3. Key Responsibilities

Defining Responsibilities:
It is the responsibility of a facility site manager to ensure that a first aid kit is provided and maintained.
All employees are responsible for using first aid materials in a safe and responsible manner.
The HSE Director is responsible for corresponding with the Red Cross or an equivalent to keep employee training levels current (if required).

4. Procedures
Each box must be checked to serve as proof that you received the following information!
4.1: Site Manager:
Ensure that a minimum of one employee, with a valid certificate, shall always be present to render first aid if medical assistance is not available within 3-4 minutes.
Ensure that provisions shall have been made prior to commencement of a project for prompt medical attention, including transportation, in case of serious injury.
Ensure adequate first aid supplies and equipment are easily accessible when required.
Ensure that in areas where 911 is not available, the telephone numbers of the physicians, hospitals, or ambulances to be used are conspicuously posted.

5. General Requirements
Each box must be checked to serve as proof that you received the following information!
5.1: Medical Response:
All minor first aid is to be self-rendered. Because of the risks presented by certain bloodborne pathogens, it is not allowed for an employee to tend to minor injuries of another.
In the absence of an infirmary, clinic, hospital, or physician, that is reasonably accessible in terms of time and distance to the work site, which is available for the treatment of injured employees, a person who has a valid certificate in first-aid shall be available at the work site to render first aid. A valid certificate in first-aid training must be obtained from the U.S. Bureau of Mines, the American Red Cross or equivalent training that can be verified by documentary evidence.
Employees authorized to render first aid will always observe universal precautions. (Universal Precautions means that the aid giver treats all bodily fluids as if they were contaminated).
If 911 is not available refer to the Emergency Action Plan (EAP) or Site Specific Safety Plan (SSSP) list of posted phone numbers for pre-arranged medical response providers.

5.2: Supplies and Equipment:
First aid supplies shall be easily accessible when required. Always follow the manufacturer's instructions when using the materials in the first aid kit.
All CDH Consulting first aid kits contain appropriate items determined to be adequate for the environment in which they are used. Individual contents must be sealed from the manufacturer for each type of item in the first aid kit.

5.3: On CDH Consulting owned or operated sites, the company is responsible to ensure the availability of adequate first aid supplies. First Aid kits are to be inspected:
On the first working day of each month to verify that they are fully stocked and that no expiration dates have been exceeded.
Before being sent to a job.
Replace any items that have exceeded their expiration dates or that have been depleted.

5.4: When the eyes or body of any employee may be exposed to injurious corrosive materials the following procedures must be in place:
A safety shower and/or eye wash (suitable facilities) or other suitable facilities shall be provided within the work area.
Ensure expiration dates are checked and water used in storage devices is sanitized.
An assessment of the material or materials used shall be performed to determine the type of flushing/drenching equipment required.

5.6: Transportation:
Based on the first responder’s assessment of the injuries involved, that person should decide whether the injured person requires to be taken directly to a hospital’s emergency room, occupational medicine provider or administer first aid on location.
Choices to consider include: private automobile, company vehicle, helicopter, EMS vehicles, or any other transportation that can provide safe transit to the hospital or doctor’s office to provide medical attention to the injured in the quickest manner without any additional complications or injuries to the injured employee.
Site transportation needs must be pre-planned and coordinated with the transportation provider prior to an incident requiring such service.
