Expanding flexibility to School Improvement Grants: The proposed amendment expands access to School Improvement Grants from schools identified for Comprehensive Support and Improvement (CSI) to also include schools identified for Targeted Support and Improvement (TSI). The Department seeks feedback regarding the inclusion of schools implementing TSI plans under the grant eligibility. 

Emphasis on Operational Flexibility: After reviewing the findings from the Institute of Education Sciences report, this amendment focuses Indiana resources on grant applicants who are committed to operational flexibility and transformational practices. The Department seeks feedback regarding the change in emphasis away from traditional comprehensive instruction reform and towards transformational practices aimed at redesigning the educational experience in the image of the 21st century student.
