  • Dear SkillsUSA state officer candidate,

    You are about to embark on the journey of a lifetime: state officer candidacy. Being elected into a SkillsUSA Idaho state officer position is an honor and privilege afforded to only a few students each year. Please ensure that prior to submitting the application you are willing to commit to the duties and responsibilities required and understand and agree to all requirements and statements. 

    SkillsUSA Idaho state officers are an integral part of our operations, and the success of our association depends upon their involvement and leadership. Should you have additional questions pertaining to state officer candidacy, the duties and responsibilities of a state officer, or anything else, please do not hesitate to contact your advisor or our office.

  • Running for state office

  • State officer candidates should be mature and demonstrate responsibility and leadership qualities.

    Important dates and deadlines

    • All applications must be submitted by March 17, 2023 (late/lost applications will not be accepted).
    • No applications will be accepted at the conference, as application screening starts March 24, 2023.
    • All applicants must have earned their statesman pin before the conference begins or completed the Statesman Award Form.
    • Full official dress is mandatory for interviews, and a copy of your resume should be provided for all four members of the interview panel.
    • Candidates will be asked a series of questions in front of the panel of delegates.
    • Candidates must come to the Friday closing and awards ceremony in full official dress.

    Requirements for state officer candidates

    • Have at least one full year remaining in your division’s trade, industrial, or technical field.
    • Have active member status at the school where the chapter is established and enrolled.
    • Have attended a SkillsUSA Idaho BASIC Training Conference or SkillsUSA Idaho State Leadership and Skills Conference (SLSC).
    • Be available to represent the state organization at the events listed on the State Officer Events and Schedule.
    • Respect the nomination, election, and campaign policy restrictions.
    • Attend induction during the 2023 SkillsUSA Idaho SLSC if elected.

    Selection/election process

    • A screening committee will review each candidate’s credentials. The screening committee will forward all applications meeting the requirements to the nominating committee.
    • The nominating and placement committees will interview candidates on Thursday morning of SLSC. Candidates must fulfill their statesman requirements before the interview.
    • After the interview, candidates will be asked to respond to two questions on stage during the opening session. Based on those impromptu responses and the interviews, the nominating committee will provide the list of nominations to the delegation during the closing session.
    • This list of candidates will be the slate of officers for the 2023-2024 membership year. Once the delegation provides a voice vote for the slate of officers, the placement committee will collaborate and place the candidates into their respective offices, which will be announced and installed towards the end of the closing session.

    Notes

    • Each state officer or their chapter must purchase/provide the state officer with an official SkillsUSA jacket.
    • Each state officer must purchase the following uniform items: black slacks/skirt, white shirt/blouse, black shoes, and black tie. If an officer is not wearing the approved/appropriate dress, they will not be allowed to participate in the sanctioned event.

  • State officer roles and duties

  • Please read each of the State Officer roles and key duties, then list your top two preferred positions in the space provided below. Please also provide a brief explanation of why you prefer these positions. The responsibilities are similar for both secondary and postsecondary officer positions. Please note that additional positions may be appointed upon high volume of qualified state officer applicants.

    President

    • Presides over officer meetings and offers unbiased opinions and judgements
    • Is able to work with others, provide encouragement, offer information, and delegate tasks
    • Has a working knowledge about parliamentary procedure

    Vice President

    • Is well informed on officer happenings
    • Functions in the absence of the President
    • Conducts officer planning
    • Assists the parliamentarian in preparing the meetings

    Secretary

    • Sets meeting agendas
    • Uploads agendas and meeting minutes to shared drive
    • Fulfills correspondence

    Treasurer

    • Maintains communication with state staff regarding records of income and expenses
    • Provides financial updates in officer meetings
    • Delegates fundraising responsibilities with fellow officers (SLSC)

    Reporter

    • Works with state staff in maintaining social media relations
    • Writes articles for website
    • Prepares news releases regarding community and national involvement (e.g., WLTI, SLSC, NLSC, etc.)

    Parliamentarian

    • Holds authority for parliamentary procedure
    • Serves as a consultant for procedural matters
    • Possesses knowledge of parliamentary law (Robert’s Rules of Order)
    • Ensures parliamentary procedure is followed correctly in meetings and is reflected in secretary’s recorded minutes
  • State officer contract

  • As a state officer of SkillsUSA Idaho, you have the responsibility to represent all members of the organization. Your conduct must be exemplary at all times while representing the organization and on your personal time. You will have an opportunity to meet students, advisors, administrators, as well as business, industry, and labor representatives during your term of office. Your actions will set a standard for all SkillsUSA members to follow. When you sign this State Officer Contract, it should be with the understanding that your obligations are great, as are the rewards of serving your fellow members. You will also be reaffirming the ideals of SkillsUSA.

