• What is the Minor Repair + Rehab Program?

  • The Minor Repair and Rehabilitation Program for the City of Balch Springs is designed to prevent the decline and deterioration of single-family occupied structures. The program targets low-to-moderate-income eligible homeowners who must occupy a residence. 

     Improvements will be made to protect the health, safety, and welfare of occupants and identify substandard housing conditions that could impact the home's livability. Housing rehabilitation funds shall be used for repairs necessary to bring the structure to basic living condition, for structural repairs that correct health/safety and code violations. Rehabilitation projects may eliminate architectural barriers for physically disabled individuals. 

    Cosmetic improvements, remodeling, swimming pools, spas, and new fence construction are not allowed.

    The application process includes the submission of ALL required documents to determine eligibility for the program. Assistance is offered on a first-come-first-serve basis. Upon approval, a review process is conducted which includes a home inspection and pre-and-post-construction photos. A bid process and selection of a licensed contractor to perform the work will be completed by the Neighborhood Services Department.

    • THE APPLICANT(S) CERTIFIES THAT ALL INFORMATION IN THIS APPLICATION IS GIVEN FOR THE PURPOSE OF OBTAINING MINOR REPAIR AND REHABILITATION ASSISTANCE FROM THE CITY OF BALCH SPRINGS NEIGHBORHOOD SERVICES DEPARTMENT AND IS TRUE AND COMPLETE TO THE BEST OF THE APPLICANT'S KNOWLEDGE AND BELIEF. ANY MISSTATEMENT OR FALSIFICATION OF INFORMATION SHALL BE GROUNDS FOR REVOCATION OR TERMINATION OF ASSISTANCE. APPLICANT UNDERSTANDS THAT THIS APPLICATION DOES NOT GUARNTEE THAT ANY REQUEST FOR ASSISTANCE WILL BE GRANTED.

       

      Title 18, Section 1001 of the U.S. code states that any person who knowingly and willingly makes or uses a document or writing contating any false, fictitious, or fraundulent statements in any matter within jurisdiction or any department or agency of the United States, shall be fined not more than 10,000 or imprisoned for not more than five years, or both.

    • Note: Assistance is contigent on available funding and a first come first serve basis. At times applicants may be placed on a wait list until funding is available. The extent of damage or deterioration may exceed qualifications as a minor repair. Repairs can be considered on a case by case basis by the Neighborhood Services Department. Applicants may be referred to other housing repair agencies located in the greater Dallas area, if needed repairs exceed program parameters, do not qualify as or go beyond the determination of a minor repair. 

  • I, hereby authorize the City of Balch Springs Neighborhood Services Department or its designated agents to obtain and receive all records and information pertaining to eligibility for the Minor Repair and Rehabilitation Program, including employment, income credit, residency, and banking information from all persons, companies, or firms holding or having access to such information. This authorization hereby given the City of Balch Springs Neighborhood Services Department the right to request all information that we and or could obtain from any persons, company, or firm on any matter referenced above. I (WE) agree to have no claim for defamation, violation of privacy, or otherwise against any person or firm or corporation by reason of any statement or information released by them to the City of Balch Springs Neighborhood Services Department for purposes of the program. The term of this authorization shall commence on the date of signature and be in force for a period of six (6) months.

  • To Whom It May Concern:


    I,       authorize The City of Balch Springs, Neighborhood Services to use the photographs of my home                 for the intent of promoting its Minor Repair and Rehabilitation Program. This includes, but is not limited to outreach programs, public hearings, newspaper articles, brochures, and the city website or news stations.

  • After receiving housing repair assistance through the City of Balch Springs Minor Repair and Rehabilitation Program, you consent to and authorize the City of Balch Springs to display a program sign on your property for a minimum of (60) days, for the intent of promoting its Minor Repair and Rehabilitation Program. This includes, but is not limited to outreach programs, public hearings, newspaper articles, city websites, social media outlets, or news stations. 

  • You also confirm that you will waive all claims arising from such use for any additional compensation, damages, and invasion of privacy.
