    FACILITY USE AND RENTAL POLICY

  • PREAMBLE

    Victoria Alliance Church ("VAC") is an unincorporated religious church, operating as a ministry of the Christian and Missionary Alliance in Canada, Canadian Pacific District, composed of members sharing certain distinct and traditional religious beliefs, and exists solely to bring glory to God. VAC is registered as a charity, it is not operated for profit, and has as a primary purpose to introduce people to Jesus and lead them to become godly, mature followers who make Jesus known among us, around us, and beyond us.

    GUIDING PRINCIPLES

    VAC facilities may not be used for any event or activity, whether free of charge or under a facility use fee, except in accordance with the following principles. The use, event or activity must not be prohibited in or

    • God's Word, the Holy Bible, either expressly or by traditional interpretation
    • The Constitution and By-Laws of VAC. In particular, the use, event or activity must bein accordance with the doctrinal statement of VAC as set out in the VAC Constitution.
    • Christian and Missionary Alliance Canadian Pacific District ("CMACPD") doctrinal statements and policies. For more information on this please follow these links:

    Where a dispute arises with respect to whether a use, event or activity is permitted by this Policy, the decision of the Board of Elders of VAC will govern. Decisions with respect to the use of VAC facilities will be made in accordance with the principles set out in this policy and the Statement of Faith of VAC.

    APPROVED FACILITY USE AND PRIORITIZATION

    The following are approved uses of the VAC facilities; listed in order of normal prioritization should there be more than one request for facility use at the same time:

    • Use of the VAC facility for its own services, ministries, and programs.
    • Use of the VAC facility for ministries that are directly associated with or affiliated ministries of VAC
    • Use of the VAC facility for the funeral of a person who is a VAC member or adherent.
    • Use of the VAC facility for the funeral of a person who is not a VAC member or adherent where the funeral has been approved by a Pastor or Board Chair.
    • Use of the VAC facility for a wedding of a VAC member or adherent.
    • Use of the VAC facility for a wedding where the wedding is being conducted by one of the VAC Pastors or others who ascribe and adhere to the doctrinal statements set out in the Guiding Principles set out above.
    • Use of the VAC facility for a wedding of a person who is not a VAC member or adherent where the wedding adheres to the definition of Biblical marriage set out in C&MA Statement on Biblical Marriage, is conducted by a Pastor who is in agreement with and adheres to the doctrinal and policy statements of VAC.
    • Use of the facility for purposes other than those set out above may be approved on an individual basis by the Board of Elders.
    • Use of the VAC facility by an associated church or organization, such as other churches within the CMACPD, where such use has been approved by the Board of Elders or Pastors;
  • GENERAL REQUIREMENTS FOR FACILITY USE

    Any person or group renting or using the VAC facilities must ensure the following:

    • That the VAC facility is cleaned and returned to its prior condition after use to a standard of cleanliness and order at least equal to the condition of the facility prior to such use;
    • That no equipment or property be removed from the VAC facility without authorization from the office;
    • That kitchen facilities only be used if the kitchen use has been approved;
      VAC audio, video or other electronic equipment is only operated by a VAC approved Technician;
    • That the presence, serving or use of alcohol, tobacco or drugs anywhere in the VAC facility is strictly prohibited;
    • That a Certificate of Liability Insurance naming “The Canadian Pacific District operating as Victoria Alliance Church” is forwarded to VAC prior to facility booking.
  • ADDENDUM for Facility Use during COVID-19 Precautions:

    Any person or group renting or using the VAC facilities must additionally agree to the following guidelines unless otherwise advised by the VAC Office:

    • Each group must appoint at least one (1) member to be trained in and responsible for implementing COVID precautions and guidelines during the use of VAC property. You will be provided with the most recent VAC COVID Policy.  
    • When COVID guidelines are relaxed, we ask that all groups continue to be mindful of other groups using the facility. To be considerate of other groups we recommend masking, particularly when moving around the building. Masking is not required for your own activities but is an expected way of showing kindness and respect to other groups.
    • In the event of new government restrictions, VAC will communicate to you any requirements. By signing this agreement, you agree to follow any future government or VAC policies regarding Covid-19 or any other pandemic situation. 

    ADDENDUM for Facility Use for Programming Including Minors

    We are partners in ensuring every minor on VAC property is safe and well cared for throughout all activities run by the renter. Any person or group renting or using the VAC facilities for programming for minors must additionally submit and adhere to a Safety and Risk Management policy. This policy must include, but is not limited to:

    • Requiring that all volunteers/staff/adults involved in programming with minors have a recent and clear criminal record check on file with the renter.
    • Requiring that all volunteers be trained in safety and risk management procedures for the protection of minors, including how to respond if a minor discloses information regarding abuse of any kind.
    • Requiring sign-in and sign-out procedures and emergency plans in the event of fire, missing minor, or other emergency event.

    If a sample policy is needed, VAC is happy to provide ours as a template. By signing this agreement the renter agrees to be responsible for the Safety and Risk Management policy as submitted to VAC and its implementation while on VAC property.

     

    APPLICATION PROCEDURE

    1. A facility use application is sent to the Applicant who then completes it and returns it to the church office.

    2. The application is then reviewed. If the information provided aligns with VAC policy, and if the dates work and there are no apparent conflicts then we proceed to step three.

    3. If the application is approved, the Applicant has five working days in which to send the damage deposit (if applicable) and certificate of insurance. The facility will not be considered "booked" until both are received.

    • Note: Certificate of Liability Insurance (Special Event) Requirements:
      • Minimum 2,000,000 Insured
      • Must name as additionally insured: "Victoria Alliance Church and Christian & Missionary Alliance – Canadian Pacific District"

    4. Once the facility is "booked" the Applicant can start to advertise and promote their event as located at VAC.
