    Below are the terms/responsibilities each project submission must follow:
  • A. RESPONSIBILITIES:

    It is the owner’s (ultimate) and builder’s / contractor’s responsibility to request the following inspections in a timely manner.

    The following requests must be made in writing. 

    • *Site
    • Foundation (piling)/Elevation (Foundation Survey And Elevation Certificate required)
    • Closed- In (As-built Survey required)
    • *Final (Certificate of Occupancy required) 
    If less than 50% of living area and roof line is removed then the project follows remodeling/renovation guidelines.
     
     
    B.  REQUIRED DOCUMENTATION:
    The following drawings/documentation must be included in the submission:
    • Foundation construction detail (concrete and pilings)
    • Foundation Level Floor Plan must be shown with driveway.  All ground level walls must be shown.  Construction detail on walls and finish material must be shown.
    • First Floor Plan. All room dimensions, walls, stairs and decks must be shown. Total square footage of conditioned living space on first floor must be shown.
    • Second Floor Plan. All room dimensions, walls, stairs and decks must be shown. Total square footage of conditioned living space on second floor must be shown.
    • Front Elevation of the home and exterior living spaces must be shown and dimensioned.
    • Right Side Elevation of the home and exterior living spaces must be shown and dimensioned.
    • Left Side Elevation of the home and exterior living spaces must be shown and dimensioned.
    • Rear Elevation of the home and exterior living spaces must be shown and dimensioned.
    • Landscape Plan showing all proposed plantings and plant names, fences, patios, driveway/ parking areas and driveway material.
    • Registered Survey of the building lot showing deeded property lines, setback lines, river front setback and OCRM setbacks, as applicable. The foot print of the house must be shown on the survey with all portions of the structure being within the surveyed setback lines.  The condenser unit stand, electric meter base must be shown on a side of the structure other than the front elevation.  A detached condenser unit stand can be located outside the setback lines.
    • Window and Door Schedule List all measurements of exterior window and doors and their location on the elevation views.
    • Typical Wall section showing construction details & materials
    The ACC may ask for additional measurements, specifications and modifications, after review of the plans.

    C.  PROCEDURES FOR PROCESSING CONSTRUCTION PERMITS:
    (Adopted by the HIOA Board, March 14, 2015)

    To ensure that all building permit requests are handled consistently, expeditiously, and in accordance with the Declaration of Covenants and Restrictions for Harbor Island and with rules of the Architectural Control Committee (ACC), effective immediately all requests for construction permits on Harbor Island will follow these procedures:
    1. The island manager will be the sole repository for all construction permit request, documents, and decisions.
    2. An owner seeking permission to engage in construction under Article VII of the Harbor Island Covenants must submit an application and two sets of plans and specifications to the Island Manager.  The Island Manager will ensure that the applications complete before transmitting it to the ACC for its consideration.  The Island Manager will advise the requesting owner of the applicable Covenant provisions and the ACC rules and procedures.
    3. After receiving the permit request from the Island Manager, the ACC will promptly investigate and submit its decision in writing to the Island Manager for final review of compliance with the Covenants and the ACC rules.
    4. If the Island Manager finds that the ACC decision complies with the Covenants and the ACC rules, he or she shall immediately provide the ACC decision to the requesting owner.  The ACC decision will not take effect until the Island Manager so notifies the owner.  If the Island Manager believes that the ACC decision may conflict with the Covenants or the ACC rules, he or she shall immediately refer the matter to the Board for further action.  No construction may begin before the Island Manager transmits the ACC’S written approval to the requesting owner.
    5. Pursuant to Article VII, Section 2 of the Covenants, approval or denial of a construction request must be issues in writing within fifteen days of receipt of the complete application.

    E.  ATTESTATION AND AGREEMENT:
    By signing below, I have received a copy of the ACC Guidelines and Rules last revised.

    I understand that approval of plans by the ACC in no way abrogates the responsibility of the builder and owner to insure that construction adheres to all Harbor Island Owners Association covenants, by-laws, rules, regulations and restrictions.
     
    I understand that the ACC meets on the second and fourth Friday of each month at 8:30a.m., unless otherwise notified, in the Conference Room of the HIOA Office. I understand that submissions must be complete and have to be received in the HIOA Office two business days prior to be placed on the agenda.
     
    I understand that any changes to these submitted plans must be approved in writing by the ACC. Violations of this requirement will result in monetary fines and/ or removal of the construction. I understand that any changes to the originally approved plans may require an additional fifteen day period for ACC action.
     
    I understand that no materials submitted with this application will be returned.
     
    I understand that I will be notified of ACC action on this application within fifteen days of the meeting where submission took place, in writing.
     
    I understand that a signed copy of this document will be provided to both the owner and contractor.
  • I understand that new home construction on residential building areas (lots) shall be used exclusively for single familyresidential purposes expected those areas designated on the Master Plan as being for commercial or businesspurposes.

  • I understand this project must meet the requirements of the currently published Architectural Control Committee.

  • I confirm this project meets the requirements, if any, of the HIOA By-Laws.
