Stakeholders and partners (Entities) with a demonstrated interest in polar bear conservation may request to be recognized as observers at Polar Bear Range States Biennial Meetings.
Observers may be present at all public sessions of the meeting. The Heads of Delegation [or the Chair] may call closed sessions as needed and appropriate.
Interested entities must submit a written application for an observer status to the Chairship including the following:
- Name and description of the entity applying; and
- Mission of the entity and how it relates to the work of the 1973 Agreement and polar bear management or conservation.
The Heads of Delegation will consider all observer applications. Approvals of applications will be reached via consensus of all Heads of Delegation.
All observers agree to adhere to the Code of Conduct for Observers contained in Annex A of the 1973 Agreement on the Conservation of Polar Bears Rules of Procedure for Contracting Parties (RoP).
