal will result in a tampering fee being assessed to the account.


    SID will install construction meters at specific locations and customers will be billed for all appropriate fees and charges. Construction meters may only be moved by SID personnel.
