  • Welcome to the first online open house for the Salem-Keizer Area Transportation Study (SKATS) Metropolitan Transportation Safety Action Plan (MTSAP).

    We’re developing an MTSAP to address safety concerns related to driving, walking, biking, and rolling in the Salem-Keizer area and we want to hear from you!

    We will collect feedback through this online open house through April 5. After April 5th, the open house will be available to view, but will no longer accept feedback. Participants may enter a drawing for a $25 Visa gift card. Ten participants will be randomly selected to receive a gift card. To enter the drawing, provide your contact information on the "What is Next?" page. No additional information is required.

  • What is an MTSAP?  

  • The MTSAP will recommend policies and actions to improve safety for all users and will establish goals to measure how well they work. We’ll study crash data, analyze safety issues, and talk with the public to make sure the plan reflects community concerns and experiences. The plan will help guide investments in regional roads over the next few years.

    So far, our analysis of data from 2015-2019 has shown:

    • There is an average of 3,700 crashes per year within the Salem-Keizer area. 
    • Each year, these crashes resulted in 3,000 injuries, 100 serious injuries, and 18 fatalities.
    • On average, 150 of these crashes involve a bicyclist or pedestrian, resulting in 6 fatalities and 12 serious injuries each year.

  • The MTSAP will help guide investments in regional roads over the next few years to improve everyone’s safety - no matter how they get around.

    Estimated project timeline

    • Develop draft strategies – Summer - Fall 2023
    • Share strategies and gather feedback – Winter 2023
    • Adopt plan – Spring 2024
  • What area is the MTSAP considering?

    This MTSAP will be for the Salem-Keizer area, which is overseen by the Salem-Keizer Area Transportation Study (SKATS).

    SKATS is the designated Metropolitan Planning Organization (MPO) for the Salem-Keizer area. We coordinate with local jurisdictions on regional transportation projects and distribute federal funds for projects to improve the transportation system, such as new sidewalks and bike facilities, pedestrian safety crossings, buses and transit shelters, intersection upgrades, etc.

  • Focus Areas and Survey

  • Safety focus areas describe the highest priority safety concerns in the Salem-Keizer area. These focus areas could include specific road users, behaviors, types of crashes, or locations. The final action plan will include four focus areas to guide the development of the plan, recommended improvements, and recommended actions to improve safety in our community.

  • Focus areas we are considering:

    • Safety while walking/rolling (i.e., using a wheelchair or other mobility device)
    • Safety while riding a bike
    • Safety while driving a motorcycle or other motor vehicles
    • Safety at intersections
    • People who are distracted while travelling
    • People who are under the influence of alcohol or other drugs while travelling
    • Speeding
    • Safety of aging adults 

    We want to develop a plan that reflects your concerns and how you get around in the Salem-Keizer area. Your answers to the following questions will help us identify the community’s top safety concerns, which will help us choose the final four focus areas to include in the plan.

  • What's Next?

  • Thank you so much for participating in our first online open house! We’ll use your feedback to inform the development of the draft MTSAP. Then, we’ll present the draft plan in a second online open house in Winter 2023, where you will have another opportunity to give feedback.
