    RULES, REGULATIONS, AND APPLICATION
  • POLICIES, RULES, AND REGULATIONS

    1. Hours of Operation - The Community Center is available for the use by the public on weekdays and weekends from 8:00 a.m. to 12:00 midnight. The Center is not rented on Holidays.

    2. Denial of Privileges - The Community Center privileges can be denied to any person, group, or organization because of pervious misuse, damage, or lack of cooperation. THE COMMUNITY CENTER CANNOT BE RENTED FOR

    PERSONAL PROFIT NOR FUNDS TAKEN UP AT DOOR.

    3. CENTER CANNOT BE USED FOR WAKES NOR FUNERALS.

    4. Adult Supervision - Youth functions must be attended by an approved number of adults. The Sponsoring group of all dances and large parties must coordinate with the city to assure proper police supervision. Participants must confine their activities to the facilities reserved. Youth will not be permitted to loiter in the hallways and restrooms.

    5. Special Services - Requirements for services will be determined by the City depending on the scope of the event, but could include port-a-cans (restroom facilities), additional dumpsters, police security, medical service personnel, health permit, alcoholic beverage permits, fire permits, certificate of insurance, etc. Arrangements and expenses for such additional services or requirements will be responsibility of the user or sponsor of the event.

    6. Reservations by an Adult - All reservations must be made by a person 21 or older who will be held responsible for complying with all federal, state, county, and city laws, policies, rules and regulations.

    7. Reservations must be in advance - All reservations must be made in advance

    by completion the form provided and the total amount of event. At least TWO- WEEK NOTICE is required for events and functions requiring special preparations.

    8. No Blanket Reservations - Blanket reservations, defined as more than two reservations on the books at any given time, will generally not be permitted. Reservations will not be schedule more than twelve (12) months prior to the event.

  • 9. Fees - All user fees and deposits must be made in full, according to the fee refundable with a FORTY-FIVE DAY CANCELLATION NOTICE. Following compliance with the conditions of the rental agreements, deposits are eligible to be refunded.

    10. Damage to the Facility and Cost to Repair - Staff will check the condition after the event and determine whether additional cleaning is required. Cleaning will be charged against the deposit at the rate of $25.00 plus $15.00 per hour per cleaning person after the first hour. Damages to the building and grounds must be reported to the City Hall no later than the morning of the first business day following the event. If possible, the Maintenance and Grounds personnel must be contacted at the time the damage occurs. In the event of an emergency requiring assistance of staff, call 205.652.9525.

    11. Informing Guests about Rules -It is the responsibility of the sponsor of the event to inform the group, party or guests of the Community Center rules and regulations and to insist that they be strictly adhered to.

    12. Indemnification - The used shall indemnify and save the City of Livingston, its agents, servants, and employees, from all suits, actions or claims of any character, type or description brought or made for on account of any injuries or damages received or sustained by any person or persons of property, arising out of, or occasioned by, the use of the premises, including without limitations the generality of the foregoing, including attorney fees.

    13.No Tobacco - The Center is designated as a tobacco free facility. Tobacco is therefore not permitted anywhere within the confines of the building; 

    14. Decorations - Decorations should be limited to tables and must comply with all the fire codes. Tacks, nails, and tape in any form are prohibited on woodwork, painted surfaces, and drapes. No confetti or glitter is allowed. a. All Decorations, trash, liter containers, structures, etc., must be dismantled and removed from the premises immediately following conclusion of the event. Storage space before and after the event is not available. 

    15. Not Liable for Loss - The City of Livingston is not liable for articles brought into the Community Center. 

    16. No Children in Kitchen - No Children under the age of ten years old are allowed in the kitchen area, for their own safety.

    17. Kitchen MUST be clean - The user will be held responsible for leaving the kitchen facilities in a state of cleanliness and good order.

     

  • 18. Equipment Not Available - Locked kitchen equipment is not available for public use.

    19. NO RICE THROWING - No rice, confetti, or glitter shall be thrown inside the Community Center. Birdseed can be thrown OUTSIDE the Community Center.

    20. Air Conditioning and Heating - When air conditioner or heat is on, all doors and windows must be closed.

    a. Lights - Upon conclusion of the event, the air conditioner and heater must be turned to 72.

    21. User Responsible for Cleaning after Event - Floors must be swept. Trash barrels and containers must be emptied; all spilled food must be cleaned up. All left-over food must be removed from the premises and all surfaces and equipment must be cleaned. Litter and trash generated by the event must be bagged and placed in the dumpster on-site of the facility. Trash that DOES NOT fit into the on-site dumpster must be removed from premises immediately following conclusion of event.

    22. User Responsible for Locking Building - User is responsible ensuring the building is locked and secured before leaving the premises. The premises must be vacated no later than 12:00 a.m. The key must be returned to City Hall during the next business day.

    23. Injuries and Accidents - Emergencies resulting in endangerment of life or limb or traumatic injuries should be reported by calling 911 for assistance. Accidents or injuries sustained as a results of business day following. Unsafe conditions should be reported to the City Hall for correction. Please report the use of fire extinguishers in the facility so they can be recharged.

    COMMUNITY CENTER RULES FOR SPECIAL EVENTS AND SPECIAL CONDITIONS

  • 1. Alcoholic Beverages - Alcoholic beverages shall only be served prior approval by the City Administrator under the following conditions:

    a. Alcoholic beverages shall be consumed only within the building.

    b. The sale of alcoholic beverages whether sold across a bar or provided with a meal sold to the public may require a license from the Alabama Alcoholic Beverage Commission. Such license is the responsibility of the person/group renting the facility.

  • 2. Gambling - Gambling on the premises is PROHIBITED.

    3. Use of Grounds - All guests will have access to the parking lot and grounds. Access to the grounds and the building for exclusive use will require rental of the entire facility. All trash must be removed and deposited into the dumpster. Tents and other structures erected on the grounds must be removed immediately following the event unless arrangements are made to remove them the following day. If the tents of struct conflict with activitiesof subsequent events they will not be permitted to remain in place.

    4. Set-ups are available upon request. MUST BE DONE AT LEAST 3 DAYS

    5. It is highly recommended that TWO DAYS be reserved for wedding events. If one day is used, the renters will not be able to use the day before to decorate. The key will be picked up at the Police Department the morning of the event at 8:00 a.m.

    6. Conduct of Large Events - The conduct of large events utilizing both building and grounds must restrict to the City controlled grounds, unless permission is granted by neighboring property. A sketch of both the location of tents, booths and similar structures must be submitted with the application. A copy of a scale drawing of the site can be obtained at City Hall to assist the applicant in planning the event. A police presence may be required at the event for security. There will be an additional charge for this. The type and amount of security will be determined by the Department of Public Safety upon review of the Application. Adjoining streets must not be blocked or restricted without prior application and permission from the Chief of Police. A TWO-WEEK NOTICE IS REQUIRED FOR OFFICERS.

    7. REFUNDS WILL BE ISSUED WITHIN THIRTY (30) DAYS AFTER THE

    THE FIRST DAY FEE is $600.00, AND ALL CONSECUTIVE DATES ARE $250.00. Total amount must be

    paid in full upon completion of application.

    THE COMMUNITY CENTER CANNOT BE RENTED FOR PERSON PROFIT. THE CITY OF LIVINGSTON RETAINS RIGHT OF REFUSAL TO ANY GROUP OR INDIVIDUAL.

    IF NO DAMAGE is DONE, RENTER WILL BE MAILED $100.00 THIRTY (30) DAYS AFTER THE EVENT.
