    An international visiting licence is only granted if the applicant holds a current and active licence issued by their home-based Racing Authority that is identical in category to the licence being applied for under this application. Should the applicant's home-based licence expire, be cancelled, revoked, or become inactive for any reason, any licence issued by NZTR will cease immediately. Please refer to the NZTR Licensing Policy for full details. Upon receipt, your application will be reviewed within 10 working days.

    New Zealand Thoroughbred Racing (NZTR) requires written confirmation and approval from the Apprentice Jockey’s current employer before a temporary International Jockey Licence can be granted.

    The employer must confirm:

    Their approval of the Apprentice Jockey’s visit to New Zealand
    Their agreement to the proposed hosting and raceday representation arrangements
    To support this, NZTR has provided an option to upload a letter or email from the employer confirming the above.

  • Apprentice Jockey Raceday Representation and Temporary Accommodation

    Under the New Zealand Rules of Racing, an Apprentice Jockey must have representation on raceday. Specifically:

    On or prior to presenting themselves at the jockeys’ room, an Apprentice Jockey must notify a Stipendiary Steward whether it is their employer or a representative of their employer who will be acting as their raceday representative.

    The person notified must be present at the Racecourse from the time of notification until the Apprentice Jockey has completed their final ride or any related inquiry has concluded—whichever is later. This person is responsible for the Apprentice Jockey on raceday.

    New Zealand Thoroughbred Racing (NZTR) will formally seek the approval of the Principal Racing Authority (PRA) in the jurisdiction where the Apprentice Jockey is currently licensed, prior to processing this application.

    All earnings derived by the Apprentice during the term in New Zealand shall be paid into the NZTR Apprentice Jockey Fund Trust. Such earnings shall, subject to any fees, fines, or deductions lawfully imposed by NZTR, be disbursed at the conclusion of the loan term to the Apprentice or, alternatively, remitted directly to the original PRA trust account, as applicable.

  • The Health and Safety at Work Act 2015 (the HSW Act), which came into force on 4 April 2016, includes the concept of a “person conducting a business or undertaking” (PCBU). This includes all businesses or undertakings regardless of whether a person conducts a business alone or with others, or whether or not it is for profit or gain.

    Most Jockeys OR Trainers will be a PCBU under the HSW Act and must ensure they comply with the HSW Act. The HSW Act also contains obligations for workers, which is widely defined. Further details are available on the NZTR website: loveracing.nz/NZTR/Resources/Health-and-Safety

     By signing this form, I undertake to NZTR that:

    • I understand that I have obligations under the HSW Act and that it is my responsibility to meet those obligations;
    • I will carry out my obligations under the HSW Act;
    • I will cooperate absolutely with any health and safety investigation conducted by the Racing Integrity Board, NZTR or WorkSafe;
    • I will immediately report any incident that must be reported under the HSW Act or as directed by NZTR to the appropriate authorities;
    • I will comply with any health and safety policies at any racing or training venue.

    I acknowledge that my fitness to hold a licence depends on my compliance with these undertakings and that NZTR may cancel or suspend my licence if I breach them.

  • You will be notified of the outcome of your application by the NZTR Licensing Panel by email. If your application is approved, NZTR will send you a notification outlining the terms and conditions of your licence. An International Visitors Licence will expire 3 months after it has been issued.

     

    What if my application is denied?

    You can appeal to the NZTR Racing & Integrity Committee within 28 days of when you were notified that your application has been declined.
