Appropriate Use of Information and Communication Technology Resources User Agreement
The signature of the student (and parent/guardian in the case of a minor) is mandatory before students will be allowed access to any WQSB computer or technology- based resources. The form is required to be signed prior to the student starting at the Centre. A user agreement document will be provided upon your first day at your centre, which will need to be signed. If you are under 18 year of age, a parent or guardian will also be required to sign the technology user agreement form before you begin.

As a user of the Western Quebec School Board’s technology hardware, software, networks and internet access service, I hereby agree to comply with the WQSB Appropriate Use of Information and Communication Technology Resources Policy.

The Western Quebec School Board, Adult Education and Vocational Training is proud to publicize the accomplishments of our students and staff in newsletters, on the walls of our institutions, in our publicity, in regional papers, on our web site or our Facebook page.

The diffusion of names, student work, photos and videos cannot be done without your authorization in respect of the access of information law for Public Organization and the protection of personal information under the Quebec Civil Code. We would therefore ask that you fill in the form below.

SECTION 5

Drug and Alcohol Policy
High standards of professionalism are expected from all students and staff at Western Quebec Adult and Vocational Education Centres. Everyone should arrive at the Centre fully prepared, and in the right frame of mind to learn and facilitate learning.

A student may be suspended for up to 3 months for a first offence of the following:

1. In possession of drugs or alcohol

2. Promoting the use of, or trafficking drugs or alcohol

3. Observed or reported to be using drugs or alcohol on school property

If a student wishes to return to the Centre after a suspension for the above offences, they will be required to submit a written request for a meeting with the Centre Director. The student will also be required to meet with our Drug and Alcohol Counsellor after their return.

A student may also be asked by the Centre Director (or designate) to leave school for a period of time should they be suspected of being under the influence of drugs or alcohol. All efforts will be taken by staff and administration to confidentially assist students with dependence issues who request support.

The following is an excerpt from the Western Quebec School Board Drug and Alcohol Policy:

1. Any students registered in Adult Education found trafficking, under the influence of, or in possession of alcohol and/or illegal drugs will be immediately expelled from school.

2. The school administration will confiscate alcohol/or illegal drugs.

3. Where appropriate, the police will be notified, the student will be identified to them and the police will be given the confiscated goods.

Notwithstanding the above, this Board makes every effort to cooperate with and enlist the support of the Health & Social Services rehabilitation programs and other related community-based organizations designed specifically to address the needs of students who have a recognized drug and alcohol problem and through curriculum-based projects educates its students on the responsibility to self and society.

Furthermore, the Principals of the schools shall continue to take whatever measures they deem appropriate to keep our school alcohol and drug-free, and they shall publicize this statement of the Board’s intentions.

Safe Centre Policy-Bullying
The Val-d'Or Continuing Education Centre believes that every member of its community has the right to learn and work in a safe physical and cyber environment.

The Centre follows the Quebec Ministry of Education guidelines that promote safe learning environments for students.

Val-d'Or Continuing Education Centre does not tolerate any behaviour that jeopardizes the psychological, social, or physical well-being of members of its community.

Inappropriate behaviour, including online, is defined as any repeated direct or indirect adverse behaviour, comment, act, or gesture, whether deliberate or not. This occurs when there is a power imbalance between people which causes distress and injuries, hurts, oppresses, intimidates, or ostracizes another.

Violations of the Safe Centre Policy will be addressed by the Centre administration. Any member of our community who feels their safe space has been violated has a right to and is encouraged to report the incident centre administration.

Safe Centre Policy-Guiding Principles
At Val-d'Or Continuing Education Centre, our guiding principles lead to healthy relationships, respectful behaviour, and the creation of a positive learning environment.

Safe Centre Policy-Student Rights and Responsibilities
As a Val-d'Or Continuing Education Centre (VCEC) student, I have Rights but responsibilities that accompany those rights. VCEC is a learning community committed to providing a safe and civil environment which is respectful of the rights, responsibilities, well-being, and dignity of all its members. As a member of this community students can expect to be a part of a respectful, engaging, collaborative, creative and innovative environment

VCEC Student Rights
VCEC has established policies and procedures to ensure that all members of the centre community may benefit from the promotion of its core values. The centre upholds and will take reasonable steps to ensure that students, as members of our community, are aware of their rights and responsibilities, as follows:

Every student has a right to pursue their education in an environment that is safe, secure, and conducive to learning. Students have a right not to be subjected to harassment, sexual harassment, bullying or discrimination, indignity, injury or violence.

Students have the right to free inquiry, expression, belief, political association, and assembly, provided they do not interfere with the rights of others, with the effective operation of the VCEC or violate other Centre and school board policies and procedures.

Every student has a right to due process and procedural fairness in any investigation of allegedly improper student conduct or alleged violations of policy.

Every student has a right to a protection of privacy consistent with VCEC policy and existing privacy legislation.

Students have the right to reasonable access to statements of policies, procedures, and guidelines of the VCEC.

Students have the right to form and participate in a Student Council.

VCEC Student Responsibilities
Along with rights come certain responsibilities. Academic and non-academic integrity are inherent in student responsibilities.

Students at VCEC are expected to act consistently with the values of the Centre community and to obey local, provincial, and federal laws.

Every student is responsible for abiding by all VCEC policies.
Students are responsible for exercising their freedoms with honesty, integrity, and respect for the principles of justice, equality, and human rights.

Every student is responsible for contributing to making the VCEC community safe, respectful, and inclusive. Students must refrain from conduct that threatens or endangers the health, safety, well-being, or dignity of any person.

Students are expected to be individually responsible for their actions whether acting individually or in a group. VCEC considers that students have an obligation to make legal and responsible decisions concerning their conduct and to model and convey the centre's expectations of conduct to their peers and staff members.

Every student is responsible to resolve academic and personal issues by communicating with the appropriate VCEC staff members.

Every student is responsible to keep VCEC informed of their current contact information and any change of name.

Every student is responsible to observe and obey all health and safety procedures outlined for classrooms and field trips.

Students are responsible to become familiar with course outlines, content, evaluation methods, timelines, and academic calendar.

Students are responsible for reading emails directed to their VCEC-assigned email and for responsible use of technology.

Students are responsible to be aware that they have signed a consent waver regarding the use of digital images.
