• Incubation Grant Application

    Each Regional Mission Council (RMC) is charged with the local distribution of an annual budget allocation from the Pacific Southwest District Board of Directors. In coordination with the District, the local RMC will work to coordinate and evaluate the applications of Grantees. The RMC has the freedom and authority to distribute three types of funding: Innovation, Incubation, and Impact Grants. This is the 2023 Mission Grant Application form that you will use to apply for an Incubation grant for this coming year. Incubation Grants (up to $20,000) are to partner with leaders and core groups in order to provide necessary support to new mission endeavors resulting in sustained Christian community. Incubation grants are for building momentum for ongoing programs like a small group ministry, infant care for a pre-school, or beginning work to plant a new church with another culture group.  The Regional Mission Councils hope to make this process positive and productive for you. If you have any questions or concerns about the process, please contact the Regional Mission Council chairperson for your region (contact information provided later in this form).

    PLEASE READ THIS SECTION CAREFULLY. IT CONTAINS IMPORTANT INSTRUCTIONS FOR YOU AS YOU APPLY FOR A GRANT.

    The Incubation Grant is designed to provide necessary support to new mission endeavors resulting in sustained Christian community. The Regional Mission Council offers funds up to $20,000 to supplement your budget for these new mission starts. The goal of this application is for you to tell us about your plans to incubate and sustain this ministry. Keep in mind that the Regional Mission Council will want to see plans that aim at a sustained Christian community anchored in the Gospel of Jesus Christ. Ideally the new ministry is a result of a successful and innovative project to reach new people in your community. Our prayer is that a well incubated ministry will be ready for scaled growth, and thus Impact granting in the future.

    This application is ONLY for Incubation grants in the region your mission is located. If your mission has locations in multiple regions, feel free to apply in those respective regions as well. See below for contact information.

    The Regional Mission Councils have moved to a floating grant distribution model which begins November 1 and ends October 1. This means that the mission councils will meet quarterly to consider grant requests and evaluate the progress of grant recipients. Please be on time with your applications and progress reports, and willing to share stories of what God is doing in your ministry.

  • Regional Mission Council Policy: Guiding Principles

    AP1.3.8 Mission Policy

    The Pacific Southwest District has established Regional Mission Councils for the purpose of stewarding the District’s mission resources and accountability by the recipient missions. Any mission project funded, in whole or in part, by the Pacific Southwest District through a Regional Mission Council (RMC):

    AP1.3.8.1 shall not be started without RMC approval.

    AP1.3.8.2 shall not be funded without submission of a mission and business plan and full financial disclosure of all available resources.

    AP1.3.8.3 shall not ordinarily exceed seven years, with a decreasing support plan of one-third each year in years five, six and seven, and can be terminated if deemed expedient by the RMC or the Pacific Southwest District.

    AP1.3.8.4 shall not normally fund the purchase of land or buildings.

    AP1.3.8.5 District mission funding allocated by the Pacific Southwest District shall not exceed 65 percent of annual congregational giving to the District.

    AP1.3.8.6 Calls to missionaries-at-large will be issued by a congregation within the region or the Pacific Southwest Board of Directors upon the recommendation of a Regional Mission Council.

    Grant Approval Criteria

    The following are the criteria which shall govern approval of Impact mission grant requests:
    •Impact Grants shall be for ministries where the grant request demonstrates a specific need for scaling mission endeavors toward healthy, sustainable, and self-sufficient Christian community.
    •Requestors are required to engage additional funding sources.
    •Requestors are required to seek the support and partnership of local organizations, congregations and their circuit.
    •All documents, including this application and subsequent required quarterly reports must be in electronic format.

  • Important Information for Grant Recipients

    If your application for an Impact grant is approved, it is important to understand the mutual partnership and responsibilities we share in this process:

    1.Quarterly Reports are MANDATORY - The award of an Impact Grant is a sacred trust. You will receive funds that have been given toward the advance of the Kingdom mission of Christ, and those who faithfully gave these gifts are anxious to hear of their impact for the Gospel. To that end, you are obligated to fully comply with these reporting requirements as well as to fully cooperate requests for information from the Regional Mission Council.

    All quarterly reports shall be submitted electronically no later than the following dates:
    •1st Quarter report due: March 15
    •2nd Quarter report due: May 15
    •3rd Quarter report due: August 15
    •4th Quarter report due: November 15

    2.Responsibilities Related to Employees - If funds are used to hire or retain personnel (whether called church workers or lay persons) these individuals will be and remain your mission’s employees, not the District’s or Synod’s. You are responsible for procuring and maintaining all necessary insurance coverage (including, but not limited to, worker’s compensation, disability and unemployment insurance) as well as any other benefits.

    3.Grant Contingencies - Although we hope to carry out our mission pledge to you in full, please realize that the amount granted may be subject to budgetary or other exigent circumstances which may make it necessary to reduce, defer, or terminate this grant. Upon receiving your approved grant, you will acknowledge that the grant is “at will”, that the grant may reduced, deferred and/or discontinued at any time for any reason, at the Regional Mission Council’s sole discretion, and is not a promise of continued or future financial support. Additionally the grant is subject to termination and/or deferral should you fail to fulfill your reporting requirements and cooperation obligation to the District and/or to the Regional Mission Council. The recipient of the grant also agrees to provide the RMC with any information or additional reports that may be requested.
