Contest Rules and Procedures
The Competitive Safety Contest is open to all for-hire tank truck carrier members and tank truck private fleet members of NTTC and in good standing with the association. Carriers and private fleets compete in floating mileage class categories of relative size. The Competitive Safety Contest portion is conducted in two rounds to determine the safest tank truck for-hire carrier or tank truck private fleet. In round one, three awards (Grand, Honor, and Merit) will recognize each for-hire carrier and private fleet in their respective mileage class. Round two will determine the North American Champion in two divisions; the Harvison Division (over 15 million miles), and the Sutherland Division (under 15 million miles). Private fleets will compete in their unique division. Each division will have five mileage classes that are evenly distributed based on the number of participating companies.
COMPETITIVE SAFETY CONTEST - ROUND ONE
The first stage will be judged on Recordable Accident Frequency based on recordable accidents per million miles (as listed in the FMCSA register). All carriers and private fleets with subsidiaries must account for all current tank truck subsidiaries and submit the total aggregate as one entity safety data in the data fields below. For-hire carriers and private fleets companies with the lowest accident frequency in their mileage class will be named Grand Award winners and move onto round two, post an external audit to verify the Recordable Accident Frequency.
COMPETITIVE SAFETY CONTEST - ROUND TWO
All for-hire carriers and private fleets who received Grand Awards compete for the North American Safety Champion. Round two focuses on eight areas within the carrier or private fleet’s organization:
Section 1: Driver Qualification (Weighting X 2)
Section 2: Driver Training (Weighting X 5)
Section 3: Driver Management (Weighting X 5)
Section 4: Worker Safety Program (Weighting X 5)
Section 5: Accident/Incident Response (Weighting X 3)
Section 6: Safety and Training Organization (Weighting X 4)
Section 7: Vehicle & Tank Inspection (Weighting X 4)
Section 8: Vehicle & Tank Maintenance (Weighting X 4)
Section 9: Industry Engagement (no additional weighting)
Section 10: Performance (adjusted DOT frequency) (no additional weighting)
Each section (excluding Section 9) has maximum awarded points of 10, multiplied by the weighting listed for each section above. The maximum score earned is 372 points.
In the instance that a tie would occur in either division, the tie breaker will be the for-hire carrier or private fleet with the lowest Recordable Accident Frequency based on recordable accidents per million miles (as listed in the FMCSA register).
The entire form must be completed to be considered for the NTTC North American Safety Champion.
PERSONNEL SAFETY CONTEST
The Personnel Safety Contest is open to all for-hire tank truck carrier and tank truck private fleet members of NTTC in good standing. Carriers and private fleets compete in mileage class categories of relative size. The Personnel Safety Contest recognizes those for-hire carriers and private fleets with the best Incident Frequency Rate. Three awards (Grand, Honor, and Merit) will recognize each for-hire carrier and private fleet in their respective mileage class. The ten mileage classes will be the same as in the Competitive Safety Contest, evenly distributed based on the number of participating companies.
JUDGING
The Competitive Safety Contest to determine the for-hire carrier or private fleet North American Safety Champions is judged by external resources from transportation industry organizations, government agencies, and U.S. based law enforcement.
All company specific information must redacted from the submitted contest form. Unredacted information submitted for this contest (inclusion of company logos, images, promotional material, names, e-mail addresses, contact information, and any other identifiable information) cannot be accepted. Carriers and private fleets must provide supporting documentation upon request.
AWARDS
All 2022 Competitive Safety Contest Grand Award winners will receive awards and be recognized at NTTC’s Annual Conference & Exhibits in Boston, May 2022 during the Annual Safety Award banquet. The North American Safety Contest Champion (Harvison Division Winner and Sutherland Division Winner) will be announced at NTTC’s Annual Conference & Exhibits in Boston, May 2022 during the Annual Safety Award banquet.
GUIDELINES FOR COMPLETING THE FORM
PLEASE use miles as reported by your company’s Safety Management System (SMS) and/or driver electronic logging device(s). All contest participants will be asked to verify miles by independent auditors. The motor carrier will need to explain to the auditor how they got the mileage but also show if they exclude non-tanker operations from the mileage (if applicable).
REMINDER: ALL RECORDABLE ACCIDENTS, REGARDLESS OF WHETHER CHARGEABLE OR NONCHARGEABLE, MUST BE INCLUDED ON THE CONTEST FORM.
CONTEST RULES HAVE RECENTLY CHANGED. PLEASE READ THIS PRIOR TO COMPLETING THE SAFETY CONTEST FORM.
1. Please include all North American tank truck miles and all tank truck accidents in North America that meet the Department of Transportation’s definition of “accident” in 49CFR 390.5. That definition is included in this letter. (U.S.-based carriers must include all miles and accidents in Canada, and Canada-based carriers must include all miles and accidents that occur in the U.S.). Independent auditors will have discretion regarding Canadian crashes not subject to DOT definitions in the United States. Miles and accidents obtained in Mexico are not to be included. The carrier is responsible to notify the independent auditor of any FMCSA adjudicated crash received after the carrier’s Round 1 audit. Proof of the adjudicated crash is required for review by the independent auditor and must be received by the independent auditor by 5:00pm EST March 15, 2023.
2. You must include all tank truck accidents for any category of drivers, whose tank truck miles are included in your total miles, including tank truck owner-operators. All data submitted must exclusively pertain to the applicant company’s tanker operations. “Tanker Operation” means any commercial motor vehicle that is designed to transport any dry bulk, liquid or gaseous materials to include liquid and dry commodities within a liquid or pneumatic tank or tanks having an individual rated capacity of more than 119 gallons and an aggregate rated capacity of 1,000 gallons or more that is either permanently or temporarily attached to the vehicle or the chassis. A commercial motor vehicle transporting an empty storage container tank, not designed for transportation, with a rated capacity of 1,000 gallons or more that is temporarily attached to a flatbed trailer is not considered a tank vehicle.
3. DOT definition of an accident and the accident register requirements in 49 CFR 390.5, “Accident” means . . . an occurrence involving a commercial motor vehicle operating on a highway in interstate or intrastate commerce that results in:
(i) A fatality;
(ii) Bodily injury to a person who, as a result of the injury, immediately receives medical treatment away from the scene of the accident; or,
(iii) One or more motor vehicles incurring disabling damage as a result of the accident, requiring the motor vehicle(s) to be transported away from the scene by a tow truck or other motor vehicle.
(Please note: The above definition does not take into account “fault” or “chargeability.” Any accident meeting the above definition must be included on the accident register and included on the NTTC Contest form.)
4. For the personnel safety contest, an automatic formula will be applied within the contest form to determine total hours worked by different categories of workers. Please report the hours for any drivers who are included on your OSHA Form 300. If you do not report your owner/operators to OSHA, do not include those drivers’ hours.
5. For the personnel safety contest, input data regarding number of employees is based on the number of company employees as of December 31 of the year.
6. For the personnel safety contest, unredacted information submitted for this contest (inclusion of company logos, images, promotional material, names, e-mail addresses, contact information, and any other identifiable information) cannot be accepted. Carriers and private fleets must provide supporting documentation upon request.
7. Contest participation is limited to NTTC members in good standing.
8. Contest participation is limited to carriers with a Satisfactory or a non-ratable FMCSA safety rating.
