    NOTICE TO AGENT IS NOTICE TO PRINCIPAL AND NOTICE TO PRINCIPAL IS NOTICE TO AGENT

    I, [Name is entered from line above, upon submission of form] , one of the people (as seen in the Pennsylvania Constitution Declaration of Rights Article 1, Section 1) bring express notice to you being a trustee and servant of the People, instruct that you must provide due care and remember your oath which binds you. I, one of the people, make the following statements, claims and demands.

    Pennsylvania Constitution Article 1, Section 20. Right of Petition -- The citizens have a right in a peaceable manner to assemble together for their common good, and to apply to those invested with the powers of government for redress of grievances or other proper purposes, by petition, address or remonstrance. [Emphasis by highlight added]

         As an elected state official, a trustee and servant, receiving taxpayer dollars, you have sworn to uphold the Constitution of the United States, the Constitution of Commonwealth of Pennsylvania as well as state laws. You swore to bear true faith and allegiance to the same and defend them against all enemies, foreign and domestic, and that you would faithfully, and impartially discharge the duties of your office to the best of your ability, so help you God. The main role of the governor is to protect and serve the people.

    Pennsylvania Constitution Article VI, Section 3 - Public Officers, Oath of Office - Senators, Representatives and all judicial, State and county officers shall, before entering on the duties of their respective offices, take and subscribe the following Oath or affirmation before a person authorized to administer oaths. As follows: "I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States and the Constitution of this Commonwealth and that I will discharge the duties of my office with fidelity." [Emphasis by italic and highlight added]

         Please take notice, the people wish for you to show, in your job description or in your oath, where you were given authority to, or where you agreed to oversee, certain political entities (example -- teachers unions, various independent private entities and agencies, political sub-subdivision; receiving federal dollars paid through questionable Title 42 funds), who pressure you for their personal gain. [Emphasis added by Highlight]

    42 U.S. Code § 1983. Civil Action for Deprivation of Rights - "Every person who, under color of any statute, ordinance, regulation, custom, or usage, of any State or Territory or other person within the United States or other person within the jurisdiction thereof to the deprivation of any rights, privileges, or immunities secured by the Constitution and laws, shall be liable to the party injured in an action at law, suite in equity, or other proper proceeding for redress of grievance . . ." [Emphasis Added by Highlight]

     

    Color of Law: The appearance or semblance, without substance, of legal right. Misuse of power, possessed by virtue of state law and made possible only because wrongdoer is clothed with authority of state, is action taken under "color of law" (Black's Law Dictionary 5th Edition) [Emphasis added by Highlight]

         Please take further notice to show, in your job description or your sworn oath, where you were given the privilege to agree with outside agencies in determining the will of the people, the best health practices for the people, or any other practices that limits the rights of the people, when the people are the Trust protectors as seen below:

    Pennsylvania Constitution - Article 1, Section 2 - All power is inherent in the people, and all free governments are founded on their authority and instituted for their peace, safety, and happiness. For the advancement of these ends they have at all times, an inalienable and indefeasible right to alter, reform or abolish their government in such manner as they may they think proper. [Emphasis added by Highlight]

         The entire government was established by and for the People, not to rule over the People. The entire government, based fully on the United States and Pennsylvania Constitutions, is established as a corporation and as a trust, to handle the business of the people, never to replace or rule over the People.     Virginia Constitution Article 1, Section 3 - Government Instituted for Common Benefit - That government is, or ought to be, instituted for the common benefit, protection, and security of the people, nation, or community; of all the various modes and forms of government, that is best which is capable of producing the greatest degree of happiness and safety, and is most effectually secured against the danger of maladministration; and, whenever any government shall be found inadequate or contrary to these purposes, a majority of the community hath an indubitable, inalienable, and indefeasible right to reform, alter or abolish it in such manner as shall be judged most conducive to the public weal. [Emphasis added by Highlight]

    Texas Article 1, Section 2 - Inherent Political Power; Republican Form of Government - All political power is inherent in the people, and all free governments are founded on their authority, and instituted for their benefit. The faith of the people of Texas stands pledged to the preservation of a republican form of government, and subject to this limitation only, they have at all times the inalienable right to alter, reform or abolish their government in such manner as they may think expedient. [Emphasis added by highlight]

    United States Constitution Article IV - Section 4 - Republican Government - The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence. [Emphasis by highlight added]

    Pennsylvania Constitution Article 1 Section 26 - No Discrimination by Commonwealth - Neither the Commonwealth nor any political subdivision thereof shall deny to any person the enjoyment of any civil right, nor discriminate against any person in the exercise of any civil right. [Emphasis by highlight added]

         Therefore, We the People emphatically state that licentiousness may be construed as acting without regard to law, ethics, or the rights of others, the people who hold the trust. You, as state personnel, are subject to having your actions restricted if your actions are licentious and not consistent with protecting the People's freedoms. Any failure on your part to protect these rights is a breach of your trust indenture, granted to you by the people, and will be considered an act of maladministration and an attack on the People you serve. Such maladministration and attack may result in censure, fines and termination of service to the People.

