The Minor Repair and Rehabilitation Program for the City of Balch Springs is designed to prevent the decline and deterioration of single-family occupied structures. The program targets low-to-moderate-income eligible homeowners who must occupy a residence.
Improvements will be made to protect the health, safety, and welfare of occupants and identify substandard housing conditions that could impact the home's livability. Housing rehabilitation funds shall be used for repairs necessary to bring the structure to basic living condition, for structural repairs that correct health/safety and code violations. Rehabilitation projects may eliminate architectural barriers for physically disabled individuals.
Cosmetic improvements, remodeling, swimming pools, spas, and new fence construction are not allowed.
The application process includes the submission of ALL required documents to determine eligibility for the program. Assistance is offered on a first-come-first-serve basis. Upon approval, a review process is conducted which includes a home inspection and pre-and-post-construction photos. A bid process and selection of a licensed contractor to perform the work will be completed by the Neighborhood Services Department.
