The Houston Minority Supplier Development Council (HMSDC) is pleased to continue offering the Re-Certification Assistance Program (RAP) in 2025 — designed to support Minority Business Enterprises (MBEs) that have experienced economic hardship and need assistance to remain certified and connected to critical matchmaking and business development opportunities.

To qualify, your business:
- Must be currently certified for HMSDC and applying for recertification. (Cannot have lapsed your certification)
- Must have revenues under $10 Million (Class II).
- Demonstrate economic hardship (e.g., revenue loss, cash flow issues, or operating challenges within the past 12–18 months)
- Must have started a recertification application and uploaded the required documentation. (the application should be in "Draft" status. if awarded, a staff member will submit the recertification application on your behalf) Click Here for Application portal
* Each request will be reviewed, and the amount will be determined on funds available and a case-by-case basis.