    Alaska Article 1 Section 22 - Right to Privacy - The right of the people to privacy is recognized and shall not be infringed. The legislature shall implement this section. [Emphasis added by Highlight]

    Pennsylvania Constitution Article 1 Section 3 - Religious Freedom - All men have a natural and indefeasible right to worship Almighty God according to the dictates of their own consciences; no man can of right be compelled to attend, erect or support any place of worship or to maintain any ministry against his consent; no human authority can, in any case whatever, control or interfere with the rights of conscience, and no preference shall ever be given by law to any religious establishments or modes of worship. [Emphasis by highlight added]

         Whereas the government is a trust, and you participate as a trustee of that trust given you by the People, emergency orders that limit freedoms, invade privacy, damage property in any form, are held as maladministration. This will include, but is not limited to, allowing any mandate of any form, for any purpose, to exist in any place within the State of Pennsylvania borders. This will include all businesses, corporations, entities, all school districts, or any other limiting form of restriction.

    Virginia Constitution Article 1 Section 2 - People the Source of Power - That all power is vested in, and consequently derived from, the people, that magistrates are their trustees and servants, and at all times amenable to them. [Emphasis by highlight added]

    No outside agency, such as the CDC, FDA, Federal health agencies, or state health agencies may in any way, or in any form, violate the People's rights to privacy, liberty, and freedom from interference.

         Whereas, you have allowed, by lack of full positive action, school districts within the state to implement mandates of masks, invasive testing, quarantine, segregation, and continued violation of parental rights concerning what is taught, you are considered to be participating in maladministration. Parental rights related to their liberty interests, their children, have been routinely trampled and disregarded for an extended period of time. Even with the passage of legislation regarding these matters, the state's school boards, and other agencies persist in routine violation of the People's rights. You have offered some guidance concerning these egregious violations; however, it is mandatory to honor your sworn oath.

    Montana Constitution Article II Section 15 - Rights of Persons Not Adults - The rights of persons under 18 years of age shall include, but not be limited to, all the fundamental rights of this Article unless specifically precluded by laws which enhance the protection of such persons.

    "All laws which are repugnant to the Constitution are null and void." - Marbury vs. Madison, 5 US (2 Cranch) 137, 174, (1803)

         You swore to bear good faith and allegiance to the same, the People, and defend them against all enemies foreign and domestic, and that you would faithfully, and impartially discharge the duties of your office to the best of your ability, so help you God. By allowing all these violations of the People's rights over a long period of time, you are failing to uphold your oath. Any person or agency whose agenda it is to trespass into parental rights, impose medical testing, masking and procedures on children, our private liberty interests, can and will be constituted as a domestic enemy of the People.

    Pennsylvania Constitution Article VI Section 6 - Officers Liable to Impeachment - The governor and all other civil officers shall be liable to impeachment for any misbehavior in office, but judgement in such cases shall not extend further than to removal from office and disqualifications to hold any office of trust or profit under this Commonwealth. The person accused, whether convicted or acquitted, shall nevertheless be liable to indictment, trial, judgement and punishment according to law. [Emphasis by highlight added]

         Please take further notice in the case of school districts, school boards, associations, state elected school administration, the governor and acting health secretary are constituting maladministration, and therefore in violation of the Pennsylvania Constitution. Trespass of the People will be considered to have occurred if that district, board, association, or elected state administrator attempts to implement any sectarian ideology that has not met with the approval of the parents represented in that school district, county or state.

         Please take notice that the people have also reserved the right to not have arbitrary power wielded over them by actions or statements that are not laws. Any executive order, legislation, or power is created to bind an agency of government and not the people. All executive orders and powers are unconstitutional when applied against the people. Therefore, the people now demand and command you to remove the peacetime emergency powers that have been usurped by Governor Wolf of Pennsylvania, and Acting Secretary of Health, Alison Beam to cease control, coercion, and the misleading of the people. [Emphasis by highlight added]

    These orders are not judicial; you are trampling the highest law of the state by placing public executive orders and powers over the people, and their liberty interest, which are always in the private. Please note that this goes against the constitutional laws of Pennsylvania and all other states. See below to demonstrate the highest laws of states.

    "Where rights secured by the Constitution are involved, there can be no rule making or legislation which would abrogate them.' - Miranda vs. Arizona, 384 US 436 p. 491.

    Kentucky Constitution, Bills of Rights, Section 2 - Absolute and arbitrary power of the lives, liberty and property of freemen exists nowhere in a republic, not even in the largest majority. [Emphasis added by Highlight]

    Minnesota Constitution Article 1, Section 2 Rights and Privileges - No member of this state shall be disfranchised or deprived of any of the rights or privileges secured to any citizen thereof, unless the law of the land or the judgement of his peers. There shall be neither slavery nor involuntary servitude in the state otherwise than as punishment for a crime of which the party has been convicted. [Emphasis by highlight added]

    Arizona Constitution Article 2, Section 11 - Administration of Justice - Justice in all cases shall be administered openly and without unnecessary delay. [Emphasis added by Highlight]

    United States Constitution - Article IV Section 2 - The citizens of each state shall be entitled to all privileges and immunities of the citizens of the several states. [Emphasis by highlight added]

         Any further attempt to trample the people's rights after this notice will be considered a trespass with full knowledge and intent; and any man or woman who denies these claims are true must rebut them under penalty of perjury in the form of a sworn affidavit. Any man or woman who decides to suppress this notice agrees to pay $20,000,000 (20 million dollars) per infraction, and any disputes by any public officials or private actors who are bound by contract to the Pennsylvania Constitution agrees to have these matters heard before an Arbitrator of my choice and to be bound thereby. Any man or woman denying these claims are true must rebut these claims point by point within (3) days (72hrs). Failure to respond means that by acquiescence you agree that all claims are true.