    As a state officer of SkillsUSA Idaho, I agree to the following rules and regulations:

    • Respect all public and private property at all times.
    • Conduct myself in an exemplary manner at all times, during and outside of SkillsUSA functions.
    • Respect official SkillsUSA dress by not smoking while in uniform.
    • Adhere to the dress code at all times as required.
    • Maintain a minimum GPA of 2.0. Should I fail to do this, I will consult with my SkillsUSA advisor and make a plan to correct the situation. I will show improvement by the end of the next full grading period, or my SkillsUSA advisor will send a report to the SkillsUSA Idaho Board of Directors.
    • Send my reports so they are received by the assigned date, regardless of my other activities.
    • Attend school each day it is in session, unless I am on a SkillsUSA assignment or ill. I will make up all work in the classes that I miss.
    • Accept SkillsUSA assignments when possible, and understand that I am to keep accurate records of all expenses incurred. I will submit the required forms and receipts within five days of completion of an assignment.
    • Submit my name on a membership roster and pay dues as a member for the year in which I am an officer.
    • Attend or take classes at the school where my SkillsUSA chapter is hosted.
    • Respect authority at all times.
    • Represent SkillsUSA Idaho and my state with respect.

    I will immediately forfeit my office if I am involved in any activity that is detrimental to SkillsUSA and/or my school, such as a police arrest for DUI or drug charges. I will also forfeit my office if I quit school, or become suspended or expelled before completing my program.

  • Mandatory communication requirements

  • One of the key hallmarks of a successful state officer team is maintaining thorough and consistent communications with all fellow officers, along with SkillsUSA Idaho state staff members.


    Upon elections, a state officer email address will be provided to you. This will serve as the main platform of communications among the officer team, as well as with members of the state SkillsUSA staff and board. The utmost professional means of communicating will be maintained at all times when using this email address, and any inappropriate correspondence is automatic grounds for suspension or removal from your elected officer position.

  • State officer events and schedule

  • State officers are required to attend many events. Failure to attend one or more events may result in forfeiture of the state officer position. If a state officer cannot attend any one of the events due to an extreme emergency, they will notify both the state director and SkillsUSA Manager in writing and by phone.

  • Social media code of conduct

  • While holding my SkillsUSA office, I agree to follow all the guidelines of SkillsUSA with regard to social media use. This includes, but is not limited to Facebook, Twitter, Pinterest, Tumblr, Snapchat, and Instagram.

    I understand that any content I post on social media platforms or other websites, and any messages sent or received in my officual SkillsUSA email account may be reviewed by the state advisor/director, my advisor, or their designated representative.

    I also understand that I may be requested to remove inappropriate material.

    As an elected officer of Idaho SkillsUSA, I agree to the following: 

    • I will not post any content on my social media pages that reveals myself, or anyone else participating in any illegal activity or other questionable activities.
    • I will not say anything derogatory towards a specific religious or political group.
    • I will not post any pictures or statuses that reveal inappropriate public displays of affection (PDA).
    • I will not post any content with vulgar language or references.

    In addition, officers will abide by the following guidelines of a leader:

    • Use proper grammar in every post on social media.
    • Maintain a positive and professional image.
    • Wear appropriate clothing in a modest manner.
    • Promote SkillsUSA and build excitement for members through my social media pages.
    • Support the other officers on social media with regard to SkillsUSA and personal activities.
    • Keep the other officers accountable for their actions on social media by use of private messaging and in connection with an appropriate advisor. When asked to remove a certain post, I will respect that opinion and take down the post.
    • Always be respectful on social media.

  • Conference code of conduct

  • All SkillsUSA Idaho conferences or events are educational functions, and all plans are made with that objective. It is approved as a major educational activity by the Idaho Division of Career Technical Education.

    SkillsUSA Idaho wants every person to have an enjoyable experience with maximum attention to safety and comfort. All participants will be expected to conduct themselves in a manner best representing the nation's greatest student organization.

    For everyone to receive maximum benefits from their participation, this Code of Conduct was established by the National Board of Directors of SkillsUSA and has been adopted as a policy by the SkillsUSA Idaho Board of Directors and must be followed at all times.

    Note that attendance is not mandatory. By voluntarily participating, you agree to follow the official conference rules and regulations or forfeit your personal rights to participate. SkillsUSA is proud of its students and knows that by signing this Code of Conduct, you are simply reaffirming your dedication to be the best possible representative of your state.

