RULES AND REGULATIONS FOR THE OPERATION OF MOTOR VEHICLES ON THE BEACH STRAND
- All drivers operate their vehicles on the beach strand at their own risk. The Town of Topsail Beach assumes no responsibility for the actions of the drivers of these vehicles.
- All vehicles issued a permit by the Town must be factory manufactured four-wheel drive vehicles and they must have a current valid license and registration. Modified utility vehicles ("MUTV") as described in N.C.G.S. 20-4.01 (27) regardless of whether the MUTV is registered or licensed in any state shall not be allowed on the beach strand. All operators of the vehicle shall possess a valid motor vehicle driver's license and fishing license. The Town reserves the right to deny vehicles.
- The only Town sanctioned beach access area is at the intersection of Drum Avenue and Ocean Boulevard. All other vehicle access areas are illegal and shall not be used as access to the beach strand.
- No vehicles are allowed north of Drum Avenue. The beach strand is closed to vehicular traffic north of the vehicle access.
- Vehicles must proceed to, and park south of, the posted marker located on the beach. No parking is allowed north of the designated marker. This marker is located 1/2 mile south of the Drum Avenue access.
- Vehicles on the beach strand must be engaged in fishing activity and be equipped with appropriate fishing tackle.
- The operation of the vehicles on the sand dunes or any closer than ten (10) feet to the front of the toe of the dune is prohibited.
- Maximum speed limit on the beach strand is 15 miles per hour.
- Pedestrians, swimmers, and sunbathers shall have the right of way at all times.
- Beach permits must be displayed in the lower right hand comer of the windshield on the passenger side of the vehicle.
- The beach strand area open for vehicle access as specified by these regulations shall be accessible from October 1st through 12:00 midnight January 15th of the following year.
- Use extreme caution while driving on the beach. There may be turtle nests that have not yet hatched. Nests are clearly marked and are usually located near the base of the dunes.
*These rules and regulations will be strictly enforced. Permits may be revoked, without refund, if rules and regulations are violated. Permits are non-transferable and non-refundable.
The Town of Topsail Beach reserves the right to close vehicle access to the beach at any time.
