• Rising Foundations Participating Landlord Letter of Intent

    The Rising Foundations Mitigation Fund offers landlords in Northwest Minnesota an opportunity to help reduce housing barriers for individuals and families who have experienced homelessness. The program provides added financial assurance and support during the tenant application process and may cover eligible property damages or lost rental income up to $3,000 per tenant. Participating landlords agree to consider modifying standard tenant screening criteria based on the assurance provided by the fund and work to reduce other barriers to housing access. Units must meet HUD Housing Quality Standards (HQS) or equivalent inspection standards prior to move-in. Landlords must also be willing to accept a housing subsidy, as tenant eligibility for the program requires participation in a rental assistance program. A completed W-9 is required at the time of application. This information will be maintained by the Northwest Minnesota Foundation and will only be used if an approved claim payment is issued through the fund. The program is open to landlords who own or manage rental properties in Beltrami, Clearwater, Hubbard, Kittson, Lake of the Woods, Mahnomen, Marshall, Norman, Pennington, Polk, Red Lake, and Roseau counties, including properties located within the Leech Lake Band of Ojibwe, Red Lake Nation, and White Earth Nation boundaries.
