The Health Information Technology (HIT) SMEs will provide consultation to Urban Indian Organizations (UIOs) to support training and troubleshooting with Electronic Health Record (EHR) systems, HIT implementation, the utilization of clinical data, and meeting routine reporting responsibilities. SMEs may also assist with implementation of electronic case reporting (or eCR) - the automated generation and transmission of mandated case reports from an EHR to a public health authority.
The work of SMEs will contribute to NCUIH’s aims to provide support to member organizations on sustainable improvements in their HIT systems and data reporting processes. Members provide a spectrum of primarily outpatient services including full ambulatory services (medical, dental, behavioral health, etc.), limited ambulatory (limited hours), outreach and referral services only, and residential treatment centers.
The project period ends July 31, 2022.
This is anticipated to be a time and materials contract mechanism, unless a specified scope of work is identified and agreed upon.
No specific work is implied or guaranteed, and specific activities and deliverables will be determined based on technical assistance needs of member organizations over the course of the project. Potential SME requirements and activities may include:
- Familiar with Urban Indian Health Organizations
- Knowledgeable and experienced with HIT and electronic health systems, including:
- RPMS
- Greenway
- eClinicalWorks
- NextGen
- Knowledgeable and experienced with clinical data reporting systems, including:
- Unified Data System (UDS)
- GPRA/GPRAMA
- Contractor shall engage with NCUIH, UIOs, Association of Public Health Laboratories (APHL), Electronic Case Reporting Platform Professionals from APHL, Tribal Health Authorities and Regional Tribal Epidemiology Centers.
- Contractor/Project Output may include:
- Provide technical assistance and training to Urban Indian Health Organizations, as needs identify
- Develop or enhance electronic health systems infrastructure to support UIOs
- Collaborate with the different electronic health system platform(s) programmers and coordinate with UIOs needs.
- Supporting integration of Electronic Casee Reporting (eCR) via a shared service platform (the Association for Public Health Laboratories Informatics Messaging Service, or AIMS)
- Report to NCUIH progress on activities through reporting
- All other duties as assigned
The ideal candidate will have demonstrated expertise in health information technology and electronic case reporting in an outpatient clinic setting, is tech savvy, able to efficiently and independently multi-task across multiple professional communications and training platforms, and enjoy working virtually with a small but rapidly growing mission-driven organization.
- Demonstrated experience working with HIT for Indian Health Services, Tribal Health Systems, or Urban Indian Organizations is strongly preferred
- Familiar with AI/AN population characteristics, concerns, and health needs (IHS Structures and Practices)
- Knowledge of Non-Profit and Community Based Organization needs, roles, and responsibilities
- Appropriate Certifications and Licensures
- Experience in providing technical assistance and training, including developing curriculum based strategies to do so
- Knowledge of hosting virtual presentations on platforms such as Zoom and Teams
- Knowledge of Microsoft Office, Excel, PowerPoint, Outlook, and Teams as necessary
- Polished verbal communication skills required
- Demonstrated experience working with diverse groups of people, including American Indians and Alaska Natives is preferred
- Experience in implementing/monitoring/developing electronic case records and health information technology for a healthcare organization
