  • What is McKinney-Vento?
    The McKinney-Vento Homeless Assistance Act is the primary federal (U.S) law dealing with the education of children and youth in homeless situations. The McKinney-Vento Act protects the right of homeless children and youth to get to, stay in, and be successful in school while they or their families are homeless. The law focuses on maintaining school stability and school access and providing support for academic success for homeless kids. The law also requires schools and states to use child-centered, best-interest decision making when working with homeless children and their families to choose a homeless child's school, services, and other needed resources.


    Who are homeless children and youth?
    The McKinney-Vento Act's definition who qualifies as a homeless child or youth is quite broad: "Children and youth who lack a fixed, regular, and adequate nighttime residence," including, but not limited to:
    • Abandoned in hospitals.
    • Awaiting foster care placement.
    • Living in a public or private place not designed for humans to live.
    • Living in cars, parks, abandoned buildings, bus or train stations, etc.
    • Migratory children living in the above circumstances.
    • Sharing the housing of others due to loss of housing, economic hardship, or similar reason ("doubled up").
    • Living in motels, hotels, trailer parks, camping grounds due to lack of adequate alternative accommodations.
    • Living in emergency or transitional shelters.


    What educational rights does McKinney-Vento guarantee for homeless children and youth?
    • A broad mandate for all school districts to remove barriers to school enrollment and retention by revising policies and practices.
    • Students can remain in their school of origin ("school of origin" means the school a child attended when permanently housed or in which he/she was last enrolled).
    • Students must receive transportation to their school of origin.
    • Students have a right to immediate enrollment, even if they don't have all of their paperwork - for example, medical/health records, proof of residency, former school records, immunization records.
    • Students have a right to access to all of the school's programs and services on the same basis as all other students, including special education, migrant education, vocational education, school nutrition programs (school breakfast and lunch), and extracurricular activities.
    • Students and their families have access to a dispute resolution process through the Ohio Department of Education when they disagree with a school about how the McKinney-Vento Act applies in their situation.


    Why do homeless children and youth need a federal law to protect their right to an education?
    Homeless children and youth face lots of barriers in trying to enroll, remain, and be successful in school, including:
    o Enrollment requirements (school records, health records, proof of residence and guardianship).
    o High mobility resulting in a lack of school stability and educational continuity.
    o Lack of transportation.
    o Lack of school supplies, clothing, etc.
    o Poor health, fatigue, hunger, anxiety/trauma.
    o Invisibility (lack of awareness).
    o Prejudice and misunderstanding.
    o For unaccompanied youth (youth who do not live with their parents or a guardian): lack of adult guardian; need for employment; credit accrual policies; concerns of capture by authorities.


    Is there an age limit on who is eligible for McKinney-Vento services?
    No, the law does not specify an age range. McKinney-Vento applies to all school-aged children and youth.

  • Acceptable Use Rules

    1.       The Chromebook is an educational tool and should be used in that capacity only.

    2.       The student is responsible for the Chromebook at all times.

    3.       The Chromebook should not be used to – COPY, DOWNLOAD, UPLOAD, or SHARE COPYRIGHTED MATERIALS without legal permission. This includes reproduction of music files (CDs) and software applications.

    4.       The student is the only authorized user of your assigned Chromebook. Never share or swap Chromebooks with another student. Keep your password CONFIDENTIAL.

    5.        Do not EAT or DRINK near your Chromebook.

    6.       Avoid touching the screen. When cleaning is necessary, use a soft cloth.

    7.       Do not mark the Chromebook in any way with markers, stickers, etc.

    8.       Do not remove labels or asset tags.

    9.       Do not insert foreign objects into openings of the Chromebook.

    Internet Use Rules

    1.       Students agree to adhere to the Thomasville City Schools Internet use policy signed by each student.

    2.       The Chromebook issued to you is Thomasville City Schools property and all content (software, email, Internet usage) will be monitored AT ALL TIMES. Content found that is related to illegal or unethical activities will be reported to the authorities.

    3.       School staff has the right at any time to spot check student Chromebooks.

    Home Use Rules

    1.       Students are responsible for the care of their Chromebooks.

    2.       Do not leave Chromebooks in vehicles. Computers cannot tolerate extremes in temperature.

    3.       Chromebooks must be recharged before returning to school.

    4.       If a Chromebook is stolen, the police and the school office must be notified immediately in order for the Chromebook to be traced and disabled.

    5.       If a Chromebook is lost, the school office must be notified as soon as possible.

    6.       Parents are responsible for the replacement cost of lost Chromebooks, power cords or damage incurred.

  • Thomasville City Schools Home WiFi Hotspot Loaner Agreement

  • To ensure that our students can fully participate in our 1:1 device program both within school and at home, the district will consider providing an Internet access device to households that have demonstrated a need for such a device. Known as wireless hotspots, these devices are provided on loan to the household. They should be used primarily to provide the student(s) in the household with the ability to access on-line curriculum materials and information relevant to their education.

    Wireless Hotspot Care

    - Only labels or stickers approved and placed onto the hotspot by Thomasville City Schools staff are acceptable.

    - Do NOT attempt to try to repair the internal workings of a wireless hotspot yourself.

    - If the wi-fi hotspot is not working, please return the device to the Thomasville City Schools board office so that any issues can be resolved.

    Turn In

    Wireless hotspots and accessories must be returned at the end of each school year at a date and time determined by the Thomasville City Schools. Students who graduate early, transfer, withdraw, or are expelled will return the device and accessories at the time of withdrawal. Failure to return the property in a timely fashion may result in the involvement of law enforcement.

    In instances where the student has put his/her own safety or the safety of others at risk (i.e. sexting or bullying), wireless hotspot privileges will be revoked immediately.

    I (parent/guardian) have read the Thomasville City Schools Home WiFi Hotspot Loaner Agreement. I understand the technology is provided for educational purposes in keeping with the academic goals of Thomasville City Schools.

    - I agree to return the device as stated above in the “Turn In” Section.
