  • All bodies and persons to whom these Rules are applied as aforesaid shall at all times be deemed to have full knowledge of these Rules, and of their rights, duties, liabilities and obligations thereunder, and to agree to be bound by the decisions and acts of all tribunals and persons authorised by these Rules to act and give decisions.

    433 (2) The Owner or lessee (as the case may be), on entering a horse for a Race, may be required to confirm the racing colours to be carried, which shall be the registered racing colours of the horse or an Owner or lessee (as the case may be), or the Trainer, and such racing colours must be worn by the horse’s Rider, provided that at any time the Stipendiary Stewards or NZTR may direct or give permission for alternative racing colours to be worn

    321 A Trainer or Pre-Trainer must not employ or permit to work or assist in any capacity in connection with the care, control or training of any horse, a person who does not hold a Licence which authorises them to care for, control or train a horse (as applicable).

    613 (d) unless fully shod with approved plates by the plating provisions of the approved gear list determined and published by NZTR in accordance with Rule 609, provided that in exceptional circumstances a Stipendiary Steward may permit a horse to run unshod or partly shod.

    650 (1) The Trainer or any other person in charge of a horse that is to be brought to the Racecourse or is at the Racecourse to start in a Race must:
    (a) ensure that such horse is fit and properly conditioned for the Race in which it is entered; and
    (b) report to the Stipendiary Stewards as soon as possible where the occurrence takes place, condition is present, surgery is performed, or treatment is administered that may
    affect or impact on the horse’s performance in the Race:
    (i) by acceptance time, where the occurrence takes place, the condition is present, surgery is performed, or the treatment is administered before acceptance time;
    or
    (ii) as soon as practicable, where the occurrence takes place, the condition is present, surgery is performed, or the treatment is administered after acceptance time

    609 NZTR may determine and publish an approved gear list of:
    (a) the type and nature of gear which is required to be used, and which it is permissible to use, as racing gear for horses and riding gear for Riders; and
    (b) Notifiable Gear, which is to be used in accordance with Rule 616

    616 (2) A Trainer shall not start or attempt to start a horse in a Race in an item or items of Notifiable Gear unless permission has been obtained from a Stipendiary Steward before the horse is accepted or is deemed to be accepted for that Racee.

    (a) of the first date of service, such notice to be given within seven days of that service;

    652  (2) A Trainer who has completed a form under Rule 326(1) in respect of a filly or mare which is being served by a stallion in breeding season must notify a Stipendiary Steward as follows: [Amended 1 August 2014]

    (b) the outcome of a 42-day pregnancy test, within seven days of the results of that test,
    such notification to the Stipendiary Steward to include:
    (i) the outcome of the test;
    (ii) if the test is positive, the last date of service of that filly or mare;

    The Board of New Zealand Thoroughbred Racing, on 29 November 2004, considered and issued the following directive:
    When a horse is led or ridden within the confines of any racecourse or training track operated under the jurisdiction of a Club registered under the New Zealand Rules of Racing, it shall at all times, be it during trackwork, trials or raceday, have a bit in its mouth. When a horse is led it shall be by the reins or a lead that is
    attached to the bit.

    403 The Owner, lessee, or Racing Manager of a horse which has been registered under these Rules must notify NZTR as soon as practicable, but in any event before the Withdrawal Deadline for its next Race or before there is any change in the ownership or any lease is granted in respect of that horse, if such horse is gelded.

    New Zealand Thoroughbred Racing have considered and issued the following directive:
    Following any race or trial, removal of the blinkers will not be permitted in the Birdcage, and only may be removed when the horse is back in it stable or tie up area, or permission has been sought and granted by the Stipendiary Stewards.

    327 Where neither the Trainer of a horse which is to run at a Race Meeting nor an Assistant Trainer of that Trainer attends that Race Meeting, the Trainer must authorise another Trainer or Licenceholder to care for the horse at the Race Meeting and inform a Stipendiary Steward not later than one hour before the start of the Race of the identity of that person. [Amended 1 December 2013]

    At the 8 June 2009 Board meeting, the Board of New Zealand Thoroughbred Racing considered and issued the following Directive:
    Trainers who intend campaigning their horses away from their registered stable for a period of eight or more days must complete a Horse Movement Notification Form and send to NZTR prior to the date of departure.
    Additionally, for horses away from their registered stable location for more than 28 days, authority must be sought by the NZTR Board (in writing signed by the Chief Executive) for a trainer to operate more than one stable or for the horse to be transferred to another stable.

    651 (1) An attack of nasal bleeding shall be the appearance of blood at one or both nostrils, irrespective of quantity, unless in the opinion of the Stipendiary Stewards such bleeding was caused by external trauma.
    (2) If a horse suffers an attack of nasal bleeding at any time the Trainer of the horse shall report the fact of such bleeding to a Stipendiary Steward without delay and shall subsequently supply that Stipendiary Steward with any further information in relation to such attack which he may require.

  • Answer - Stand Down of two months from exercise and three months from racing or trialing

    651 (3) A horse which has, in the opinion of a Stipendiary Steward (following consultation with a Veterinarian, as applicable), suffered an attack of nasal bleeding shall not without permission of a Stipendiary Steward:
    (a) be ridden in exercise for a period of two months from the date of the attack [Amended 1 July 2021];
    (b) start in any Race or Trial for a period of three months, and then only after a satisfactory gallop of at least 1,000 metres in the presence of a Stipendiary Steward and/or a Veterinarian.
    (4) If a horse suffers more than one attack of nasal bleeding such horse shall be ineligible to start in any Race.

    651 (4) If a horse suffers more than one attack of nasal bleeding such horse shall be ineligible to start in any Race.

  • Answer - Not permitted to race or trial until gaining a veterinary certificate

    New Zealand Thoroughbred Racing issues the following directive in relation to cardiac arrhythmia, to protect the health and safety of industry participants:
    Horses that experience any form of cardiac arrhythmia in a race or trial will not be permitted to start in any race or trial until a veterinary certificate declaring the horse free of any cardiac arrhythmia following a gallop of at least 1000m has been received by NZTR with an ECG to be carried out at the veterinarian’s discretion.
    Any horse experiencing more than two repeated episodes of cardiac arrhythmia may be suspended by order of the Stipendiary Stewards for such period as they consider necessary to allow a complete diagnostic evaluation by a veterinarian to take place.

    Any horse so suspended shall not be permitted to start in any trial or race until such time as it has received a satisfactory veterinary report. And, upon receipt of such clearance will not be permitted to race until the horse has performed in a trial and passed a post trial veterinary examination to the satisfaction of Stipendiary
    Stewards.

    Any horse that continues to experience repeated episodes of cardiac arrhythmia following previous clearance from a veterinarian will be ineligible to trial or race unless otherwise determined by the Stipendiary Stewards.

    At the 6 July 2009 Board meeting, the Board of New Zealand Thoroughbred Racing considered and issued the following directive:
    Trainers must ensure that they present their horse(s) in the tie-up stalls/saddling area no later than one hour prior to the advertised starting time of the horse’s race.

    305 Not later than the 1st day of July in each year, every Licenceholder who wishes to renew their Licence for the next Racing Year must forward to NZTR an application for the renewal of their Licence in the prescribed form and with payment of the applicable fee.