    1. I will, at all times, respect all public and private property, including the hotel/motel in which I am housed.
    2. I will spend each night in the room of the hotel/motel to which I am assigned.
    3. I will strictly abide by the curfew established and shall respect the rights of others by being as quiet as possible after curfew.
    4. I will not enter any hotel room other than the one to which I am assigned. I understand that I am assigned a hotel room for the sole purpose of overnight accommodation.
    5. I will not leave the hotel/motel without the express permission of my advisor or state SkillsUSA director. Should I receive permission, I will leave a written notice of where I will be.
    6. I will not use alcoholic beverages. I will not use drugs unless I have been ordered to take certain prescription medications by a licensed physician. If I am required to take medication, I will, at all times, have the orders of the physician on my person.
    7. I will not have in my possession any firearms, dangerous weapons, explosive compound, or an object that can reasonably be considered and/or used as a weapon.
    8. I will respect SkillsUSA attire and will not inhale or smoke cigarettes, e-cigarettes, vapingor any other substances while wearing clothing bearing the name or logo of SkillsUSA. This includes using these products in outdoor venues.
    9. I will not engage in bullying, which includes hazing, menacing, taunting, intimidating; the use of lewd, profane or vulgar language; verbal or physical abuse of others; or other threatening behavior toward others in person or throughacts of cyberbullying.
    10. I will not engage in any behavior that might be deemed sexual harassment which includes, but is not limited to, verbal, written or physical in nature.
    11. I will keep my advisor or state SkillsUSA director informed of my whereabouts at all times.
    12. I will, when required, wear my official identification badge that bears my name only on it and not that of another person.
    13. I will attend, and be on time for, all general sessions and activities that I am assigned to and registered for.
    14. I will adhere to the dress code at all required times.
    15. My conduct shall be exemplary at all times.

    Violations and penalties
    I agree that if, for any reason, I am in violation of any of the rules of the conference, I may be brought before the appropriate disciplinary committee for an analysis of the violation. I also agree to accept the penalty imposed on me. I understand that any penalty and reasons for it will be explained to me before it is carried out. I further realize that the severity of the penalty may increase with the severity of the violation, even to the extent of being immediately sent home at my own expense. 

    1. Violations of Items 1 through 11 of the “Code of Conduct” will be grounds for immediate removal from office and relinquishment of awards and recognition. In addition, the violator will be sent home at his or her own expense. Notification of the violation and the action taken will be sent to the participant’s state department of education and parents or guardians. The participant’s misconduct or infraction could result in the disqualifying of his or her state delegation as well.
    2. Violations of Items 12 through 14 will result in a warning and reprimand. Notification of the violation and the action taken will be sent to the participant’s state department of education and parents or guardians. Repeated violations of Items 12 through 14 may result in the participant being sent home at his/her own expense.

    Having read and understood the Code of Conduct of SkillsUSA Idaho, I hereby agree to follow the procedures and practices described. I fully understand that this is an educational activity and will, to the best of my ability, apply myself for the purpose of learning and will uphold at all times the finest qualities of a person representing SkillsUSA. It is within the spirit of being a proud and meaningful member of SkillsUSA that I agree to these rules of conduct by signing below.

  • By signing below, I hereby agree to release SkillsUSA Idaho, its representatives, agents, servants, and employees from liability for any injury to the named person resulting from any cause whatsoever occurring to the named person at any time while attending a conference or event sponsored by SkillsUSA Idaho, including travel to and from the conference/event, excepting only such injury or damage resulting from willful acts of representatives, agents, servants, and employees.

    I do voluntarily authorize the SkillsUSA Idaho office assistants and/or designees to administer and/or obtain routine or emergency diagnostic procedures and/or routine or emergency medical treatment for the named person as deemed necessary in medical judgment. Parents/guardians of the participant will allow emergency medical treatment to be administered as needed. Any further treatment will require parental/guardian consultation.

    I agree to indemnify and hold harmless SkillsUSA Idaho and/or assistants and designees for any and all claims, demands, actions, rights of action, and/or judgments by or on behalf of the named person arising from or on account of said procedures and/or treatment rendered in good faith and according to accepted medical standards.

  • I grant SkillsUSA Idaho and the Idaho Division of Career Technical Education (IDCTE) permission to photograph me, videotape me or make audio recordings of my voice, separately or in combination, and give permission to SkillsUSA Idaho and IDCTE to use these photos, videos or sound recordings without seeking further permission. I understand that my name may not appear with my photo, video or sound recording when used. Further, I relinquish to SkillsUSA all rights, title and interest in any photographs, videos or sound recordings of me and I grant SkillsUSA the exclusive right to exhibit, publish, give or transfer photographs, videotape or audio recordings to any individual, business and industry partner, publication, media outlet or governmental agency, or their assignees, without payment or other consideration to me. My agreement to participate or perform under camera, lighting and stated conditions is voluntary. I waive all personal claims, causes of action or damages against SkillsUSA Idaho, IDCTE, and their employees or volunteers arising from such a performance or appearance.
