National Council Delegate Agreement & Parent/Guardian Consent
I understand my role and responsibilities as a National Council Delegate and commit to carrying out the following:
Before the National Council Session
1. Use the National Council Delegate website throughout the triennium to stay informed about the business of the Movement.
2. Study all business items on the agenda, background information, and recommendations of the National Board of Directors.
3. Study the National Council Session Workbook to be well-informed on procedures and appropriate conduct while at the National Council Session.
4. Attend briefing meetings or teleconferences conducted by the council.
5. Participate in any teleconferences or webinars for National Council Delegates conducted by GSUSA.
6. Ensure that a broad spectrum of the opinions of adult, Cadette, Senior, and Ambassador Girl Scout members from all parts of the council are solicited.
7. Be familiar with the contents of the current Blue Book of Basic Documents (2021).
8. Develop a basic understanding of parliamentary procedure and Robert’s Rules of Order Newly Revised.
9. Determine (with the council board chair and CEO) the information to be gathered at the National Council Session and the kinds of reports to be delivered to the council when they return.
During the National Council Session
1. Attend all meetings and participate in the proceedings.
2. Be fully prepared on all business items.
3. Speak and vote based on individual belief, not on behalf of or directed by another.
4. Take notes to accurately report back to the council on the actions of the National Council.
After the National Council Session
1. Report on National Council decisions―and the reasons for such decisions―during the council’s annual meeting, to the council board of directors and the council’s membership, if requested by my council’s board chair and CEO.
2. Share insights on information obtained during the National Council Session, if requested.
3. Assist the council as it prepares to participate in the next National Council Session, if requested.
4. Participate in any teleconferences and opportunities for National Council Delegates.
5. Use the National Council website throughout the triennium to stay informed about the business of the Movement.
