  • Dear Homeowner:

    Crooked Creek Northwest Community Development Corporation (CCCDC) is deploying a homeowner repair program targeted primarily to distressed housing on the Northwest side.

    Assistance, however, will be designated towards homeowners whose incomes do not exceed eighty percent (80%) of the local median income (Please see the chart below). 

    Homeowners whose safety and health are compromised or threatened because of the deteriorated exterior conditions shall be given priority status.

    Funds used to perform homeowner repairs come from the Department of Housing and Urban Development Community Development Block Grant funds from the City of Indianapolis.

  • This loan offered at no interest with no payments due for 30 years.  It is otherwise due whenever the property is transferred, sold, or rented. At 30 years, continued deferment will be at the discretion of the Department of Metropolitan Development of the City of Indianapolis.

    To qualify, you must have a household income that does not exceed the HUD limits above. Additionally,

    • You must be the deed holder of the property (no contract sales/lease to own). 
    • Your property taxes must have been paid and not in arrears at the time of the submission of the application. Exceptions may be considered in emergency cases.
    • Your homeowner’s insurance must have been paid and not in arrears at the time of the submission of the application. Exceptions may be considered in emergency cases.

    If you are not qualified for this program, you may qualify for future programs. Please check our website often for updates.

    Other homeowner repair loans are available from Indianapolis Neighborhood Housing Partnership, and the Federal Home Loan Bank of Indianapolis that have separate application processes.  Some of these funds are in the form of a five-year forgivable grant.  An administration fee may be charged and additional forms may need to be completed depending on the source of funds used for repairs.

    Submitting an application does not guarantee repairs, even if you are qualified. Funding is limited and while we will prioritize based on need, we encourage you to complete the application if you qualify. As more funding becomes available, we will visit our waitlist in order of receipt.
  • Be sure to gather your documents BEFORE starting this application. Once you begin the application, it cannot be saved. Please be prepared to complete it in one setting.

    If you are submitting your application online, please ensure documents are legible. We prefer electronic files over pictures. Pictures will only be accepted if they are legible and with clear backgrounds. Please use a flat surface to take photos.

    • IRS Form 1040 filed for the most recent tax year.
    • A copy of your most recent W-2 form(s)
    • Copy of any Form 1099, 1098 filed for previous year.
    • Copy of two months current payroll stubs/income documentation, if you are working.
    • Copy of retirement check or Retirement Benefits letter.
    • Proof of current homeowner’s insurance declaration page.
    • Copy of deed (if available).
    • Copy of ‘Notice of Award’ letter from the Social Security Administration.  This can be obtained by writing to: Mid-America Program Service Center, 601 E. Twelfth Street, Kansas City, MO 64106-2859.  Be sure to give them your Social Security Number when you write.  Or you can call the Social Security Administration at 1-800-772-1213.
    • Proof of income received for disability, TANF, child support, or other sources.
    • Six-month history/statements for checking, savings, 401k, and other retirement accounts or assets.

  • I, , understand the homeowner repair assistance being offered will be recorded as a lien on the property in favor of the Department of Metropolitan Development. This lien is subject to renegotiation at 30 years, is subordinate to all other mortgages, and has no interest. This lien is recorded as a mortgage that would only need to be paid back if the property is sold, transferred, or rented within the 30-year period. If there are insufficient proceeds from the sale of the home the amount that is owed over and above the sales proceeds will be forgiven. I have received a copy of the mortgage template that will be recorded.

    Due to the nature of this program, those residents who participate in a house assistance project will hold harmless the City of Indianapolis and Crooked Creek Northwest Community Development Corporation of any liabilities that occur as a result of services rendered by the contractors and volunteers assigned to the project. All contractors are required to carry proper liability and property damage insurance.
