    This form is a controlled document, managed by the NZHGPA delegation.

    Information provided will be held in confidence and used by the Operations Team for improving safety and operational procedures within the NZHGPA 149 Certification. 

  • PURPOSE


    This questionnaire is a self-assessment tool for the head or sole Instructors/Coaches; to help identify strengths and any weaknesses for improvement to both your legal aviation obligations and the safety of your students. This Internal Audit Tool will have a three year cycle for lodging with the NZHGPA Auditor (recommend internal review annually or after a safety event), and form part of any future on-site instructor audit. 


    Ultimately, the audit is about demonstrating compliance with the OPM, and improving safety of those instructed/coached under your care, in an environment that is known to have an inherent risk. Lodging of the internal audit is a compulsory requirement to remain listed and endorsed by the NZHGPA on the association website list of Instructors/Coaches and the flying school webpage. 


    By completing and lodging this audit with the NZHGPA, you will be able to outwardly demonstrate that a review has been undertaken to ensure you, as an instructor, remain up to date with the Civil Aviation Act 1990, and with various Civil Aviation Rule Part 1, 12, 19, 61, 91, 106 requirements that allow you to instruct, under the privileges granted by the NZHGPA Part 149 certificate, that consolidates those rule parts into the NZHGPA Operations Procedure Manual; https://nzhgpa.org.nz/operational-procedures-and-forms/.   

    Completion of the self-assessment audit will be compulsory in order to operate as an instructor in New Zealand and will form the basis for future physical audits, which are expected to roll out from mid-2025 onwards. On passing the physical audit, you will be issued with a three year NZHGPA Quality Seal of Approval Certificate. This will provide confidence that you are an approved NZHGPA training provider who has met the quality assurance requirements of the CAA through the NZHGPA 149 Quality Management System.

    If you generate income from instructing or coaching, you are considered to be a Person Conducting a Business or Undertaking (PCBU), and there are additional duty of care obligations, under the the Health and Safety at Work  Act 2015, which are outside the responsibilities of the NZHGPA.
