In the first half of 2021, two United Nations (UN) processes successfully concluded with the adoption of two consensus reports, which re-affirmed the framework for the responsible behaviour of states in cyberspace. The reports by the Group of Governmental Experts on Advancing responsible State behaviour in cyberspace in the context of international security 2019/2021 (GGE) and the Open-ended Working Group on Developments in the Field of ICTs in the Context of International Security 2019-2021 (OEWG) – endorsed by all UN member states – consist of the application of international law in cyberspace, and of 11 agreed norms of responsible behaviour, supported by confidence building measures and coordinated capacity building.
To mark the launch of our new multistakeholder engagement website, currently still under construction, and in an effort to build on the December 2020 and February 2021 LetsTalkCyber multistakeholder discussions, LetsTalkCyber 2021/2022 is organizing a virtual session on 3 November to discuss where we go from here: how can the multistakeholder community build on this framework, and how can we ensure that implementation of law and norms, and of capacity building measures is respected?
Moderated by Kaja Ciglic, Senior Director of Digital Diplomacy at Microsoft, our panel of experts from the multistakeholder community will include:
- Consul General of Brasil in Mumbai, H.E. Guilherme de Aguiar Patriota, former Chair of the UN Group of Governmental Experts on Advancing responsible State behaviour in cyberspace in the context of international security;
- Permanent Representative of Switzerland to the United Nations in Geneva, H.E Jürg Lauber, Former Chair of the Open-ended working group on developments in the field of information and telecommunications in the context of international security;
- Dr Camino Kavanagh, Visiting Senior Fellow, Department of War Studies at King’s College London and Senior advisor to United Nations Department of Political Affairs on Digital Risk in Armed Conflict and its Conflict Prevention/Mediation & Digital Technologies;
