    American Rescue Plan Act - Emergency Assistance to

    Non-Public Schools (ARP EANS) Application

    Purpose:

    Under the American Rescue Plan Act of 2021, the Department awards grants to State Educational Agencies (SEAs) for the purpose of providing Non-Public Schools (NPS) with emergency relief funds to address the impact that Novel Coronavirus Disease 2019 (COVID-19) has had, and continues to have on Non-Public Schools (NPS) across the nation.

    Non-Public School Eligibility Criteria

    For the purposes of the EANS program, an eligible non-public school is an elementary or secondary school that:

    (1) is non-profit;

    (2) is accredited or registered as a non-profit with the Idaho Secretary of State;

    (3) was in existence prior to March 13, 2020, the date the President declared a national emergency due to Covid-19; 

    (4) did not, and will not, apply for, and recieve a loan under the Small Business Administrations Paycheck Protection Program that is made on or after December 27, 2020;

    (5) enrolls a significant percentage of low-income students (30% or more); and

    (6) is most impact by the COVID-19 Emergency.

    Please do not fill out this form if the school does not meet the above eligibility criteria.

    Important considerations:

    • The availability of the ARP-EANS funds are subject legislative action.
    • Services and assistance will not be available until after the start of the new fiscal year, July 1, 2022, if the legislature approves the spending authority.

    The application due date is Wednesday, February 16, 2022, by 5 o'clock pm MDT. 

     

  • Non-Public School Information

  • School enrollment data from 2020-2021 school year

    The SEA must prioritize services or assistance to non-public schools that enroll a significant percentage (30% or more) low-income students and are most impacted by COVID-19. Schools must have at least 30% low-income student enrolled in order to be eligible for the ARP-EANS program. Please note: you may be asked to provide documentation supporting the data provided.

  • Services and Assistance Requested

    The ARP - EANS program requires all services and assistance to the non-public schools are provided by the Idaho State Department of Education (SDE) or through contracts with the SDE. Unlike the CRSSA EANS program, schools will not be reimbursed for expenditures or purchases related to the COVID-19 emergency. A non-public school may apply to receive services or assistance from the SEA or its contractors to address educational disruptions resulting from COVID-19 for the following:

  • Please Note: To maintain control over the EANS funds, the SEA must ensure that the non-public school’s expenditures are allowable expenses under the program.  If the application is approved we will work with you to determine how to provide the services and assistance.  Note:  All services and assistance will be based on the availability of funds.

  • The Idaho State Department of Education (SDE) is required to hold title/ownership to all equipment and supplies purchased with the EANS funding.

    The State and the school shall tag all equipment and non-comsumable materials,  purchased  under this program, with a physical inventory tag indicating it is property of the state of Idaho. An annual physical inventory will be required and conducted by the State or its authorized representative.

    Once the equipment and supplies are no longer needed, or the program period ends, the SDE is required to remove them from the school. 

  • Small Business Act Loan

    Please note: Non-public schools that applied for, and received, a loan under the Small Business Act on or after December 27, 2020 are ineligible for EANS funds.

I acknowledge and agree that the failure to comply with all Assurances and Certifications in this Agreement, all relevant provisions and requirements of the Consolidated Appropriations Act, 2021, or any other applicable law or regulation may result in liability under the False Claims Act, 31 U.S.C. § 3729, et seq.; OMB Guidelines to Agencies on Governmentwide Debarment and Suspension (Nonprocurement) in 2 CFR part 180, as adopted and amended as regulations of the Department in 2 CFR part 3485; and 18 USC § 1001, as appropriate.

  • PROGRAMMATIC, FISCAL, AND REPORTING ASSURANCES

  • We agree to provide any necessary data, supporting documentation, invoices, and inventory as requested by the Idaho State Department of Education (SDE), in order to meet the requirements of this program. 

    We understand that all services or assistance provided under this program must be secular, neutral, and non-ideological. 

    Any software, applications, or curriculum used with technology devices purchased or reimbursed under this program must be secular, neutral and non-ideological. 

    Additionally, we assure that any reimbursement requests that will be submitted to the SDE have not already been paid through the PPP or ESSER Equitable Services funds.

  • A non-public school receiving services or assistance under this subsection shall use such services or assistance to address educational disruptions resulting from the qualifying emergency for (Sec. 312(a)):

     (A) supplies to sanitize, disinfect, and clean school facilities;

    (B) personal protective equipment;

    (C) improving ventilation systems, including windows or portable air purification systems to ensure healthy air in the non-public school;

    (D) training and professional development for staff on sanitation, the use of personal protective equipment, and minimizing the spread of infectious diseases;

    (E) physical barriers to facilitate social distancing;

    (F) other materials, supplies, or equipment to implement public health protocols, including guidelines and recommendations from the Centers for Disease Control and Prevention for the reopening and operation of school facilities to effectively maintain the health and safety of students, educators, and other staff during the qualifying emergency;

    (G) expanding capacity to administer coronavirus testing to effectively monitor and suppress coronavirus, to conduct surveillance and contact tracing activities, and to support other activities related to coronavirus testing for students, teachers, and staff at the non-public school;

    (H) educational technology (including hardware, software, connectivity, assistive technology, and adaptive equipment) to assist students, educators, and other staff with remote or hybrid learning; Note: any software, applications, or curriculum used with technology devices purchased or reimbursed under this program must be secular, neutral and non-ideological.

    (I) redeveloping instructional plans, including curriculum development, for remote learning, hybrid learning, or to address learning loss;

    (J) leasing of sites or spaces to ensure safe social distancing to implement public health protocols, including guidelines and recommendations from the Centers for Disease Control and Prevention;

    (K) reasonable transportation costs;

    (L) initiating and maintaining education and support services or assistance for remote learning, hybrid learning, or to address learning loss; or

    Funds provided under this section shall not be used (Sec. 312(e)):

     (A)   to provide direct or indirect financial assistance to scholarship granting organizations or related entities for elementary or secondary education; or

     (B)   to provide or support vouchers, tuition tax credit programs, education savings accounts, scholarships, scholarship programs, or tuition-assistance programs for elementary or secondary education.
