Pre-boarding Instructions from the AMSA

Dear Captain,

In order to prepare with requisite documents at hand while the PSC inspection is going on please see the below list. Kindly make sure that the documents are complete, no missing pages, parts, and where required, updated to date.
The list is not exhaustive but is general guidance so we are prepared as much as possible.

Check and confirm that all trading and statutory certificates are original onboard and valid. Check all certificates for any missing endorsements – Annual /Periodical.

It would be helpful if the following documentation could be assembled together in one location for inspection.

Confirm no significant dents etc. on the shipside Port/Stbd?Hull Markings in good order?Draft Marks in order?Plimsol Marks visible and clearly painted?Confirm only one set of plimsoll marks are painted?Confirm that the Deck Line mark is painted clearly?Accommodation ladder and Safety Net correctly rigged?Secondary support, if required, correctly fitted at the foot of the gangway, to provide a safe access?

Note: In some ports, it’s a requirement if the gangway is not able to land on the Jetty then secondary support is required to be fitted to the gangway.

Are Weathertight doors and frames. Rubber Packings, compression bars, and locking arrangements checked and found in good order?Are the Door closing devices in good working condition? Masters, Chief Engineers, Chief Officers, Second Engineers or any other person with immediate responsibility for loading, discharge, and care in transit and handling of cargo require a tanker endorsement to show compliance with Reg V/1-1 and V/1-2.

Is a Rest hour software such as ISF watchkeeper/ DNV Navigator fully operational?Confirm the Last 3 months’ deviation status - no major deviations or non-compliances?Monthly Office feedback received on Rest hours deviations for the above 3 month period?Rest hour Records printed and signed to the last day of the previous month. However, the records to be updated to the present date when she berths on the software.Watch Keeping schedule to be posted at prominent places like the bridge, Engine Control room, Cargo Control Room, Officer/ Crew Mess/ Smoke rooms, Alleyways Etc.

Australian MCV is not available for all crew. (The vessel was fined 5000 AUS$.)
Crew certification NOT in compliance with MLC 2006 (e.g – Crews tenure on board beyond the Contract period).
Accommodation Flaps Seized / Hole in Funnel Body.
Accommodation / Housekeeping – Not in order. Toilet Flush not Working
Accommodation: Common Toilets Dirty.

For Hatch covers with auto cleats arrangements, check the clearance with cleats in the locked position. (Clearance should not exceed the maker’s acceptable limit as mentioned in the hatch cover operations manual).Inspect hatch cover coamings (Stays/Brackets/Stiffeners) of mid-length cargo hold for the presence of any cracks.

Annual Ballast Pump Test Requirement not carried out.
Ballast Tank Air pipe vent Head / Float condition poor, stuck, missing or damaged.
Chemical Storage unsatisfactory, no proper segregation, Incomplete MSDS.
Structural Deficiency (Cracks, etc).
Helicopter Operations (Deck Strengthening Certificate from Class or Yard / FFA Equipment & Tools for the helicopter operations).
