10 Must Haves

Please join us in developing a bold but actionable set of levers for global transformational change. The Earth League, led by Co-Chairs Peter Schlosser and Johan Rockström, is committed to answering the question: “What are the non-negotiable ‘must have’ targets and ‘must do’ actions that can accelerate the necessary change to a safe, just, and habitable planet for all?” In recognition of your expertise, we invite you to contribute to this effort, initially by responding to this questionnaire by May 13. Please distribute this widely.

We propose 10 initial "must haves" below; please indicate the importance level of each topic for its ability to create transformative change.

Stop fossil fuel burning.

Protect the lands of traditional and indigenous peoples according to their knowledge systems and cultures and promote knowledge sharing, including innovation and traditional indigenous practices.
Define the location of protected areas based on standardized guidance from scientists and other conservation experts. The criteria must include species richness, functional and phylogenetic diversity, and ecosystem services to increase their effectiveness.
Allocate long-term and adequate funding to manage protected areas and ensure the stability and prosperity of surrounding communities.
Eliminate subsidies that are most harmful to biodiversity.
Integrate biodiversity values into national and local planning.
Define and negotiate a global target for biodiversity protection with evaluation metrics and accountability mechanisms (e.g., regionally flexible NDCs for achieving nature-positive + global stocktake)
Accomplish shared and transparent decision-making, rights-based approaches and fair benefit sharing in implementing nature protection measures.
Hold public and private sectors accountable regarding their commitments to protect nature.
Mobilize resources and technical and scientific cooperation to conserve and restore biodiversity and ecosystems in general.
Implement solid commitments to eliminate deforestation, degradation and unsustainable instrumental extraction and uses of resources on land and sea.
Adopt sustainable practices associated with land use and biomass production.

Secure the rule of law; end corruption (particularly as related to safety, indigenous rights, and land use).
Halt disinformation.
Institutionalize the integration of diverse knowledges (namely traditional and indigenous knowledges), and develop protected, empowered spaces for biodiversity regeneration and the ability of indigenous communities to reclaim land.

In the context of the wealthiest nations, establish much more aggressive policies in alignment with not only the best available climate science, but also in line with equity-oriented targets.
Achieve a reduction in consumption emissions to a per capita lifestyle footprint of around 2-2.5 tonnes CO2eq by 2030.
Establish policies to heavily tax luxury products and activities with a high carbon footprint.

Establish global crisis management system.
Re-articulate the role of institutions: The fundamental institutions that have been designed to safeguard our pathway to the future: are they still fit for purpose, or are we proposing new architectures?

Diversify agricultural resources and benefits-sharing of genetic variation.
Shift incentives for food producers away from quantity to quality/nutrient dense foods.
Provide access to delicious, culturally appropriate foods and invest in nutrition education.

Implement sufficient human, financial, and knowledge resources globally to develop climate-resilient and environmentally sustainable health systems.
Dramatically increase investment in climate-resilient health systems to at least 12% of all international adaptation finance
Invest in multidisciplinary centers of excellence to further understand the interdependencies, synergies, and trade-offs across the SDGs (for example, following RCP2.6 could increase food insecurity). We must invest in research and development to quantify current risks and to develop new methods, tools, and technologies to increase preparedness for a different future
Develop, deploy, monitor, and evaluate early warning systems for climate-sensitive health outcomes, such as for heatwaves, other extreme weather events, malaria, dengue fever, and other infectious diseases. These systems need to take systems-based approaches within regions (e.g. heatwaves, wildfires, and droughts) and involve stakeholders throughout.
Invest in green technologies to reduce the carbon footprint of healthcare (4-5% of all GHG emissions) and to reduce their contributions to other environmental pollutants (e.g. plastic waste associated with the COVID pandemic).
Advance quantification of the health co-benefits of mitigation policies to provide further incentives for uptake.
Ensure that health is explicitly incorporated into all policies, (a) to increase the effectiveness of policies to protect human health and well-being, (b) to avoid unintended harms, and (c) to take advantage of opportunities.

Move from millions to trillions of dollars to accelerate access to technology for just and sustainable energy transitions (including for carbon removal).
Amplify initiatives to expand access to digital technologies globally, to shrink the gap in information and communication technologies (for early warning systems, sustainable food production, education, combating corruption and disinformation, etc.).

Investment in systems and programs (with additional support for those with the greatest needs / vulnerabilities) that engage myriad stakeholders and are culturally responsive to develop adaptive capacities for navigating the threats of increasing extremes and implications.
Strengthen policies and programs in disaster risk management to prepare for further increases in the intensity and duration of extreme weather and climate events.
Develop and conduct stress tests of the capacity of healthcare systems, food production, water, infrastructure, energy, and more to build the capacity to manage extreme impacts from residual risks.
Develop contingency plans for when, for example, sea level rise, long-term drought, and other socio-ecological changes mean relocation will be required.
Develop robust research programs for high-end scenarios, to inform policy discussions and choices.
Develop collaborative intergovernmental mechanisms to manage large-scale impacts, such as the COVID pandemic.

Update the educational system, disentangling it from the neoliberal industrial history to produce thinkers/scientists who can adapt to a changing and uncertain future.
Reconceptualize the role of science, and push against neutrality and detachment as the world urgently needs [evidence-based] action.
Interrogate the current flow of capital and incentives including subsidies propping up an unsustainable food system and a global economic system that continues to exacerbate the divide between the rich and the poor (thereby devaluing essential work).
Transform knowledge gathering (toward inclusiveness of different knowledges, coproduction).
Empower local communities to take the lead (support the coming together of small-scale win-win coalitions as 'first movers' to start transformative change).
