A Homeless Management Information System (HMIS) is a local information technology system used to collect client-level data and data on the provision of housing and services to homeless individuals and families and persons at risk of homelessness. Each Continuum of Care (CoC) is responsible for selecting an HMIS software solution that complies with HUD's data collection, management, and reporting standards. The Kansas Balance of State CoC's HMIS is currently Clarity Human Services, by BitFocus.
Kansas Housing Resource Corporation (KHRC) is the HMIS Lead Agency as defined by HUD and chosen by the KS BOS COC. The Kansas Statewide Homeless Coalition (KSHC) is under contract with KHRC to provide HMIS system administration services.
The purpose of this HMIS User License Agreement is to ensure proper use of HMIS licenses issued to HMIS users at Covered Homeless Organizations (CHOs). The steps required for acquiring, maintaining, and terminating HMIS licenses are listed below.
