Tupper Lake Design Guidelines

General Information
The Village of Tupper Lake was awarded $600,000 through the Downtown Revitalization Initiative (DRI) to create the Tupper Lake Energize Uptown Fund, which provides matching grant funds to commercial properties in the Tupper Lake DRI target area. There is approximately $50,000 in funding remaining. Property owners, business owners, entrepreneurs and non-profit organizations are eligible to apply for funds for interior and exterior building improvements, site upgrades and enhancements, and changes or upgrades to businesses.

Projects must be located within the designated DRI target area, comply with community design guidelines and be a transformative improvement to the Uptown area.

This is a competitive grant program and the purpose of this application is to collect the information necessary to determine whether a proposed project:
(1) has the potential to be transformative,
(2) can meet minimum state and local program requirements, and
(3) scores high enough compared to other proposed projects to be awarded funding.

It is the responsibility of the applicant to provide accurate and complete information with this application.

Applications are due Friday, January 17, 2025 at 5 PM. The program is administered through the Franklin County Economic Development Corporation (FCEDC). Project Justification

Instructions: This is a competitive grant program and the project will be scored and ranked against other projects in the Tupper Lake DRI Target Area. Projects will be scored by the project review committee on (1) Visual Impact, (2) Economic Impact, (3) Project Readiness, (4) Quality of Life, and (5) DRI Priorities. A project will be considered transformational if it receives a high score. Describe in detail how the project promotes or contributes to each scoring category and meets category criteria.
Visual Impact
Visual Impact will be scored based on the following criteria: (1) Visual prominence within the target area and the village, (2) transformative renovations beyond normal maintenance, (3) restoration or preservation of historic structures or building elements, especially those in danger of being lost in part or in total to disrepair or damage, and (4) compliance with applicable design guidelines.
Economic Impact
Economic Impact will be scored based on the following criteria: (1) reduction of blight and vacancies, (2) contribution to the economic recovery of the target area, and (3) stabilization or expansion of downtown tax base, businesses and/or jobs, (4) creation of new jobs, and (5) expansion of business service offerings
Project Readiness
Readiness will be scored based on the following criteria: (1) proof of ownership, (2) proof of financing or reasonable and achievable financing plan, (3) reasonable estimated project budget, (4) percentage of total project cost funded by applicant, (5) reasonable and achievable design and approval plan, and (6) reasonable construction timeline.
Quality of Life
Quality of Life will be scored based on the following criteria: (1) accessibility improvements, and (2) contribution to sense of place.
DRI Priorities
Alignment with the DRI Priorities will be based on the goals of the Strategic Investment Plan: (1) Four Season Destination, (2) Environment and History, (3) Energize the Economy, and (4) Quality of Place

I understand that a codes inspection will be performed at all properties that submit an application to ensure that the scope of work is complete before submitting the application to the project review committee.
The grant will only fund a maximum of 75% of the total project cost. There is a 25% owner match requirement.
Projects will be scored and awarded funding by the project review committee. The committee reserves the right to make grant awards that are less than the amount requested.
If I am awarded funds, I understand that FCEDC is required to report and make available to the public information about my project, including photos, name, address and grant award amount.
Awardees are responsible for advancing their project and meeting project milestones. Failure to meet milestones will result in deobligation of the funds.
Awardees must pay a refundable commitment fee of $1,500 to FCEDC at the time of award for soft costs. The fee is only refundable for completed projects.
Renovation projects must undergo an environmental review and clearance of work scope by the State Historic Preservation Office.
The project must conform to village zoning regulations, design guidelines, and the NYS Building Code.
Renovation projects must have at least two bids for each phase of work and reimbursement will be based on the lowest responsible bid. Owners cannot perform their own work.
I understand that only qualified contractors selected by a standard procurement procedure can work on my project. There will be no reimbursement for purchase of materials, labor, or contractors not procured through the FCEDC without written consent.
Participants must execute a Property Maintenance Declaration agreeing to maintain assisted improvements for five years following project completion. The declaration will be filed with the County. If the property is to be sold during the regulatory period all or part of the grant funds may need to be repaid.
I acknowledge that a lien will be placed on the property for a term of up to 5 years, depending on the funding source(s). I understand that the Franklin County EDC may make a yearly inspection of the building for each year during the term of the lien.
Participants will be reimbursed for eligible project expenses only following satisfactory completion of an approved scope of work and submittal of required documentation. I will provide the FCEDC with invoices acceptable to NYS as well as proof of payment, such as bank statements or cancelled checks, to demonstrate costs actually incurred and paid.
The completed construction project must receive a Certificate of Occupancy or Certificate of Compliance from Code Enforcement.
The project must be completed by October 31, 2025.
I am current with all mortgage payments, property taxes and utility payments.
The project is required to comply with Articles 15-A and 17-B of the New York State Executive Law. These requirements include equal employment opportunities for minority group members and women (EEO), and contracting opportunities for certified minority and women-owned business enterprises (MWBE) and service-disabled Veteran-owned Businesses (SDVOBs).
The FCEDC, its representatives and consultants, are released of all liability regarding the building renovations.
I understand that businesses receiving funding for equipment must be open full-time, year-round.

I hereby certify that all information, which has been or will be furnished in support of this application, is given for the purpose of obtaining funds through the Tupper Lake Energize Uptown Fund and that all information submitted has been examined and approved by me and is true, correct, and complete. I understand that this information will be used to assess and rank my proposed project in accordance with funding criteria. I agree to abide by all requirements to be set forth in connection with said program and the penalties and provisions of all applicable local, state, and federal laws pertaining to falsification of any item contained herein or fraudulent misrepresentation of my business.
