• Community Oversight Board Civilian Complaint Process Survey

The Community Oversight Board (COB) works with the State College Borough to collect and process community concerns regarding the State College Police Department (SCPD).  The COB is required by Borough Ordinance to create a Civilian Complaint Process (CCP) that serves as another resource for our community to channel complaints against the State College Police Department (SCPD). We want our community to feel safe, confident, and heard if they want to file a complaint against the SCPD. Please note that you can also file a complaint directly with the SCPD.   Before finalizing our new civilian complaint process, the COB would like to receive input from members of the State College community on it.  We have created this survey as one means by which you can provide us with any comments, concerns, or suggestions that you may have after reviewing the draft of the CCP.
  • Please first review the draft of the CCP and its related forms

They can be found at this website: https://www.statecollegepa.us/745/Community-Oversight-Board
  • After reviewing the draft CCP, please take the below survey.

  • 1. After reviewing the Civilian Complaint Process document, I have suggestions or concerns.
  • 2. After reviewing the complaint form, I understand how to file a Civilian Complaint
  • 3. I understand the role the Community Oversight Board has in the complaint process
  • 4. I understand that the Civilian Complaint Process is different from filing with the State College Police Department
  • 5. I believe that the Community Oversight Board is a resource that is available to me
  • 6. I believe my safety and privacy will be primary considerations in processing my complaint.
