AGRICULTURAL BURN PERMIT INSTRUCTIONS AND CONDITIONS
INSTRUCTIONS
1. Read all conditions below.
2. Complete application and sign, agreeing to permit conditions.
3. Submit application and fee to the District.
4. Receive prior approval from the District for all agricultural burns.
5. Follow all conditions below in the course of burning. Failure to do so may result in permit revocation and penalties.
PERMIT CONDITIONS
1. This permit is valid only on those days which are not prohibited by the Air Resources Board pursuant to Section 41855 of the Health & Safety Code or by the Yolo-Solano Air Quality Management District (YSAQMD)
2. Acreage burn fees, burn site fees, and additional burn occurrence fees accumulated during the calendar year in which this permit was issued will be billed in December to the permit holder based on the fee schedule established in District Rule 4.2. The District fee schedule may be viewed here.
3. All agricultural burning must meet the definitions specified in District Rule 1.1, Sections 201 and 225. District rules may be viewed here. Agricultural burning includes any open burning of vegetative agricultural materials generated by agricultural operations on land used for commercial agricultural purposes. These include materials produced by an agricultural business, range improvement, or wildland vegetation management. 4. ALL BURNING MUST HAVE PRIOR APPROVAL BY YOLO-SOLANO AQMD. You may submit a request to burn on our District website: https://wwww.ysagmd.org/rules-compliance/burning/agricultural/ (preferred method), or by calling the ag burn line at (530) 757-3660 (secondary method). You must have a valid permit number and be prepared to provide the permit number, District-issued burn location number, physical burn location, waste material type, and number of acres the waste material was collected from prior to burning.
5. Conduct all agricultural burning in a manner to prevent a public nuisance and comply with the requirements specified in District Rule 2.5.
6. All field crop stubble and orchard/vineyard removals must be placed on the "ready to burn" list.
7. On days in which you have received permission to burn, you must also contact your local County Fire Control before ignition and the burning is to be conducted in accordance with the conditions specified below. Fire control numbers are: Yolo County Fire Control (530) 666-8920, Solano County Fire Control (707) )678-7080, and East Davis (530) 747-5400.
8. The District will set daily hours for allowed burns. Field stubble burns will never begin earlier than 10 a.m. and will end by 3 p.m. from September through January and 5 p.m. February through August. No burns will be allowed to start before 8 a.m. or burn past 5 p.m.
9. The permit is valid only on land owned or legally controlled by permit.
10. Material shall be arranged to facilitate efficient burning and shall be free of petroleum waste, demolition waste, construction debris, tires, rubber products, materials containing tar, metal salvage, car bodies or parts and other non- agricultural crop materials.
11. Material shall be properly managed to prevent overnight smoking/smoldering. Before requesting to burn stumps, removed trees/vineyard material, or large branches, please consult District staff to determine if conditions will promote effective smoke dispersal. If the next day is a no burn day, any fires burning from the previous day shall be extinguished.
12. The waste shall be dried as required, shall be free of visible moisture, and only ignited with approved devices. All field and range burning must be ignited by backfiring or strip firing into the wind unless otherwise approved.
13. No burning will be allowed within 3 miles of a populated area unless approved by the Air Pollution Control Officer.
14. Permit holder will be held responsible for smoke impacting populated areas.
15. This permit may be revoked or suspended for violation of any conditions, misrepresentation, or as necessary for public safety.
