• Sidewalk Chalk Policy & Notification

    This form is for reviewing the policy for utilizing sidewalk chalk for advertising on campus and notification of your organization's intent to advertise. Chalking sidewalks to advertise events and activities on campus is permissible within the following guidelines: The Student Activities and Organizations must be notified in writing three (3) working days prior to the event (or activity) if a student, or student group, wishes to chalk an advertisement on a sidewalk at East Tennessee State University.
  • Eligible Chalking Areas

    Eligible chalking areas are those with no obstruction from trees, overhangs, or roof-lines and must be able to be washed away by rain. No chalking is permitted on walls, seating areas, trees, stairs, or any vertical structures. No chalking is permitted in the University Commons. Chalking in locations considered ceremonial or historic (i.e. the Carillon (bell tower), the veteran’s memorial, memorial fountain in Borchuck Plaza, etc.) or those mentioned above will be considered vandalism. Liquid chalk may not be used for the purpose of sidewalk chalking. If a member of the campus community complains about a defaced advertisement, Student Activities and Organizations will investigate. An effort will be made to call the group or individual who requested to chalk the sidewalks. The SAO will also consult with the Office of the Vice President for Student Life and Enrollment before making the decision to remove the chalk advertisement. Any damages resulting from chalking may result in encumbrance with the University until damages are sufficiently repaired. The SAO encourages persons chalking to be considerate and not monopolize high traffic areas allowing others the opportunity to chalk in those areas as well.   • Display Policies

    Displays must comply with TBR Policy 3:01:01:00 Organizations and Policy 3:02:00:01 General Regulations on Student Conduct. Displays must not: (a) have illegal aims and goals; (b) propose activities which would violate regulations of the Board or the institution or school, or federal or state laws and regulations, or materially and substantially disrupt the work and discipline of the institution or school; or (c) advocate incitement of imminent lawless action which is likely to produce such action. Furthermore, advertisements which an average person applying contemporary community standards would find, (1) taken as a whole, appeals to the prurient interest, (2) depicts or describes sexual conduct in a patently offensive way, and (3) taken as a whole, lacks serious literary, artistic, political or scientific value are prohibited. Such advertisements may be cleaned off, and may result in loss of chalking privileges or possible campus judicial action.
